Minutes Traffic Commission Meeting Wednesday, February 7, 2018 Voting Members Present: Paul Steel, Chris Gluck, Martin Dombrowski, Matthew Cross, Chip Wamsley, Erica Hetzel, Kyle Haugh, Frances Brownfield Non-Voting Members Present: Capt. Matt McCabe, Damien Davis Members Absent: Ryan Wallace, William Blosser, Andrea Dekeseredy MATTER OF BUSINESS: Chris Gluck called the Traffic Commission Meeting to Order 6:30pm and held roll call. PUBLIC COMMENTS: Tom Chandler, 599 Sunny Brook Rd, requested the traffic commission to reestablish the parking on 8th Street. As the property owner of 605 8th Street it would be beneficial to have additional parking on 8th Street for the tenants of that property. Although there are three off street parking spaces available for the tenants to use, the building is rented to six tenants and the off-street parking is insufficient. Mr. Chandler has looked into expanding the off-street parking but has found that it is not possible due to the boundaries and geography of the property. Discussion ensued. MEETING MINUTES: None BICYCLE BOARD: Chip Wamsley reviewed the Bicycle Boards report. Mr. Wamsley proposed a new member for the Bicycle Board; Ryan Leery, 7th Ward. Traffic Commission voted to approve this member. This was not specifically on the agenda and should not have been voted on. The approval will be on the next Traffic Commission Agenda for a formal vote. Mr. Wamsley reported on the future plans for the Bicycle Board; Safety Fair, Annual Bicycle Rodeo, and continuing educations. There are weekly rides available to the community, Bike Month is May, there will be a couple of “Bike to Work” Days during that month as well. Discussion ensued. PEDESTRIAN SAFETY BOARD: Matt Cross reported on the history of the intersection where a pedestrian was hit recently and reinforced any safety measures pedestrians can take to prevent pedestrian vehicle accidents. Matt Cross also reinforced education on signalized crosswalks for both pedestrians and motorists to learn how the different signals work. The crossings are Concurrent Crossing and Exclusive Crossing, on Channel 15 there is a segment that runs explaining how the different crossings work and also on YouTube you can search City of Morgantown Pedestrian Board for a video. Mr. Cross reviewed the TAP Grant application possibilities, the Pedestrian Safety Plan, and traffic studies. Discussion ensued. Mr. Cross also proposed two new members to the Pedestrian Safety Board; Penny Kostka (4th Ward) and Janet Fraser (At-Large). Chris Gluck moved to approve the appointment of Penny Kostka (4th Ward) and Janet Fraser (At-Large). Paul Steel seconded the motion. Motion passed unanimously. Matt Cross presented the Traffic Commission with a change to the Procedural Guidelines; “all ex-officio representatives will be considered non-voting members”. Martin Dombrowski moved to approve Procedural Guideline change; “all ex-officio representatives will be considered non-voting members”. Kyle Haugh seconded the motion. Motion passed unanimously. Discussion ensued. TRAFFIC CALMING REPORT: None MONTHLY UPDATES: 1. Deckers Creek Pedestrian Bridge – has begun, Cleared out area and drilled holes. 2. Paving Project to come out soon, Dynatest did assessment. There will be some tweaking to combine all sections of one road instead of sectioning it out over several years. 3. MPO/City Sidewalk data collection – there is a meeting to discuss the information we are going to collect, how are we going to do it. Two or three two man teams to walk the sidewalks and make assessments. We are also looking at funding options. 4. WVDOH Downtown signals – currently done preliminary work on 5 intersections. Currently at Pleasant and High. Once preliminary work is completed the next phase will begin. Discussion ensued. UNFINISHED BUSINESS: 1. Procedures for Traffic Commission – Chris Gluck to set up meeting to try to implement these procedures. 2. Baldwin Street – Damien Davis stated that once the weather breaks we will schedule this traffic study. NEW BUSINESS 1. Request to reestablish parking along 8th Street – Damien Davis gave background on 8th Street Parking. City removed parking for University Beverly and Third Intersection project. It was never re-installed because individuals preferred the no parking on 8th street. Permit parking was installed on 8th Street above Grant Avenue. Discussion ensued. Traffic Commission members requested City Engineer Damien Davis design a plan that includes parking lines, center lines and curb lines to bring in front of the Traffic Commission at the March 7, 2018 meeting for a final decision. 