The City of Morgantown 389 Spruce Street Morgantown, West Virginia 26505 (304) 284-7412 Fax: (304) 284-7409 www.morgantownwv.gov Engineering Department Minutes MORGANTOWN TRAFFIC COMMISSION DATE: September 5, 2018 Voting Members Present: Frances Brownfield, Erica Hetzel, Martin Dombrowski, TIME: 6:30PM William Blosser, Chip Wamsley, Matthew Cross, Steven Crandell City Council Chambers Non-Voting Members Present: Damien Davis, Capt. Matt McCabe Members Absent: Ryan Wallace MATTER OF BUSINESS: Chairman Matt Cross called the meeting to order at 6:30p.m. and held roll call. PUBLIC COMMENTS: MEETING MINUTES William Blosser moved to approve August Minutes. Chip Wamsley seconded the motion. Motion passed unanimously. COMMITTEE REPORTS: Capt. Matt McCabe stated that the first football game of the season is coming up and for everyone to be careful. Chip Wamsley reviewed the various bicycle friendly markings on our roadways. Matt Cross discussed the increased bicycle and pedestrian activity at the new school in Traffic Commissioners: Suncrest. Frances Brownfield, 1st Ward, Vice Chair VACANT, 2nd Ward DEPARTMENTAL REPORTS: 1. Crash Data – None available VACANT, 3rd Ward 2. Baldwin Street Traffic Study – Counters will go down next week. Steven Crandall, 4th Ward 3. Proposed 705 work – VACANT, 5th Ward 4. Paving Project – Paving is done, Third Street was added due to a watermain Erica Hetzel, 6th Ward break. Speed humps and lane markings are left to do. Discussion ensued. Martin Dombrowski, 7th Ward 5. Proposed traffic Circle at Collins Ferry and University – DOH in process of purchasing ROW for this project. Ryan Wallace, City Council 6. City and DOH cooperation projects – the third meeting is next Tuesday the William Blosser, Planning 11th. They will be looking at funding sources and moving forward. Commission 7. Richwood and Darst No turn on Red – City Council approved, and Public Matthew Cross, Pedestrian Works will install in the spring. Safety Board, Chairman Chip Wamsley, Morgantown Bicycle Board UNFINISHED BUSINESS 1. Request for two on street parking spaces – Damien Davis reviewed the request and Ex Officio Members: City Councils decision. Discussion ensued. Damien Davis, Engineering 2. Ward Representatives on TC – Matt Cross requested volunteers and Capt. Matt McCabe, Police Dept. Recommendations. NEW BUSINESS 1. South High and Dorsey Avenue – Matt Cross reviewed the issue. Damien Davis reviewed past solutions that didn’t work. Discussion ensued. 2. Open Streets Initiative – Jesse Heady presented to the TC. Discussion ensued. She also requested an update on the DOH project in Sabraton. Martin Dombrowski thanked Jesse for coming before the Traffic Commission to present the Open Streets Initiative. He spoke of the problem with Traffic and School busses at Maple Drive and Research Road. Matt McCabe stated that the Sherriff’s Department is out there due to that being outside Morgantown City Limits. Martin stated that the street lighting at Pizza Al’s on University Avenue is insufficient and something needs to be done about it. Martin informed the TC that the traffic lights need to be fixed they are not working properly. Damien Davis said that the detection is broken and needs to be fixed. Frances Brownfield thanked Jesse for his presentation. William Blosser thanked Jesse for his presentation and also thanked Matt Cross and Frances Brownfield for stepping up to Chair and Vice Chair on the TC. Steven Crandall thanked Jesse for his presentation and brought up a traffic issue on Prospect. Suggesting that Prospect be converted to two-way traffic between University Avenue and North High. Matt Cross reminded everyone of the changes made to the signalized intersections in the Downtown area, stating please be careful and pay attention to the signals for both vehicular and pedestrian traffic.
