Minutes Traffic Commission Meeting Wednesday, March 2, 2016 Voting Members Present: Paul Steel, David McKain, Chris Gluck, Martin Dombrwski, William Blosser, Matthew Cross, Chip Wamsley Non-Voting Members Present: PFC Jimmy Smith, Damien Davis Members Absent: Lisa Mardis, Jay Redmond MATTER OF BUSINESS: Chris Gluck called the Traffic Commission Meeting to Order 6:30pm and held roll call. PUBLIC COMMENTS: None MEETING MINUTES: Paul Steel moved to approve the minutes from the January meeting. Martin Dombrowski seconded the motion. Motion passed unanimously. BICYCLE BOARD: Chip Wamsley reported that the Bicycle Board applied for an Intent to Apply Grant for a multi- use lane from the Mileground down 705 with a crosswalk at Stewartstown Road continuing down to the stop light at Suncrest Town Center and Suncrest Village having crosswalks at that intersection as well then continuing the bike lane down to Willowdale Road. That would tie into the grant we are applying for to install the shared lane markings. Discussion ensued. PEDESTRIAN SAFETY BOARD: Matt Cross stated that the Pedestrian Board was contacted by Americor about a safety issue from Marjorie Gardens to South Middle School. The path is good but it is dark. Matt Cross also stated that he has received calls concerning the intersection at North Western Avenue and Medical Center Drive @ Don Neelan Drive. There are no crosswalks or crossing signals. Matt Cross also spoke about concurrent signals downtown. He would also like to consider more right turn restrictions on some of the streets. TRAFFIC CALMING REPORT: No Report. MONTHLY UPDATES: 1. Status of Suncrest Traffic Calming Plan – Damien Davis stated that this will be part of the 2016 Paving Project. The paving list and traffic calming plan is to go to the next council meeting. The street list was determined using the volume of vehicular traffic and the condition of the street. Discussion ensued. 2. WVDOH and MUB Van Voorhis Project – Doug Smith, Morgantown Utility Board, spoke at the Suncrest Neighborhood Association meeting in January. DOH is upgrading Van Voorhis Road from 705 to the top of the hill, improving the drainage system. They will be running a storm water line to Killarney Drive and Dogwood Avenue. Discussion ensued. 3. Status of stop sign on Valley View Street at the intersection with Nueva Drive – Damien Davis stated that this should be on the City Managers report for next Council Meeting and should be approved. 4. Proposed and approved list of 2016 roadway project – University Avenue is on the paving list. Discussion ensued. 5. Reloacation of dead end sign on Tremont Avenue – the Public Works Department is relocating the sign. UNFINISHED BUSINESS: None New Business 1. Draft Traffic Commission Agenda Schedule Changes – Damien Davis reviewed the schedule changes. Dave McKain suggested working on the language and the time schedule. Discussion ensued. Dave McKain moved to table the issue until next meeting. Paul Steel seconded the motion. Motion passed unanimously. 2. Proposed stop sign on Colmar Street at Richwood Avenue – Damien Davis discussed the request. He stated that it is a minor road leading into another minor road. Engineering will have to look into the intersection and the history of that as well. Matt Cross discussed the origin of the issue. Dave McKain moved to table the request. Martin Dombrowski seconded the motion. Motion passed unanimously. 3. Converting Ashland Avenue to a one-way street – Damien reviewed the request. Damien stated that this is a narrow street, has little volume and has little cut through traffic. Discussion ensued. Dave McKain moved to table this request. Paul Steel seconded the motion. Motion passed unanimously. 4. Moving the yellow line on Callen Avenue between Lawnwood and Mississippi – Damien Davis reviewed the request and past decisions by the Traffic Commission. Some of the residents are unhappy about how the lines were painted. Discussion ensued. Dave McKain moved to table the request. Paul Steel seconded the motion. Motion passed unanimously. 5. Yellow line marking at the intersection of Buckhannon Avenue and Jackson Avenue – Damien Davis reviewed the request. He stated that there is parking in the turn and residents are concerned. Discussion ensued. Paul Steel moved to table the request. Martin Dombrowski seconded the motion. Motion passed unanimously. 6. Elimination of No right turn sign at the intersection of Buckhannon and Jackson – Damien Davis reviews the request. Paul Steel stated that this is dangerous intersection. Discussion ensued. William Blosser moved to table the request. Dave McKain seconded the motion. Motion passed unanimously. 7. Proposed stop sign at the intersection of Doris and Theresa – Damien Davis reviewed the request. Discussion ensued. Paul Steel moved to table the request. Dave McKain seconded the motion. Motion passed unanimously. COMMISSION COMMENTS: Paul Steel asked about the lights on Beechurst Avenue. Damien Davis said that the WVDOH had been contacted and they are working on repairs. Martin Dombrowski asked about the status of Beverly Avenue Traffic Study. Damien Davis stated that the City is working on getting a study performed. ADJOURNMENT: Dave McKain moved to adjourn meeting. Martin Dombrowski seconded the motion. Motion passed unanimously. Meeting Adjourned at 8:15 p.m.