2. Request from G&G Rentals for 2 on-street parking spaces and a loading zone related to proposed neighborhood grocery store located at 356 Kingwood Street. – Damien Davis read a letter from G&G Rentals requesting designated parking for the store. (attached) Damien Davis also read letters from residents regarding the parking request. (attached) Damien spoke about the parking on Green Street, Green Arch Market, there are three spaces that are designated as 2 hour business parking from 8:00am to 7:00am. Alpha Engineering loading zone 6:00am to 2:00pm on Prairie Avenue, is actually for the Board of Education. Gene Beer Garden has a loading zone from 9:00am to 11:00am. After preforming some research on the parking spaces on Green Street and finding no process telling us how those parking spaces were established Damien Davis Spoke with former Assistant Public Works Director Bill Rumble. Mr. Rumble indicated that the parking spaces on Green Street were brought before the Traffic Commission in the early 90’s under Stryker’s Upholstery request. Damien Davis only received the parking information about Prairie Avenue and Gene’s Beer Garden until earlier today and could not research those parking spaces. Green Arch Market does not have any Off-Street Parking available to it, Alpha Associates, Board of Education and Gene’s Beer Distributing have off Street parking available. Damien Davis reviewed the drawing given to the Traffic Commission to show existing and requested conditions. (attached). Damien Stated that the most appropriate area for the loading zone would be Location # 2 on the Map (between two driveways) and to limit the time that loading/unloading is allowed. The permit parking that is in the Greenmont/Southpark Neighborhood is on Monday through Thursday from 7:00am to 7:00pm so after 7:00pm it is all Public Parking (open to anyone to park), on Fridays restrictions end at 6:00pm. Discussion ensued. Erica Hetzel moved to grant the loading zone on Kingwood Street pending the applicant define what times applicant wants for the loading zone and no on street parking spaces. Matt Cross asked if the Traffic Commission needs to come up with any limitation on the duration. Erica Hetzel suggested three hours. Paul Steel seconded the motion. Motion passed unanimously. 3. Discussion on Draft Traffic Calming Manual – Damien Davis reviewed the Draft Traffic Calming Manual (attached). Discussion ensued. Traffic Commission requested Damien Davis make some changes based on the discussion and bring the Draft Traffic Calming Manual with changes before the Traffic Commission at next meeting. COMMISSION COMMENTS: Traffic Commission members discussed requesting a WVDOH representative attend the Traffic Commission meetings periodically. Damien Davis reviewed several of the WVDOH projects that will be started in and around the City in the near future. Traffic Commission members discussed Pedestrian Safety in and around the City and at major intersections. ADJOURNMENT: Paul Steel moved to adjourn meeting. Matt Cross seconded the motion. CONSTRUCTION DETAILS APPENDIX B. TRAFFIC CALMING REQUEST FORM DEFINITIONS 85th Percentile Speed – The speed at or below which 85 percent of the motor vehicles travel. Accident History – Recorded data indicating the frequency of occurrence at intersections and mid-block locations within the study area, as defined by specific traffic movements. Arterial – Functional classification of roadway which provides the highest level of service at the greatest speed for the longest uninterrupted distance, with some degree of access control. Arterials typically are roadways with high traffic volumes and are frequently the route of choice for intercity buses and trucks. Average Daily Traffic (ADT) – The average 24 hour volume, being the total volume during a stated period divided by the number of days in that period. Normally, this would be periodic daily traffic volumes over several days, not adjusted for days of the week or seasons of the year. Average Speed – The summation of the instantaneous or spot-measured speeds at a specific location of vehicles divided by the number of vehicles observed. Collector – A term denoting a highway that in rural areas connects small towns and local highways to arterial highways, and in urban areas provides land access and traffic circulation within residential, commercial, and business areas and connects local highways to the arterial highways. Engineering Judgment – The evaluation of available pertinent information, and the application of appropriate principles, provisions, and practices as contained in this document and other sources, for the purpose of deciding upon the applicability, design, operation, or installation of a traffic calming measures. Engineering judgment shall be exercised by an engineer, or by an individual working under the supervision of an engineer, through the application of procedures and criteria established by the engineer. Impact Area – An area having designated boundaries within which the traffic study is conducted. Roads