MORGANTOWN PUBLIC LIBRARY Approved October 15, 2020 Minutes of the Regular Meeting September 17, 2020 Present: Absent: Also Present: Others Present: Sue Carpenter Sarah Palfrey Linda Durfee Kelly Funkhouser Meredith Hartery Judy Panagakos Penny Pugh Call to order The regular meeting of the Board of Trustees of the Morgantown Public Library convened via Zoom Video Conferencing on September 17, 2020. The meeting convened at 9:05 am, Judy Panagakos, President presiding, Kelly Funkhouser, secretary. Approval of the Minutes  August 20, 2020 - The minutes were approved as corrected. The motion passed unanimously. PUBLIC FORUM  None CORRESPONDENCE AND COMMUNICATIONS  None REPORTS OF COMMITTEES/OFFICERS A. President – Judith has checked the board’s Google email account. Nothing has been delivered to this address. Sarah Palfrey will start publicizing the email address. B. Treasurer – 1. Approval of Checks – Sue Carpenter moved that the check report be approved as presented. The motion carried. REPORT OF THE LIBRARY DIRECTOR & BRANCH UPDATES  West Virginia Library Network meetings are spending a lot of time on how to mesh the databases of the two consortiums. Innovative Interfaces had said that there were no restrictions in merging the databases. Since Mountain Library Network’s database is migrating first, Innovative Interfaces now says WVLN has to adopt MLN’s settings. The Northern Library Network’s database is scheduled to merge around November 11 and the database will not be available for two to three days. Sarah Scharf is part of the cataloging committee. Training for staff and affiliates combined will be for new system.  The HVAC update is continuing on schedule.  The interior replacement doors are on delay. The company that was awarded the bid has closed. The next lowest quote was approximately $2,000 higher and Darrin Baker is in touch with the company.  The homebound delivery pilot project started yesterday. John Fox is heading this up. People sign up online for this pilot project. As logistics are finalized, other avenues will be incorporated. A lot of potential growth is there.  The staff vacancy on the second floor has been filled and the person started this week.  Tutor.com is up and running. It is available from 2pm to 8pm, seven days a week, with a library card.  Branch specific story times have restarted. Sharon Summers is providing story time and making 75 kits available at MPL which are laid out on a table for pickup on a first come first serve. Board Minutes – April 15, 2020 – Page 2  Sarah Palfrey is adding a floater staff position.  The Arnettsville inspection report was distributed via email to the board. Cathy McMaster has seen the report. Darrin Baker is obtaining a quote for roof repair – The quote should be available within the next couple of days. The Arnettsville Community Association has not been able to have fundraisers and are concerned about being able to pay for heating. Sarah Palfrey will set up a Zoom meeting with the Association before the Association’s October 2020 meeting.  Since our Wi-Fi has been opened for use without a password, there is no way to determine the number of users. A car full of children has been observed outside of the Arnettsville building. Sarah Palfrey was asked to check with the West Virginia Library Commission to see if there is a way of tracking usage. Sarah Palfrey is looking into the lending of hot spots for patrons; however, cell phone service in the area could be a problem with this offering.  Clay-Battelle and Clinton are holding steady in attendance and circulation.  Cheat Area foot traffic and circulation has picked back up. A new picnic table has been set up outside and is well received. UNFINISHED BUSINESS  COVID-19 plan – Sarah Palfrey shared the travel policy with the board. Kids Connect is up and working at all locations except for Cheat Area. The Department of Education has asked to promote this; A student number will be needed to login.  Anti-Bullying policy – Judy Panagakos discussed her research. West Virginia does have a law against bullying. Her recommendation includes to providing resources for people, training of staff and including a West Virginia University student to work on this project. Judy Panagakos will proceed with contacting a student. NEW BUSINESS  Your Community Foundation distribution – The previous year’s distribution was used for innovation awards. Sarah Palfrey’s goal is to encourage staff to invest in the library. Discussion followed. Meredith Hartery moved that we take this year’s distribution. Motion passed. BOARD COMMENTS  None ADJOURNMENT – Linda Durfee moved to adjourn. The motion carried unanimously. The meeting adjourned at 10:17 am. NEXT MEETING - October 15, 2020 at 9:00am
