Call to order
The regular meeting of the Board of Trustees of the Morgantown Public Library convened via Zoom Video
Conferencing on February 2, 2023. The meeting convened at 9:02 am, Sue Carpenter, President presiding, Kelly
Funkhouser, secretary.
Approval of the Minutes
January 5, 2023 - The minutes were approved as presented. Alexandria Svolos moved. The motion
passed unanimously.
PUBLIC FORUM – None
Jayvonne Gummer asked why county residents are not allowed to be on the (Library) board? Sarah Palfrey
answered that the City of Morgantown established the Morgantown Public Library and is the sole authority to
make board appointments.
CORRESPONDENCE AND COMMUNICATIONS
First Energy has made a donation of $2,000 for our Book Dash program. This outreach has been expanded
to long-term facilities such as Evergreen.
REPORTS
A. President – Senior Post article was mentioned.
B. Director – See Director’s Report.
C. Treasurer –
o Financial Statements – The financial statements were reviewed and filed for audit.
○ Approval of Checks – Meredith Hartery moved to approve checks as presented. The motion
passed.

A. Investment Committee – No report
B. Facilities Committee – Sue Carpenter will reach out to Penny Pugh to establish a meeting time.

Policy Review Schedule – No report
NEW BUSINESS
Bylaws review, proposed amendments, and additions – Existing bylaws will be reviewed by Sue
Carpenter, Linda Durfee, and Sarah Palfrey. Proposed changes will be submitted for consideration during
the March 2023 Library Board meeting.

BOARD COMMENTS –
Alexandria Svolos will be forwarding grant information to the Library Board for discussion during the March
meeting.
EXECUTIVE SESSION – Facilities
Linda Durfee moved to open an executive session. The board voted to go into executive session to discuss facility
plans. The executive session began at 9:24am and ended at 9:59am. No action was taken.
ADJOURNMENT – Linda Durfee moved to adjourn. The motion carried unanimously. The meeting
adjourned at 10:05am.

DIRECTOR'S REPORT
FEBRUARY 2023 BOARD MEETING
JANUARY HIGHLIGHTS
We continue to see increased attendance at library events.
WVU's competitive cheerleading squad lead a storytime on a
Saturday morning that had great attendance.
Cheat Area storytime and playgroup continue to draw a big crowd.
Morgantown storytime attendance has been at it's highest
attendance since returning.
Clay-Battelle has moved their storytime to Saturdays this month, we
will see if this increases attendance.
The Aull Center hosted a Mark Twain History Alive with more than 30
attendees.
Clinton's "Library, Lattes, and Laugh's" book club is generating great
conversations and engagement.
Launch of a new film series at Morgantown - Read to Reels,
organized and hosted by Shelby.

ADMINISTRATION
Facility Updates
Hot water has been out at Morgantown since the end of
December.
Continued the conversation with the City of
Morgantown regarding the elevator replacement.
Monitored alarm buttons have been installed at all
public service desks.
Gravel was added to the parking area behind CBPL and
the library side of APL parking areas.
The gym roof was replaced at Arnettsville. CLAY-BATTELLE PARKING AREA
January is the time for a number of quarterly meetings
including, WVDeli, WVLN Circulation Committee, and
WVLN Ex Committee, and WVLC Commissioners
meeting . I was reappointed as Chair for the WVLA
Legislative Committee with my position to expire in April
at my request. Additional activities this month included
the installation of new copy machine at 5 out of 6
locations, staff training in system wide changes in
program planning schedules, and staff training on
reader's advisory using NoveList.
OCLC will be discontinuing our Capira Mobile Ready
ARNETTSVILLE PARKING AREA
App. We will be migrating to their new product in
February. A transition team has been formed of Sarah
Palfrey, James Spears, Sarah Scharf and Kaylar Moser to
attend all training and make necessary changes before
the new version is launched.
Since the original launch we have had 1,752 downloads of
the app. App usage averages about 400 a month. The
catalog search page is the most popular.

I completed three 90 days
reviews in January and met with
two full time employees to
review and revise their job
descriptions and expectations.
WV Prevention Solutions facilitated two training
sessions at MPL on how to identify a person who
has overdosed and administer Narcan. 24 staff
participated. A follow up survey was distributed to
identify additional training needs.
