Minutes Traffic Commission Meeting Wednesday, July 6, 2016 Voting Members Present: Paul Steel, Chip Wamsley, Chris Gluck, William Blosser, Matt Cross, Jay Redmond Non-Voting Members Present: Damien Davis Members Absent: David McKain, Lt. Matt McCabe, Martin Dombrowski, MATTER OF BUSINESS: Chris Gluck called the Traffic Commission Meeting to Order 6:30pm and held roll call. PUBLIC COMMENTS: None MEETING MINUTES: Matt Cross moved to approve minutes from March meeting. William Blosser seconded the motion. Motion passed unanimously. Paul Steel moved to approve minutes from June meeting. Chip Wamsley seconded the motion. Motion passed unanimously. BICYCLE BOARD: Chip Wamsley reported that the Bicycle Board hosted the Planning Commission to discuss the new proposals for parking. PEDESTRIAN SAFETY BOARD: Matt Cross reviewed on going pedestrian safety issues and any resolutions. He also stated that there will be an educational booth in front of the Court House on Kids day. TRAFFIC CALMING REPORT: Chris Gluck stated that the Traffic Calming Committee is updating the project list and are working on an outreach program to the neighborhoods. MONTHLY UPDATES: Damien Davis gave an update of the 2016 Paving Project. He stated that six streets have the ADA ramps completed and that milling of the streets should begin next week. The Public Works Department is still working on the status list for on-going requests submitted to the Traffic Commission. The Univeristy and Oakland Traffic Light project is completed however we might be looking at moving one of the Stop Bars back away from the intersection to give more room to turn. UNFINISHED BUSINESS: 1. Proposed Stop Sign on Colmar Street at Richwood Avenue – Damien Davis stated that he had met with the Neighborhood Association to discuss the request. Jay Redmond moved to recommend that the stop sign be installed on Colmar Street at Richwood Avenue. Matthew Cross seconded the motion. Motion passed unanimously. 2. Converting Ashland Avenue to a one-way Street – Damien Davis reviewed the traffic study performed on Ashland Avenue and told the Traffic Commission about the ability to convert the street to one way for 90 days as a trial period. Discussion ensued. Matt Cross moved to recommend making Ashland Avenue one way heading west and Tremont Street one way heading east for 90 days as a trial period. William Blosser seconded the motion. Motion passed unanimously. 3. Yellow line marking at intersection of Buckhannon and Jackson – Damien Davis reviewed the parking issue on Buckhannon Avenue. Damien Davis reviewed a couple solutions to the problem. He stated that the City could paint yellow lines along both sides of Buckhannon Avenue near the intersection of Jackson Avenue to show there is no parking allowed in that area or painting a double yellow line in the center of Buckhannon Avenue that will show there are two lanes on Buckhannon and discourage motorists from parking on Buckhannon Avenue near the intersection of Jackson and blocking traffic. Damien Davis recommended the double yellow line in the center of Buckhannon Avenue. Discussion ensued. Jay Redmond moved to recommend that a double yellow line be installed on Buckhannon Avenue near the intersection of Jackson Avenue. Paul Steel seconded the motion. Motion passed unanimously. 4. Elimination of no right turn sign at the intersection of Buckhannon Avenue and Jackson Avenue – Damien Davis stated that the Engineering department is still researching the reason why the “No Right Turn” sign was installed at this intersect and have been unable to find any information. Damien Davis recommended removing the “No Right Turn” sign. Discussion ensued. Matthew Cross moved to recommend the removal of the “No Right Turn” sign at the intersection of Buckhannon Avenue and Jackson Avenue. William Blosser seconded the motion. Motion passed with a 4 to 1 vote. 5. Proposed stop sign at the intersection of Doris and Theresa – Damien Davis reviewed the issue at the intersection of Doris Road and Theresa Drive. Damien Davis recommended a “Stop” sign be installed on Doris Road at Theresa Drive. Discussion ensued. Jay Redmond asked if a “Yield” sign on Michelle Street be warranted. Damien Davis said that yes it would. Discussion ensued. Paul Steel moved to recommend the installation of a “stop” sign on Michelle Street at Doris Road; and a stop sign on Doris Road at Theresa Drive. Matthew Cross seconded the motion. Motion passed unanimously. New Business 1. Procedures for Traffic Commission – Jay Redmond reviewed his proposed procedures for the Traffic Commission and asked that we save the discussion for next meeting after studying the proposal. 2. Request for 4 way stop and speed humps at Vassar Street and Dudley Avenue – Damien Davis stated that we have two request for a 4 Way stop and speed humps at this location. Damien Davis did not have any recommendations at this time. Discussion ensued. Paul Steel moved to table this request until further study can be done. William Blosser seconded the motion. Motion passed unanimously. COMMISSION COMMENTS: Paul Steal stated that he like the proposal made by Jay Redmond. Paul also asked what happened to his request for a yield sign on Maple Avenue at Lebanon Street. Damien Davis stated that he had not put it on the agenda but it will be on the August agenda. Chip Wamsley stated that he liked the proposal made by Jay Redmond. Damien Davis liked the proposal by Jay Redmond. William Blosser liked the proposal by Jay Redmond. Matt Cross liked the proposal by Jay Redmond. Matt Cross reviewed several pedestrian safety issues the City has. Jay Redmond expressed his thanks to Damien Davis for going to the Norwood Neighborhood Association Meeting. Chris Gluck liked the proposal by Jay Redmond. Chris Gluck asked about new developments outside of City limits; does the City have any control over the development if they are exiting onto a City Street. Damien Davis said yes, the developer is required to submit a traffic study and make any improvements necessary to the intersection to limit any impact the development might have on the City Street. Paul Steel asked about the “No Right Turn on Red” signs at the Darst Street and Richwood Avenue traffic light. ADJOURNMENT: Paul Steel moved to adjourn the meeting. William Blosser seconded the motion. Meeting adjourned at 8:00pm.
