Minutes of Regular Monthly Meeting
8:30 A.M. Thursday, November 14, 2019
Public Safety Building Training Room
Present: Chairman Charlie McEwuen, Vice-Chair Jeanne Hagan, Amy Dale, Shane Mardis,
Zackery Cruze, and Director Dana McKenzie
Not Present:
Call to Order: Chairman Charlie McEwuen called the Meeting to order at 8:36 a.m.
Approval of the Minutes: Minutes of October 10, 2019, were unanimously approved.
OLD BUSINESS
Trash Coral in Lot B - Director McKenzie stated that Alex Stockdale, City Engineering, has
been working on drawings for the coral. The current drawings include brick comers, decorative
metal siding, front doors, a pitched metal roof, interior lighting, floor drain, and a water tap to
help keep the coral clean. Alex received two different proposals for the metal, and one was
$11,500, the other was $24,000. These are just preliminary numbers for Alex to present to the
City Manager.
Chairman McEwuen asked how many additional parking spaces would be needed to
accommodate the coral. Director McKenzie replied that it would only require one additional
space.
Shane Mardis asked if the Parking Authority would be responsible for keeping the coral clean.
Director McKenzie said City Manager Brake's plan is for the City to pay for the construction of
the coral and the property owners to keep it clean.
Vice-Chair Hagan asked if the Parking Authority would be responsible for any of the
construction costs. Director McKenzie said no, the coral is to be funded by the City.
Zackery Cruze stated that if keeping the coral clean becomes an issue, then we could look into
using day laborers to help individuals build a resume for future employment.
Lot E Update - Director McKenzie stated that the lot is still closed for construction and that he
does not have an update as to when it might be open back up.
On-Call Structural Engineer RFQ Released 10/2/19 - Director McKenzie stated twelve firms
responded to the RFQ. Desman, WGI, Walker Consultants, Allegheny Design, and GAi
Consultants were the firms selected to interview. After the interview process GAi Consultants
based out of Bridgeport, WV was selected as the firm to partner with Parking Authority.

EXECUTIVE SESSION:
6-9A-4 of the Open Government Proceedings Act specifically subsection 9 to
consider matters involving the purchase, sale, or lease of property, the investment
of Public Funds or other matters involving commercial competition, which if made
public might adversely affect the financial or other interest of the City or this
Parking Authority.
