Minutes of Regular Monthly Meeting

Present: Chairman Charlie McEwuen, Vice-Chair Jeanne Hagan, Amy Dale, Shane Mardis, Director
Dana McKenzie, Director Barbara Watkins Main Street Morgantown
Not Present:
Call to Order: Chairman Charlie McEwuen called the meeting to order at 8:35 am.
Approval of the Minutes: Minutes of the May 12, 2021 meeting were unanimously approved.
UNFINISHED BUSINESS
Revenue Bonds - Director McKenzie stated that Clear Mountain Bank was awarded the contract for the
Parking Revenue Bonds for $2,359,18.37. The bond terms are 1.79% for fifteen years. Director McKenzie,
Interm City Finance Director Lori Livingood, Rob Steptoe, and Thomas Amand will meet on Thursday, May
13, to discuss the bond repayment guidelines.
Parklets-Director McKenzie said that the parklet (pedlet) committee would be meeting today, Wednesday,
May 12, to finalize the pedlet guidelines. Any business wishing to have a pedlet must fill out an application
provided by the City Planning department. Director McKenzie and Development Service Director Rickie
Yeager plan to meet with different business owners next week to see who may be interested in a pedlet.
ParkMobile- Director McKenzie said the new ParkMobile signs were updated in the parking lots. The single
space meter signs will be replaced as the maintenance department repaints the poles this summer. Director
McKenzie also stated that the new instruction cards should be arriving soon.
Chairman Charlie McEwuen asked if the street parking space lines would be painted this year. Director
McKenzie said yes, the lines would be repainted. Chairman Charlie McEwuen asked if the maintenance
department could be reminded to paint the lines up over the curb so that people could see them as they park.
2021-2022 Budget -Director McKenzie presented and discussed the final 2021-2022 budget proposal with
the Parking Authority Board members.

Shane Mardis made the motion to adopt the 2021-2022 budget presented by Director McKenzie.
Amy Dale second the motion. A roll call vote was taken, the motion passed unanimously.
Director McKenzie proposed a revision to the 2020-2021 budget by moving $4,000 from line
349.05 - Charges by Others to line 218.00-Postage.
Shane Mardis made the motion to amend the 2020-2021 budget as proposed by Director
McKenzie. Vice-Chair Jeanne Hagan second the motion. A roll call vote was taken, the motion
passed unanimously.
NEW BUSINESS
Scrubbing Garages - Director McKenzie said that the maintenance department is still scrubbing the
parking garages and will hopefully finish next week.
Main Street Morgantown Report- Director Barbara Watkins Main Street Morgantown asked for
information on the "Ticket Fixer" program and a dollar amount for the revenues lost because of the
customer-only meter bags Parking Authority has had in place since last year. Director Watkins would
like to share this information with the Main Street board members.
Director Watkins hopes to close off the 200 block of High Street next month to celebrate West
Virginia's birthday. The plan is to have food trucks and various activities
Director Watkins said the Pleasant Street garage mural is complete except for a few touch-ups.
March Budget Performance Report - Director McKenzie said that March revenues continue to show
improvement.