which have their sole access through the study area shall also be included in the impact area, including dead end roads which intersect the affected block(s) and streets which must be used to enter or exit a neighborhood. Intersection – The area embraced within the prolongation or connection of the lateral curb lines, or if none, the lateral boundary lines of the roadways of two highways that join one another at, or approximately at, right angles, or the area within which vehicles traveling on different highways that join at any other angle might come into conflict. The junction of an alley or driveway with a roadway or highway shall not constitute an intersection. Local Road – Functional classification of roadway which consists of all roads not defined as arterials or collectors; primarily provides access to land with little or no through movement. Signing – Individual signs or a group of signs, not necessarily on the same support(s), that supplement one another in conveying information to road users. Speed Study – A study involving the use of equipment to measure, collect, and statistically analyze the speeds of vehicles. Traffic Calming – The combination of mainly physical measures that reduce the negative effects of motor vehicle use, alter driver behavior, and improve conditions for non-motorized street users. Other components consist of non-physical measures, education, and enforcement. Traffic Control – All signs, signals, markings, and other devices used to regulate, warn, or guide traffic, placed on, over, or adjacent to a street, highway, pedestrian facility, bikeway, or private road open to public travel by authority of a public agency or official having jurisdiction. TRAFFIC CALMING GUIDELINES City Of Morgantown, WV CHAPTER 1. INTRODUCTION The City of Morgantown maintains a large number of secondary routes located within the city limits. Many of these roads can be classified as minor collectors or local streets which serve as access to residential properties. This guide was developed as a traffic management tool to address speeding and cut-through traffic within these neighborhoods. The traffic calming measures outlined within this guide were developed in an effort to mitigate these problems and enhance safety within residential areas through the use of physical and visual enhancements. The implementation of the measures outlined herein are designed to reduce speed and volume of traffic to acceptable levels, reduce accidents, and increase the level of safety for pedestrians and children in the residential areas. These traffic calming measures shall generally reduce the average speed of traffic without limiting the access of local residents. Following implementation, the City of Morgantown will maintain approved traffic control devices including signs and pavement markings as outlined in the Manual for Uniform Traffic Control Devices (MUTCD). In addition, the City of Morgantown will maintain any special signing or landscaping associated with the implemented traffic control measures. The following traffic calming measures shall be considered in the development of a traffic calming project:  Education: Residents should be made aware of volume of traffic and speeding concerns and remind residents of the negative effects of their actions. Educational campaigns may include brochures, newsletters, newspaper articles, and public meetings, including monthly neighborhood association meetings.  Enforcement: Traditionally the primary means of addressing speeding problems, consistent local police presence leads to respect of the enforced speed limit. Law enforcement efforts should be undertaken prior to implementation of traffic calming measures.  Non-physical measures: Typically low-cost measures, including the use of signs and pavement markings.  Physical measures: Involves a physical change in the vertical or horizontal roadway geometry designed to reduce speed. Eligibility requirements for consideration for implementation of traffic calming measures outlined herein shall be based on the following criteria:  Functional classification = local residential or minor collector  Traffic volume (AADT) ≤ 4,000 vehicles  Posted speed limit ≤ 30 mph  Single or two lane roadway; one-way or two-way traffic  Horizontal curve radius ≤ 300 feet  Grade ≤ 8% ____________________________________________________________________________________________ Traffic Calming Guidelines Page 1 City of Morgantown, WV CHAPTER 2. TRAFFIC CALMING PROJECT PROCESS Requests received by the City of Morgantown for traffic calming measures will undergo an evaluation and approval process to determine the eligibility, planning, and feasibility of implementation of traffic calming measures within the impacted area. This process has been formulated from various traffic calming and approval processes