Minutes Traffic Commission Meeting Wednesday, August 1, 2018 Voting Members Present: Frances Brownfield, Steven Crandall, Erica Hetzel, Martin Dombrowski, Ryan Wallace, William Blosser, Chip Wamsley, Matthew Cross Non-Voting Members Present: Capt. Matt McCabe Members Absent: Ryan Wallace, Damien Davis, Andrea Dekeseredy MATTER OF BUSINESS: Barbara Morgan, Secretary, called the meeting to order at 6:30p.m. PUBLIC COMMENTS: Wendy Daily asked when the striping at Oakland Street and University Avenue intersection would be completed. Barbara Morgan stated that the striping is scheduled to be completed before students return on August 11, 2018. MEETING MINUTES: None BICYCLE BOARD: Chip Wamsley reviewed the Bicycle Boards report. PEDESTRIAN SAFETY BOARD: Matt Cross reviewed the PSB report, emphasized safety laws, education, changes to the downtown area with the new traffic signal system. Be aware of the changes to the vehicular traffic rules and the pedestrian changes as well. Mr. Cross also mentioned that the fall semester for WVU will be starting soon and pedestrian traffic will increase throughout the town and requested that everyone pay attention. TRAFFIC CALMING REPORT: None MONTHLY UPDATES: 1. Pedestrian Crash Data – TC members reviewed the Crash Data provided by Damien Davis the City Engineer. 2. Baldwin Street Traffic Study – Will begin when school starts up 3. status of 705 proposed work – have not heard from State about a start date, the project has been Bid and Awarded. 4. status of paving projects – Barbara Morgan stated that West Virginia, Arch, Willowdale, Forest East Parkway, Chestnut, Waitman, Wall, and Dorsey’s Knob still needed to be paved.  5. status of proposed traffic circle at Collins Ferry and University Ave – Currently in the design phase. 6. Recent traffic accidents within city limits; where, when, how, why, and outcomes – TC members reviewed the Crash Data supplied by Damien Davis 7. Updates on City and WV department of highways cooperation projects – The Group met early July, and discussed short, medium, and long-term goals, projects, and priorities. They are currently waiting for data to be compiled. Traffic Commission members requested updates on a few other things, past motions, and other projects and requested that Donnie Williams from DOH attend a TC meeting again soon. UNFINISHED BUSINESS: 1. Appointment of Chair and Vice Chair – Matt Cross volunteered to be Chairman of the Traffic Commission and Frances Brownfield volunteered to be Vice Chairman of the Traffic Commission. There were no objections. 2. Request to re-establish parking along 8th Street – Traffic Commission members reviewed the recommended design by the City Engineer. Erica Hetzel moved to recommend to City Council that the parking on 8th Street be re-established based on the design the City Engineer created with the addition of a Crosswalk being installed on 8th Street at University Avenue. Matt Cross seconded the motion. The motion passed unanimously. NEW BUSINESS 1. Recommendations for Second and Third Ward representatives on Traffic Commission – Barbara Morgan requested that current members be on the lookout for potential Second and Third Ward representatives for Traffic Commission. COMMISSION COMMENTS: Erica Hetzel welcomed new members. She stated that she is now a member of the Mon Co Planning Commission and is looking forward to working with the various entities involved. Frances Brownfield requested that the Traffic Commission look at no parking on Barickman and Elysian, stating that it is narrow for two-way traffic and requested a crosswalk at Madison and Mississippi. Matthew McCabe requested the City try to get the mid-block crosswalk on Spruce Street re- installed. Matt Cross suggested that the mid-block crosswalk on Spruce Street be reconfigured. He also spoke about the Walnut intersection. Discussion ensued. Chip Wamsley welcomed new members and voiced his appreciation for the years of service given by Chris Gluck and Paul Steel. ADJOURNMENT: Frances Brownfield moved to adjourn meeting. Martin Dombrowski seconded the motion. Motion passed unanimously. Meeting Adjourned at 7:32 p.m.
