MORGANTOWN PLANNING COMMISSION
MINUTES
6:30 p.m. September 13, 2018 Council Chambers
COMMISSIONERS PRESENT: Peter DeMasters, William Blosser, Ron Dulaney, Jr., Sam
Loretta, Bill Petros, Carol Pyles, Julie Robison, Michael Shuman, and Tim Stranko
COMMISSIONERS ABSENT: None
STAFF PRESENT: Christopher M. Fletcher, AICP
I. CALL TO ORDER/ROLL CALL: DeMasters called the meeting to order at 6:30 p.m. and
read the standard explanation of the how the Planning Commission conducts business
and rules for public comments.
II. GENERAL PUBLIC COMMENTS: None.
III. MATTERS OF BUSINESS:
A. Approval of the August 9, 2018 meeting minutes. Stranko noted a correction from
“contributed” to “contributing” on Page 4 of 6 of the minutes. Dulaney moved to
approve the corrected minutes; seconded by Loretta. Motion carried unanimously
with DeMasters, Petros, Stranko, and Shuman abstaining due to their absence.
IV. UNFINISHED BUSINESS: None.
V. NEW BUSINESS:
A. MNS18-14 / Maust / 450 Posten Avenue: Request by Gary Maust for minor
subdivision approval of property located at 450 Posten Avenue; Tax Map 36, Parcels
379 and 382; R-1A, Single-Family Residential District.
Fletcher presented the Staff Report.
DeMasters recognized Gary Maust of 450 Posten Avenue who stated they want to do a line
adjustment to allow for off-street parking and retain a buildable lot rather than combining the two
(2) parcels as noted in the Staff Report.
DeMasters noted the two (2) parcels would have to meet the requirements within the code in
order to be approved for a subdivision line adjustment.
After further discussion, Board members decided to table the petition to allow the petitioner to
submit additional information for the line adjustment request along with off-street parking plans.
Stranko moved to table MNS18-14; seconded by Robison. Motion carried unanimously.

B. MNS18-16 / Summers / 1101 Munsey Street: Request by Audrie Summers for
minor subdivision approval of property located at 1101 Munsey Street; Tax Map 6,
Parcels 28 and 28.1; R-1, Single-Family Residential District.
Fletcher presented the Staff Report.
DeMasters recognized Audrie Summers of 255 Canfield Street who stated the request is to
combine the parcels to allow for additional parking and future landscaping plans.
There being no comments or questions by the Commission, DeMasters asked if anyone was
present to speak in favor of or in opposition to petition. There being none, DeMasters declared
the public portion closed and asked for Staff recommendations, which were read by Fletcher.
Stranko moved to approve MNS18-16 with the Staff recommended conditions; seconded by
Blosser. Motion carried unanimously.
C. MNS18-17 / Armistead / 466 Legion Street and 456 Kiwanis Avenue: Request by
Janet Armistead for minor subdivision approval of property located at 446 Legion
Street and 456 Kiwanis Avenue; Tax Map 7, Parcels 42 and 45.1; R-1, Single-Family
Residential District.
Fletcher presented the Staff Report.
DeMasters recognized Paul Steel of 220 Grand Street who provided further explanation of the
request and stated they want to have an off-street parking spot to go with 466 Legion Street
instead of 456 Kiwanis Avenue.
Petros inquired if there are setback requirements for a parking spaces. Fletcher stated there are
no requirements for parking space setbacks in the R-1 District.
There being no further comments or questions by the Commission, DeMasters asked if anyone
was present to speak in favor of or in opposition to petition. There being none, DeMasters
declared the public portion closed and asked for Staff recommendations, which were read by
Fletcher.
Stranko moved to approve MNS18-17 with the Staff recommended conditions; seconded by
Dulaney. Motion carried unanimously.
D. RZ18-03 / Administrative / Willowdale Rd: Administrative request for a Zoning Map
Amendment to reclassify all or portions of Parcels 3.1, 3.2, 3.3, 3.4, 3.5, 3.6, 3.7, 3.8,
3.9, 3.10, 3.11, 3.12, 4, and 5 of Tax Map 12 from R-1, Single-Family Residential
District to R-1A, Single-Family Residential District to correct apparent zoning map
errors.
Fletcher presented the Staff Report.
Stranko asked if the 200-foot neighbor notification letters are made part of the record. Fletcher
confirmed and stated the letters are posted on the City website as well.

Loretta asked if the townhomes would be considered nonconforming uses as they are not
allowed in the R-1A District. Fletcher confirmed.
Petros asked if the townhomes would be permitted to make renovations in the future. Fletcher
confirmed and noted that expansions would have to go before the Board of Zoning Appeals for
approval.
Blosser inquired if the townhomes should be left to the R-1 District. Fletcher explained that
townhouses are not permitted in the R-1 District and are considered nonconforming structures
as they are right now.
There being no further comments or questions by the Commission, DeMasters asked if anyone
was present to speak in favor of or in opposition to petition. There being none, DeMasters
declared the public portion closed and asked for Staff recommendations, which were read by
Fletcher.
Stranko moved to forward a favorable recommendation for Case No. RZ18-03 to City Council as
presented by Staff; seconded by Blosser. Motion carried unanimously.
VI. OTHER BUSINESS
A. Committee Reports
• Collaborative Planning Advisory Committee: No report.
• Traffic Report: No report.
• Green Team: No report.
• Staff Comments: The Design Review Committee will meet on Thursday,
September 20, 2018 at 5:30 p.m. in City Council Chambers to discuss a proposed
development in the B-4 District. Fletcher noted that Loretta and Shuman
represent the Planning Commission on the Design Review Committee. Loretta
and Shuman both confirmed they will be in attendance.
