MORGANTOWN PLANNING COMMISSION
MINUTES
6:30 p.m. January 11, 2018 Council Chambers
COMMISSIONERS PRESENT: Peter DeMasters, Ron Dulaney, Jr., William Blosser, Sam
Loretta, Bill Petros, Julie Robison, Tim Stranko
COMMISSIONERS ABSENT: Carol Pyles, Michael Shuman
STAFF PRESENT: Christopher M. Fletcher, AICP
I. CALL TO ORDER/ROLL CALL: DeMasters called the meeting to order at 6:30 p.m. and
read the standard explanation of the how the Planning Commission conducts business
and rules for public comments.
II. 2018 LEADERSHIP ELECTION – President and Vice-President. Stranko nominated
DeMasters to serve as President and Pyles to serve as Vice-President of the Planning
Commission for the 2018 calendar year; seconded by Petros. Motion carried
unanimously.
III. GENERAL PUBLIC COMMENTS: None.
IV. MATTERS OF BUSINESS:
A. Approval of the December 14, 2017 meeting minutes. Stranko moved to approve as
presented; seconded by Robison. Motion carried unanimously with DeMasters
abstaining due to his absence.
B. Approval of the 2017 Annual Report to the City Council.
Fletcher presented the annual report. Stranko noted that Westover was inadvertently
left out of the list of Collaborative Planning Advisory Committee participating
jurisdictions. Robison noted that her appointment date was incorrect and appeared
to be a rollover of the last appointment. Stranko expressed that updates on tasks
that were completed for the Comprehensive Plan be included in the report. Fletcher
stated Staff will create a separate related report to fold into the City Council’s Strategic
Plan adopted in December 2017. The separate report will update Comprehensive
Plan implementation progress. Dulaney noted that his name was not included in the
report.
Robison moved to forward a favorable recommendation to City Council as amended
with the corrections noted above; seconded by Stranko. Motion carried unanimously.

V. UNFINISHED BUSINESS:
A. MNS17-18 / Turak / 1229 Milton Street: Request by Jason Turak for minor
subdivision approval of property located at 1229 Milton Street; Tax Map 24, Parcel 4;
R-1A, Single-Family Residential District. TABLED 14 DEC 2017.
Stranko moved to remove MNS17-18 from the table; seconded by Robison. Motion carried
unanimously.
Fletcher presented the Staff Report Supplement.
DeMasters recognized Jason Turak, on behalf of 1229 Milton Street, who stated he was in favor
of the petition and offered to answer questions.
There being no comments or questions by the Commission, DeMasters asked if anyone was
present to speak in favor of or in opposition to the petition. There being none, DeMasters
declared the public portion closed and asked for Staff recommendations, which were read by
Fletcher.
Petros inquired if a house would be built in the middle lot. Fletcher stated the matter before the
Commission is the minor subdivision of the land and not the potential design of the site for
development.
Blosser asked if the driveway would remain in the same location. Turak stated the driveway to
the existing home will be moved to the other side of the house and allow for two (2) off-street
parking spaces.
Robison referred to the discussion at the last hearing regarding the setbacks and inquired if the
8.4 feet listed is for informational purposes only. Fletcher stated the 8.4 feet addresses questions
and concerns raised during the December meeting. Fletcher noted that the 8.4-foot setback
exceeds the minimum side setback requirement in the R-1A District and confirms that the
subdivision as proposed will not create a nonconforming setback for the existing house.
Robison noted the decision before the Commission is only for the subdivision and not the design
of possible structures. Fletcher confirmed.
Dulaney asked for the minimum width of a dwelling. Fletcher referred to the Planning and Zoning
Code and stated the minimum width standard for a single-family dwelling is 24 feet. DeMasters
noted that is not the issue before the Commission.
Dulaney moved to approve MNS17-18 with the Staff recommended conditions; seconded by
Stranko. Motion carried unanimously.

• Staff Comments: Fletcher stated that Planning Commission President Peter
DeMasters has, in accordance with the Planning Commission’s Bylaws, duly
called a workshop that will immediately follow the Commission’s business
meeting. The purpose of the workshop will be to study Mixed and Multi-Use
Nonresidential Structures. Workshops are not considered regular or special
meetings and may not include the formal conduct of business, the rendering of
decisions, or taking action for which the Commission is charged. Workshops are
open to the public and are intended to serve as training, study, public education,
etc.
VIII. FOR THE GOOD OF THE COMMISSION: None.
