Minutes Traffic Commission Meeting Wednesday, August 5, 2015 Voting Members Present: Paul Steel, Chris Gluck, Julia Durham, William Blosser, Matthew Cross, Chip Wamsley, Non-Voting Members Present: Damien Davis, Lt. Matt McCabe Members Absent: David McKain, Matin Dombrowski, Lisa Mardis, Jay Redman MATTER OF BUSINESS: Damien Davis called the Traffic Commission Meeting to Order 6:30pm and held roll call. PUBLIC COMMENTS: None MEETING MINUTES: A new Chairman and Vice Chairman needed to be elected. Julia Durham moved to nominate Chris Gluck for Chairman of the Morgantown Traffic Commission. Paul Steel seconded the motion. Motion passed unanimously. Paul Steel moved to nominated Dave McKain for Vice Chairman of the Morgantown Traffic Commission. Julia Durham seconded the motion. Motion passed unanimously. Chip Wamsley moved to approve February Minutes. Paul Steel seconded motion. Motion passed unanimously. BICYCLE BOARD: Chip Wamsley reported to the traffic commission on sheltered bike stops, lane markings, and new memberships to the Bicycle Board. The new members to be approved by the Traffic Commission at the September 2015 meeting are; Harry, Drew, and Jonathan. PEDESTRIAN SAFETY BOARD: Matt Cross spoke on pedestrian education, issues and concerns. TRAFFIC CALMING REPORT: Damien Davis has hired a Traffic Consultant to design a plan for traffic calming in each neighborhood. The first neighborhood to receive this plan was Suncrest. The plan was taken to the Suncrest Neighborhood Association in June. The plan submitted will be on the September Traffic Commission Meeting Agenda. MONTHLY UPDATES: Damien Davis reviewed the Monthly Updates. He reported that the MPO has two vacancies due to the membership changes in the Traffic Commission. New members are needed for the MPO from the Traffic Commission, Bicycle Board, and Pedestrian Board. Chip Wamsley stated that he will represent both the Traffic Commission and Bicycle Board. Pedestrian Board representative will be discussed further at the September Traffic Commission. Damien stated that the paving of Beechurst Avenue should be completed by August 6. 2015 and is unsure if the turning lanes will be reinstalled; the City has already put out to bid the traffic light at University Avenue and Oakland Street; discussed a traffic light at Third Street and Beechurst Avenue; gave update on the Paving of Overhill Street, University Avenue, Quay Street and Grant Avenue; UNFINISHED BUSINESS: 1. No Right on Red at Darst Street and Richwood Avenue with Stop Bars and Signage – Damien Davis has not gone to review this area and will hopefully be able to have a recommendation for the Traffic Commission at the September meeting. 2. South High Street Truck Traffic Restrictions – Damien Davis described the issue that has been going on at the intersection of South High Street and Dorsey Avenue. Discussion ensued. Paul Steel moved to restrict truck traffic from the South High Street Bridge to Dorsey Avenue. William Blosser seconded the motion. Motion passed unanimously. 3. Stop Sign at Maple Avenue and Sanford Street – to be addressed at the September meeting. New Business 1. Convert Beverly Avenue to a One Way Street – Damien Davis submitted his plan for Beverly Avenue to the Traffic Commission to review. William Blosser moved to convert Beverly Avenue to a One Way Street heading north on Beverly and Sixth Street One Way heading west from Beverly Avenue to Grant Avenue. Paul Steel seconded motion. Motion passed unanimously. 2. Restricting Truck Traffic on Fayette Street – Damien Davis reviewed the issue of Truck Traffic Turning up Fayette Street and Getting Stuck trying to make turns onto High Street and Spruce Street. Paul Steel moved to restrict truck traffic on Fayette Street from University Avenue to dead end with the proper signage. Julia Durham seconded the motion. Motion passed unanimously. 3. Prairie Avenue signage and pavement markings – Damien Davis submitted a plan for additional signage and pavement markings on Prairie Avenue to the Traffic Commission. Discussion ensued. Julia Durham moved to approve the submitted plan with an additional WRONG WAY pavement marking at the intersection of Wagner Road and Prairie Avenue. Paul Steel seconded the motion. Motion passed unanimously. 4. Eighth Street Pavement Marking Plan – Damien Davis submitted a new Pavement Marking plan for the intersection of Eighth Street and University Avenue showing turning lanes and restricted parking. Discussion ensued, suggestions were made. Plan was tabled until September meeting. 5. Restricting Parking on Baird Street – Damien Davis reviewed the issue of parking on Baird Street. He stated that there was no parking on Baird Street except one spot. The parking space is unnecessary. Discussion ensued. Paul Steel moved to remove  the parking on Baird Street. Julia Durham seconded the motion. Motion passed unanimously. COMMISSION COMMENTS: Matt Cross thanked Chris Gluck for stepping into the Chair Position. Paul Steel stated that he thinks the idea for a four way stop at High and Foundry is a good idea. William Blosser expressed his thanks. Chris Gluck voiced his concern on a crosswalk at the Law school. Also spoke on how to update the GPS information for the Truck Traffic in Morgantown. ADJOURNMENT: Julia Durham moved to adjourn meeting. Paul Steel seconded the motion. Motion passed unanimously. Meeting Adjourned at 8:30 p.m.
