Morgantown Parking Authority Minutes of Regular Monthly Meeting 8:30 am Wednesday, September 8, 2021 Present: Chairman Charlie McEwuen, Vice-Chair Jeanne Hagan, Amy Dale, Shane Mardis, Director Dana McKenzie, Director Barbara Watkins Main Street Morgantown Not Present: Call to Order: Chairman Charlie McEwuen called the meeting to order at 8:35 am. Approval of the Minutes: Minutes of the September 8, 2021 meeting were unanimously approved. UNFINISHED BUSINESS Capital Improvement Updates - Director McKenzie stated that the University A venue garage repairs are moving along on schedule. Vice-Chair Jeanne Hagan asked what percentage of the garage parking spaces were not available ·during construction. Director McKenzie said about one-third of the garage was not usable. Vice-Chair Jeanne Hagan asked if two-thirds of the garage would remain open through the remainder of the construction. Director McKenzie replied yes. Director McKenzie stated that GAI Engineering Consultants would be on-site next week to walk thro&gh and discuss the repairs with Nathan Contracting. Director McKenzie said there is still no official start date for the Armory Lot retaining wall; however, he hopes to have one soon. The state elevator inspector determined that a new fire suppression system must be installed to bring the soon-to-be updated elevator up to code. The cost through Protex for the entire system is $8,887.34. In addition, director McKenzie said that there would need to be some other upgrades within the elevator shaft that the MPA maintenance department will address, such as new lighting and an a/c unit. Director McKenzie said the fire system and in-house upgrades would be an additional $12,000 to $13,000. NEW BUSINESS SunCap Lot Lease - Director McKenzie said that Bel-Cross was the initial property management group for the SunCap apartments. Carol Pyles would contact them to have it cleaned up whenever there would be a problem with trash around the compactors. The last email sent to Bel-Cross was returned with a reply stating that they were no longer the property managers and we needed to contact Mountain Creek property managers. Director McKenzie stated there is still no lease agreement with SunCap, but he and his staff would be diligently working on it so that everyone is clear on their responsibilities. Budget Performance Report - Director McKenzie discussed the June 2020-2021 year-end budget to show the board how COVID had caused the MPA to deplete most of its revenues, including the contingency fund. Director McKenzie reported that both the University Avenue and Spruce garage sold out of parking permits. In addition, director McKenzie said that several student permits were sold under the pavilion for the first time. After reviewing the July budget performance report, director McKenzie believes we will continue to see a turnaround in the Parking Authority's revenues. Main Street Morgantown Report - Director Barbara Watkins Main Street Morgantown reviewed the downtown schedule of events for the next month and areas of High Street that will need bagged or closed off.