used throughout the country. Traffic calming measures typically will only be considered after education and law enforcement efforts have failed to produce the desired results. Traffic calming measures selected and implemented using the outlined procedure will typically be applied to area-wide projects and not just spot improvements. Not all traffic calming projects will require the use of the “Traffic Calming Project Process” described herein. Good engineering judgment will indicate when and where this type of approval process is necessary. Figure 2-1 demonstrates the progression of the “Traffic Calming Project Process” as discussed in more detail in the following sections. Traffic Calming Project Process 2.1. Request for Study A citizen, neighborhood group, or local official shall formally submit a request to the City Engineer for initial review. A request form provided in Appendix B shall be submitted and shall include the following:  Identification of project area: The citizen, neighborhood group, or local official shall define the initial boundaries of the project area. The project area should define specific streets and cross streets to be included in the study. A map should be included for clarity.  Description of problem: The request application shall describe the traffic problem(s) observed within the project area (i.e., cut-through traffic, speeding, safety). ____________________________________________________________________________________________ Traffic Calming Guidelines Page 2 City of Morgantown, WV 2.2. Determination of Eligibility Following the initial review of the request for study, preliminary data shall be compiled by qualified technical personnel to determine if the project area warrants a detailed study. If it is determined that the proposed traffic calming project meets the necessary preliminary requirements, then the approval and implementation process shall continue. If the preliminary requirements are not met, the person(s) who initiated the request for study shall be notified that traffic calming measures are not considered appropriate in the proposed area. 2.3. Public Involvement If a request for traffic calming study is approved, public input should be obtained prior to the development of a traffic calming plan. An initial “kick-off” meeting should be conducted by the City Engineer and his or her consultant. All households and businesses within the project area, and also those potentially affected by the implementation of the traffic calming measure(s) shall be invited to the meeting. Representatives from impacted jurisdiction, local government staff including emergency personnel (fire, police, and rescue), roadway maintenance personnel, transit agencies, representatives of the local school district, and other appropriate persons should also be included. The meeting should be conducted at a time and location that facilitates participation of the affected parties. The meeting should outline how the desired results will be met through the use of traffic calming measure(s). All potential positive and negative impacts of the planned measure(s) should be discussed. The input of those entities in attendance should be included in the development of the traffic calming plan to ensure that the needs of the community are addressed. 2.4. Plan Development The development of a successful traffic calming plan will require the project engineer or technical personnel to acquire more extensive data needed to accurately define the traffic problem(s) affecting the project area. The following data may be helpful in plan development: average and 85th percentile speed, average daily and peak traffic volume, recent accident history, roadway usage (i.e., parking use, pedestrian and bicycle activity), emergency service routes, transit routes, and locations of nearby schools or other facilities. This data is useful in identifying the appropriate traffic calming measure(s), as discussed in Chapter 3. Using the information found in Chapter 3, appropriate traffic calming measure(s) and location(s) shall be designed to address the documented problems. 2.5. Approval Process The final plan and method of implementation shall be submitted to the City Engineer for review. The project engineer shall present the analyzed data and describe the ability of the proposed traffic calming measure(s) to address the identified problems. Through discussion with the City Engineer, a consensus should be reached on the most appropriate and cost-effective traffic calming measure(s) and specified location(s). 