MORGANTOWN PUBLIC LIBRARY Approved 05.04.2023 Minutes of the Regular Meeting April 6, 2023 Present: Absent: Also Present: Others Present: Sue Carpenter Sarah Palfrey Linda Durfee Kelly Funkhouser Meredith Hartery James Spears, V Amy Loomis Darrin Baker Alexandria Svolos Call to order The regular meeting of the Board of Trustees of the Morgantown Public Library convened via in person and Zoom Video Conferencing on March 3, 2023. The meeting convened at 9:03 am, Sue Carpenter, President presiding, Kelly Funkhouser, secretary. Approval of the Minutes  March 3, 2023 & March 15, 2023 e-Vote - The minutes were approved as corrected. Linda Durfee moved. The motion passed unanimously. PUBLIC FORUM – None CORRESPONDENCE AND COMMUNICATIONS - None REPORTS  President – None  Director – See Director’s Report – Additional information – o Cheat Area Public Library carpeting installation schedule was discussed. o With the West Virginia legislative session ending in March 11, 2023, Sarah Palfrey will be devoting additional time to projects in the works. o Partnering with the Cupcakerie has been very successful. o The new Healthjoy app that provides telemedicine as well as a central location for benefit information available through the City of Morgantown begins July 1. Employees that are health insurance eligible are enrolled. o Linda Lukenbaugh stepped away from her position with the Morgantown Public Library due to child care issues and Cody Wolfe is leaving to assume a full-time position with the Department of Health and Human Services. They will be missed. o Security – Sarah Palfrey noted an increased number of incidents in the last 10 days including 2 that required staff administration of Narcan. Staff working as a team attributed their ability to handle the situation to training that Darrin Baker set up. The cost of a security guard is approximately $5,000 a month. A security guard for all open hours at the Morgantown Public Library will be in place 3-4 weeks after contract finalization. This is considered a pilot project and will be reevaluated in 6 months to a year. o Sarah Palfrey reported that the new phone system will be installed beginning in May.  Treasurer – o Financial Statements – The financial statements were reviewed. Linda Durfee moved that the financial statements be filed for audit. The motion passed. ○ Approval of Checks – Amy Loomis moved to approve checks as presented. The motion passed. Board Minutes – April 6, 2023 – Page 2 REPORTS OF COMMITTEES A. Investment Committee – None B. Facilities Committee – Sue Carpenter and Penny Pugh will meet next week. UNFINISHED BUSINESS  Policy Review Schedule – None.  Bylaws review, proposed amendments, and additions – Sarah Palfrey and Linda Durfee will meet to finalize for next time. Internet failed leaving Alexandria Svolos, Meredith Hartery, and Amy Loomis in the Zoom meeting with Meredith Hartery, Vice-President, presiding. ADJOURNMENT – Meredith Hartery moved to adjourn. The motion carried unanimously. The meeting adjourned at 10:55 am. NEXT MEETING – May 4, 2023 9am Approved 05.04.2023 On April 6, 2023, at 11:36 AM EDT, Kelly Funkhouser, Administrative Assistant/Accountant of the Morgantown Public Library, e-mailed to all members of the Board of Directors, Sarah Palfrey, Director, and Darrin Baker, Facilities Manager the following information: Request for e-vote for Agenda Item: Elevator Agreement with the City of Morgantown: I have attached the ARPA LFRL Subrecipient Agreement between the Morgantown Public Library for consideration. The agreement needs to be in place to proceed with the Elevator Project. Alexandria Svolos moved to accept the agreement with the city for the elevator project via e-vote. President Sue Carpenter put the motion to an e-vote at 10:04 PM on April 11, 2023. The vote closed at 1:04 PM on April 12, 2023. The motion was approved.
