MORGANTOWN PLANNING COMMISSION
MINUTES
6:30 PM April 10, 2014 Council Chambers
COMMISSIONERS PRESENT: Carol Pyles, William Blosser, Bill Kawecki, Bill Petros, Sam
Loretta, Michael Shuman and Tim Stranko
COMMISSIONERS ABSENT: Peter DeMasters, Ken Martis
STAFF PRESENT: Christopher Fletcher, AICP
I. CALL TO ORDER/ROLL CALL: Pyles called the meeting to order at 6:30 PM and
read the standard explanation of the how the Planning Commission conducts business
and rules for public comments.
II. GENERAL PUBLIC COMMENTS: None
III. MATTERS OF BUSINESS:
A. Approval of the March 13, 2014 meeting minutes:
Stranko moved to approve the minutes as amended; seconded by Kawecki.
Motion carried unanimously with Loretta and Shuman abstaining due to their
absence.
B. Establish an ad hoc committee to study and report on recommendations
concerning the Development of Significant Impact thresholds.
Stranko moved to establish an ad hoc committee of the Planning Commission
charged with studying and report on recommendations concerning the
Development of Significant Impact thresholds to include Commissioners
DeMasters, Kawecki, and himself; seconded by Petros. Motion carried
unanimously.
IV. OLD BUSINESS: None.
V. NEW BUSINESS:
A. MNS14-04 / Leonard / 1173 Hampton Avenue: Request by Eldon Leonard for
minor subdivision approval of property located at 1173 Hampton Avenue; Tax Map
22, Parcels 18, 19, and 19.1; R-1A, Single-Family Residential District.
Fletcher presented the Staff Report and stated that the petitioner asked for Staff to represent
the petition.

Pyles asked if anyone was present to speak in favor of or in opposition to the petition. There
being none, Pyles declared the public hearing closed.
Fletcher presented Staff’s recommendations.
Stranko moved to approve minor subdivision petition MNS14-04 as requested with Staff
recommended conditions; seconded by Petros. Motion carried unanimously
VI. OTHER BUSINESS:
A. Committee Reports
- Traffic Commission: Blosser noted that a regular Traffic Commission meeting
was held on April 2, 2014 and included discussions with Dr. Nichols and the
Rahall Institute proposals concerning traffic patterns within the downtown.
Blosser suggested Planning Commission members review the proposals and
the data gathered in the study.
- Green Team: None.
B. Staff Comments: None.
VII. FOR THE GOOD OF THE COMMISSION:
Loretta asked Staff to draft an ordinance to not allow the B-4 District to expand or intrude into
the adjoining neighborhoods.