2.6. Implementation Upon approval from the Morgantown City Engineer, the proposed traffic calming measure(s) may be implemented on a temporary or permanent basis. If traffic flow may be severely impacted by the proposed measure(s), temporary measures such as cones should be considered to gauge the effectiveness and workability of the proposed traffic calming solution without the risk of incurring removal expenses. If used, temporary measures should be designed to resemble the permanent measures, and shall remain in place for ____________________________________________________________________________________________ Traffic Calming Guidelines Page 3 City of Morgantown, WV a specified test period – typically three (3) to six (6) months under real traffic conditions. The test period should extend into the snow season whenever possible to allow detection of any conflicts with snow removal procedures. Following the test period, engineers or technical personnel shall gather data required to determine if the desired effect has been achieved using the temporary measures. At that time, the original traffic calming plan may be modified, or the proposed measures may be installed on a permanent basis. 2.7. Evaluation An evaluation of the effectiveness of the implemented traffic calming measure(s) should be performed within six months to one year following implementation of any traffic calming project. Evaluation of traffic data gathered after implementation of traffic calming measures can be useful in determining the effectiveness of the chosen solution and can aid the decision making process for future traffic calming projects. Initial resistance by roadway users to the installed measures generally passes over time and should not be acted upon unless safety is a concern. A follow-up study may reveal the cause of the opposition. Modification or removal of the traffic calming measure should be considered if a safety problem develops. ____________________________________________________________________________________________ Traffic Calming Guidelines Page 4 City of Morgantown, WV CHAPTER 3. TRAFFIC CALMING MEASURES The selection of traffic calming measures should generally be based on the following considerations: 1. Specific problem(s) to be addressed, including decreasing traffic volume or speed reduction. 2. Type of roadway. 3. Existing site conditions, including roadway geometry. Several options exist for traffic calming, each with varying effectiveness in addressing speed and/or traffic volume problems. In this chapter, several physical traffic calming measures are discussed. Information provided includes advantages, disadvantages, cost, and other considerations to assist the designer in choosing the most economical and effective solution. 3.1. Speed Humps Description: Speed humps are the most common traffic calming measure due to their effectiveness in reducing speeds at a minimal cost. A speed hump is a raised surface on the roadway that is typically 3 inches in height and 12 feet in length with a parabolic top (see Construction Detail shown in Appendix A). Speed humps extend across the width of the road perpendicular to the direction of traffic. A tapered edge is maintained near the curb or shoulder line to accommodate Typical speed hump; Hoffman Ave., Highland Park drainage. Neighborhood, Morgantown, WV Appropriate Locations: Primarily used at mid-block locations in residential areas with average daily traffic (ADT) volume of less than 3,500 vehicles per day. Speed humps should be installed at a spacing not less than 250 feet, and no greater than 600 feet apart. In most cases, speed humps shall not be installed within 150 feet of an unsignalized intersection or 250 feet of a signalized intersection. Spacing should be designed to achieve the desired speed limit. All signage shall be in accordance with FHWA Manual on Uniform Traffic Control Devices (MUTCD). Advantages: Reduced speed; inexpensive Disadvantages: Increased emergency response times; conflicts with snow removal; increased noise to nearby residences; increased maintenance costs Estimated Cost: $1,500 to $3,500 per hump, depending on roadway width. 3.2. Curb Extensions / Bulb-Outs Description: A physical reduction of the roadway travel width caused by expanded curbing. Traffic is slowed by funneling vehicles through a narrower street opening and reducing the curb radius for right turns. Appropriate Locations: Primarily used at intersections (signalized or unsignalized), but can be considered for use at mid-block locations with significant pedestrian activity or within areas where speed humps are not permitted. Curb extensions/bulb-outs are appropriate for use on local roads, collectors, and arterials. ____________________________________________________________________________________________ Traffic Calming Guidelines Page 5 City of Morgantown, WV Advantages: Reduced travel speeds; reduced speed of right-turning vehicles; improved pedestrian safety through reduced crossing distances and improved line of sight; provides parking protection; can improve aesthetic appearance by