Minutes Traffic Commission Meeting Wednesday, June 1, 2016 Voting Members Present: Paul Steel, Chris Gluck, Martin Dombrowski, Jay Redmond, William Blosser, Matthew Cross, Chip Walmsley Non-Voting Members Present: Lt. Matt McCabe, Damien Davis Members Absent: David McKain MATTER OF BUSINESS: Chris Gluck called the Traffic Commission Meeting to Order 6:30pm and held roll call. PUBLIC COMMENTS: None MEETING MINUTES: None BICYCLE BOARD: Chip Wamsley reported that the Bicycle Board held elections in April, maiking Drew Gaitlen Chairman, Chip Wamlsley Vice Chairman, and Christina Hunt Secretary. PEDESTRIAN SAFETY BOARD: Matt Cross stated that the Pedestrian Safety Board is updating the Pedestrian Plan, ordinances and creating flyers for educating the public on pedestrian rights and responsibilities. TRAFFIC CALMING REPORT: Chris Gluck stated that the Traffic Calming Committee is updating the project list and are working on an outreach program to the neighborhoods. MONTHLY UPDATES: Damien Davis stated that the Engineering Department has pulled past agendas and minutes to update the spreadsheet showing the status of a request. Paul steel asked about the Stop Sign on Sanford and Dormont. Damien Davis stated that he would have to check on that. Paul Steel asked about the Bike Lane on Mon Blvd. Damien Davis stated that the DOH pulled the approval of the Bike Lane after a rock slide occurred. DOH stated that until the rock slide threat is corrected the Bike Lane approval would be on hold. UNFINISHED BUSINESS: 1. Draft Traffic Commission Agenda Schedule Changes – Damien Davis read the changes to the Agenda Schedule. Paul Steel moved to approve the changes. Martin Dombrowski seconded the motion. Motion passed unanimously. a. Jay Redmond will be writing up procedures to bring to the July meeting regarding tracking recommendations.  2. Proposed stop sign on Colmar Street at Richwood Avenue – Damien Davis stated that the Engineering Department has no final recommendation for this stop sign request. Traffic Counters have not been placed yet to do a study on the area. Discussion ensued. 3. Converting Ashland Avenue to a one-way street – Damien Davis stated that the Engineering Department has no final recommendation for this request. Jay Redmond stated that Ashland Avenue is a very narrow street and there have been altercations because no one wants to back up and let oncoming traffic through. Discussion ensued. 4. Moving Yellow line on Callen Avenue between Lawnwood and Mississippi – Damien Davis stated that we were asked to look at this again. Jay Redmond said that the issue is that there are 4 driveways on the side that has on street parking where the side that does not have any driveways are not allowed to park on their side of the street. Discussion ensued. Paul Steel moved change parking to the other side of Callen Avenue between Lawnwood and Mississippi. Martin Dombrowski seconded the motion. Motion passed unanimously. 5. Yellow line marking at the intersection of Buckhannon Avenue and Jackson Avenue – Damien Davis stated that the Engineering Department has no final recommendation for this curb painting request. It is a narrow street with no sidewalks and a ditch. Damien stated that the recommendation probably will be to stripe the entire street yellow for no parking on both sides of the entire street. Jay Redmond stated that it is a weird T intersection and the real problem is the last thirty feet. Discussion ensued. 6. Elimination of No right turn sign at the intersection of Buckhannon Ave. and Jackson Ave. – Damien Davis stated that there is a history with this sign and why it was installed in the first place. The Engineering Department has to do more research. Discussion ensued. 7. Proposed stop sign at the intersection of Doris and Theresa – Damien Davis stated that the streets are low volume however the geometry of the intersection might warrant a stop sign installation. At the July meeting the Engineering Department will come with a layout of the area and make its recommendation. New Business 1. John Whitmore, City Planning Office, spoke on some changes for Bicycle Storage for developments of significant impact. Paul Steel asked if the changes to the ordinance will effect schools. Mr. Whitmore stated that the schools will not be effected at this time. Discussion ensued. Matt Cross moved to recommend the changes to the Planning Commission and City Council. Paul Steel seconded the motion. Motion passed. COMMISSION COMMENTS: Paul Steel mentioned a request for a yield sign on Maple Avenue at Lebanon Street. Martin Dombrowski stated that he is frustrated that the Traffic Commission has not accomplished much at this meeting after not meeting for two months. He also stated that the City of Morgantown website needs more on it. Martin asked when we would be implementing these new rules for the Agenda Schedule. Damien Davis stated that it would begin with the August meeting. ADJOURNMENT: Paul Steel moved to adjourn meeting. Jay Redmond seconded the motion. Motion passed unanimously.
