Call to order
The regular meeting of the Board of Trustees of the Morgantown Public Library convened at
the Morgantown Public Library on February 19, 2020. The meeting convened at 9:05 am,
Sue Carpenter, President presiding, Sarah Scharf, secretary.
Approval of the Minutes of the January 15, 2020 Regular Meeting
Judy Panagakos moved that the minutes be accepted as presented. This motion
passed unanimously.
PUBLIC FORUM
Roy Thrasher spoke about the Arnettsville Public Library. He is concerned about
various safety and maintenance issues at that location, including broken floor tiles,
restrooms that need repair, and a leaking roof. Extensive discussion followed.
Sarah Palfrey will get more information about the trailer that is parked on the
property, how long the contract with DOH is, and whether or not the roof is
still leaking.
Darrin Baker will contact Jeff Davis of Davis Home Inspections to evaluate
Arnettsville’s current health and safety hazards.
A targeted mailed survey of 100 APL households may need to be developed in
near future to evaluate the community’s current needs and wants
CORRESPONDENCE AND COMMUNICATIONS
Levy Order – County Commission is voting on the Order and Notice of Special
Election today.
REPORTS OF COMMITTEES/OFFICERS

Financial statements as of February 18, 2020 were presented, discussed, and
filed for audit.
C. Investment Committee
Judy Panagakos has drafted a new investment policy.
The Board of Trustees will get back to Judy by February 28 with

comments about their personal investment preferences.
The investment committee will prepare a list of pros and cons
regarding the possibility of transferring Wells Fargo and Huntington
accounts into one United Bank account.
REPORT OF THE LIBRARY DIRECTOR –
The NorLN and MLN merger is proceeding. Both consortiums have voted to dissolve
themselves and merge into one West Virginia Library Network (WVLN).
Parkersburg PL has agreed to serve as the fiscal agent for the organization. We are
waiting on the contract from Innovative (ILS provider) to start the official timeline
for merging.
Sarah Palfrey attended the WVLA Library Appreciation Day at the state Legislature
Monday February 10, 2020 along with Ellen Hathaway, Sue Carpenter, and Bonnie
Dwire. There were no cuts in the Governor’s budget bill.
Levy documents have been submitted to the County Commission. Their vote is today.
Start-up Awards: All branches have had great progress in developing their start up
grant projects.
Next month’s Board meeting will included a decision about how to spend the
rest of the YCF fund on that hasn’t been needed for the startup grants
(perhaps use for hiring a consultant for a Master Facilities Plan, or for
general marketing)
Personnel changes:
Crystal Lang had a change of responsibilities to Public Services Coordinator (ILL,
Adult Programming/Outreach, supervision of second floor staff).
Shelby Donnelly had a change of responsibilities and title to Evening Supervisor
(supervision of building after 4pm, assistance with outreach, readers’ advisory,
and training of all evening staff).
Jamie Schultz has resigned. Her position has been split into two part-time
public service positions with primary circulation responsibilities.
Amanda Young has been named the new part-time Teen Specialist.
Jamie Myers, Alyssa Lamont, and Cody Wolfe have been hired to work part
time public service positions.
Levy Outreach –
Sarah Palfrey provided the board with levy Talking Points. Discussion
followed with suggestions of more questions and answers to add to it.
Community Impact Report rack cards have been designed. They will a helpful
and quick reference to hand out as levy season approaches.
The Levy Committee is working on new library levy yard signs (will be
printed in the coming weeks) and a Vote for the Library Levy Facebook page.
Take Your Child to the Library Day was a huge success. This year the library cross-
promoted in partnership with Pinocchio’s, River Fair Trade, Tailpipes, and Clutch
Wing Shop. Participants and the downtown business partners really enjoyed this
event.

BRANCH UPDATES
Arnettsville Public Library had good attendance at their Senior Lunch & Learn
programs and movie nights.
Clay-Battelle Public Library had good attendance at their Take Your Child to the
Library Day program and their Valentines story time. They are also rearranging and
weeding their collection, and are excited about receiving their new VOX books and
Launch Pads.
UNFINISHED BUSINESS
Update of Personnel Policy – 8.1 Sick Leave – see attachment
Meredith Hartery moved to accept the changes to the policy as presented.
The motion carried unanimously.
NEW BUSINESS –
A draft of the Strategic Plan was presented and discussed. The Board made minor
wording changes to the Mission, Core Values, and Three Year Vision sections, and
those changes will be voted on during next month’s meeting. Actionable items will be
edited in the coming months, as well.
BOARD COMMENTS
Penny Pugh congratulated Sarah Palfrey on being nominated for ALA’s I Love My
Librarian award.
ADJOURNMENT –
Penny Pugh moved to adjourn. The motion carried unanimously. The
meeting adjourned at 11:35am.
