Meeting Minutes Morgantown Pedestrian Safety Board Public Safety Building – Training Room 1 Monday, June 1, 4:30 – 5:30 PM The Morgantown Pedestrian Safety Board’s mission is to promote a walkable environment throughout the City by developing safe, attractive, and accessible walkways that connect neighborhoods and destinations. 4:30 pm Call meeting to order I. Introductions: Members Matt Cross, George Lilley, Jimmie Simmons, Stan Cohen, Guests: William Blosser, Andrew Denny, Saba Ashfaq, Bill Austin, City Council Bill Kawecki II. Approval of May 4, 2015 Minutes. Passed by unanimous voice vote. III. Reports Mountain Line- absent WVU- absent Rail Trail- absent Greenspace- absent City Council- Bill Kawecki noted a problem with the bidding process for the Proposed pedestrian bridge across Decker's Creek, causing a time setback for construction. MPO-Bill Austin stated the Complete Streets study for the University Avenue corridor is under way and includes the area from Willowdale Road to Beechurst Avenue. A stakeholders meeting should occur in the next few weeks. MPO is also doing a traffic study for Westover and Granville. The Policy Board is considering a connection from the Rail Trail in Star City to the CVS store by the bridge allowing walkers and bicyclists direct access to Mon Blvd. -Jimmie Simmons noted that we should be aware of county codes concerned with future developments beyond the Wiles Hill city limits. City Engineer absent Police Officer absent Traffic Commission-Matt Cross will speak at the TC meeting June 3 about the design for traffic and pedestrian control at the new signalized intersection of Patteson Drive/Fine Arts Drive/Baldwin Street. Bill Austin has yet to be informed of a design for the highly traveled corridor that will directly affect the Suncrest neighborhood and Evansdale Campus. Also the crossing problems at Kroger and Willowdale Road. IV. New Business-Andrew Denny and Saba Ashfaq will be e-mailing Ped Board members a preliminary copy of their pedestrian survey requesting suggestions for question edits and ideas. The intention is to keep it short and precise while gathering information towards a pedestrian education campaign. 1  V. Member input-Stan Cohen reported problems during a power outage on the south side along Don Knotts Blvd. Traffic controls were inoperative causing confusion and unsafe conditions for all traffic modes. He questioned if there was a backup system in place. Bill Austin stated in emergency conditions intersections should revert to a four way stop. Motorists don't abide by this and battery driven default systems are not in place. Traffic control officers were absent from many high volume intersections.
