Minutes of Regular Monthly Meeting

Present: Chairman Charlie McEwuen, Vice-Chair Jeanne Hagan, Amy Dale, Shane Mardis,
Director Dana McKenzie, Director Barbara Watkins Main Street Morgantown

Call to Order: Chairman Charlie McEwuen called the meeting to order at 8:35 am.
Approval of the Minutes: Minutes of March 10, 2021, and March 17, 2021, Special Meeting
were unanimously approved.

NEW BUSINESS
Revenue Bonds - Director McKenzie stated that $311,037.23 would pay off the 2012 Revenue Bonds.
Director McKenzie met with Interim Finance Director Lori Livengood and Mike Lewis from United Bank
Investments. Currently, the Parking Authority cash sits at $324,740, which is the lowest it has ever been
because of the pandemic. The Parking Authority investments are at $786,000. Lori Livengood suggested
paying off the bond strictly from the investments and not take any funds from the cash.
Director McKenzie also noted that Bond Council is waiting on the yearly City audit results before the
2021 Parking Revenue Bonds RFP can be released. If all goes as planned, the revenue bond funds should
be available by May for the capital improvement projects.
First Energy Solutions - Director McKenzie received a First Energy Solutions call, which is a lighting
company. First Energy would like to assess the Parking Authority garage's lighting to see if we could save
money on energy bills. They propose switching all of the current light fixtures to their LED fixtures at no
cost to the Parking Authority with a fifteen-year contract. The contract would include all maintenance to
the lights as well as replacing the lighting if needed. First Energy collects 75 percent of the money saved
each month from electric bills. Director McKenzie said he would gather more information and report back
to the board on his findings.
ParkMobile - Director McKenzie was hoping to hear good news this week about ParkMobile integrating
with the gated parking garages. Instead, it was just a meeting to introduce the new sales representative in
our area.
Scholar Hotel - Director McKenzie met with the Scholar Hotel owners on Chestnut Street to discuss
possible long-term parking for their guests. They are researching the idea of tearing down their parking
garage, approximately 40 spaces, and making the hotel larger. The construction would possibly be at the
end of 2021 or the beginning of 2022. Director McKenzie told the owners that the Parking Authority has
an agreement with the Hotel Morgan on High Street and is sure there could be an agreement worked out
with them. Director McKenzie sent the owners a copy of the contract with Hotel Morgan and hopes to
hear back from them soon. Director McKenzie said this could be a win-win situation for the Parking
Authority as well as the hotel.
Main Street Morgantown Report - Director Barbara Watkins Main Street Morgantown said there would
be an Arts Walk on April 10 and the second Saturday each month after that from 10 am to 4 pm.
Director Barbara Watkins stated that Jennifer Ramsey was the artist selected to paint the mural on the
Pleasant Street parking garage and would like to begin on Monday, March 15, if the Parking Authority
approves. Chairman Charlie McEwuen and Vice-Chair Jeanne Hagan said they enjoyed the conceptual
drawings that Jennifer had submitted. Director McKenzie reiterated that there were to be no political
statements in the mural and asked if it would be possible to see Jennifer's sketch before she starts on
Monday. Director Barbara Watkins said she would ask Jennifer.
January and February Budget Performance Report - Director McKenzie said the revenues were up in
January to $176,000 but were still down roughly $80,000 from last January. Februarys revenue came in
at $80,000. Director McKenzie said December, November, and October were all around $60,000 a month,
so we are seeing a slow but steady increase in revenues.
Director McKenzie requested a special board meeting within the next couple of weeks to discuss the 2021-
2022 budget. After a brief discussion, Director McKenzie will send out a calendar invite to all members
to get a date set.
Vice-Chair Jeanne Hagan asked if Director McKenzie had any new information on the Parklets. Director
McKenzie said there were currently no updates other than a potential meeting with all those involved with
the Parklets within the next couple of weeks.