incorporating landscaping and/or textured treatments Disadvantages: Potential reduction in available on-street parking spaces; potential drainage problems; conflicts with snow removal; maintenance costs Estimated Cost: $7,000 to $10,000 per pair; mid-block measures likely around $4,000 depending on size 3.3. Chicanes Description: A series of curb extensions staggered on alternating sides of the street to create a bend in a formerly straight roadway, which forces vehicles to negotiate the narrowed roadway in a snake-like fashion. Can be achieved on a temporary basis using pavement markings and/or flexible delineator posts. All signage shall be in accordance with FHWA Manual on Uniform Traffic Control Devices (MUTCD). Appropriate Locations: Primarily used at mid- Chicanes; Hoffman Ave., Highland Park Neighborhood, block locations in residential areas with average Morgantown, WV daily traffic (ADT) volume of less than 3,500 vehicles per day. Can be used on two-lane streets with bidirectional traffic, or on single lane streets with one-way traffic. Use of chicanes should be avoided in areas with high truck traffic. Placement of chicanes is often dictated by site conditions such as driveway locations. Advantages: Reduced travel speeds; reduced traffic volumes; may reduce number of vehicle collisions; improved pedestrian safety through reduced crossing distances; reduced traffic noise; can improve aesthetic appearance by incorporating landscaping and/or textured treatments Disadvantages: Two-lane chicanes may be ineffective if motorists attempt to maintain a straight line of travel by crossing the painted centerline; reduction in available on-street parking spaces; potential drainage problems; conflicts with snow removal; maintenance costs Estimated Cost: $5,000 to $15,000 per set depending on size and use of cast-in-place versus pre-cast curbs 3.4 Raised Crosswalk/Intersection Description: A raised surface on the roadway at intersections and/or crosswalks that is typically 3 to 6 inches in height with a parabolic ramp at each approach. Raised crosswalks/intersections extend across the width of the road perpendicular to the direction of traffic. Raised crosswalks should feature a 10 feet wide flat top for pedestrian activity. A tapered edge is maintained near the curb or shoulder line to accommodate drainage. All signage shall be in accordance with FHWA Manual on Uniform Traffic Control Devices (MUTCD). Appropriate Locations: Primarily used in commercial areas and business districts with high pedestrian activity, but also appropriate on local streets and collectors. ____________________________________________________________________________________________ Traffic Calming Guidelines Page 6 City of Morgantown, WV Advantages: Reduced travel speeds; improved pedestrian safety through improved line of sight; can improve aesthetic appearance by incorporating landscaping and/or textured treatments Disadvantages: Increased emergency response times; potential drainage problems; conflicts with snow removal; increased maintenance costs Estimated Cost: $2,500 to $8,000 per raised crosswalk, with the higher estimate including construction of curb ramps; $15,000 to $60,000 per raised intersection, depending on width of intersecting roadways and drainage requirements 3.5. Raised Median Island/Pedestrian Refuge Description: Narrow, raised islands between travel lanes that may be designed with breaks in landscaping and curbing to accommodate pedestrians. If located near intersections, normal turning radii shall be maintained. Median islands which are designed to accommodate pedestrians should be 6 to 8 feet wide. All median islands should be a minimum of 12 feet in length, with a desirable length of 20 feet. Appropriate Locations: Median islands are appropriate for use on all classifications of streets, Raised median islands; Willowdale Rd., Morgantown, WV including high-volume roadways where the regulatory speed limit is 30 MPH or less. May be implemented at mid-block locations or at intersections. May be used on curves to prevent vehicles from crossing painted centerlines. A pedestrian refuge should be included at locations where there is significant pedestrian activity. Traffic Circle Description: Traffic circles are elevated islands located in the center of an unsignalized intersection that forces traffic to circulate the intersection in a counterclockwise direction. Yield signs may be used at each approach to force approaching vehicles to yield to vehicles within the circle. All signage shall be in accordance with FHWA Manual on Uniform Traffic Control Devices (MUTCD). Appropriate Locations: Primarily used at intersections with average daily traffic (ADT) volume of less than 3,500 vehicles per day. Ideally used for intersections with low pedestrian traffic and low left-turning volumes.
