MATTER OF BUSINESS:
Chairman Matt Cross called the meeting to order at 6:30p.m. and held roll call.
PUBLIC COMMENTS:
Janet Payne, 327 Rotary, discussed the changes in the neighborhood. The changes are
not for the good of the neighborhood. Recently on street parking was taken away. This
has increased the speed of vehicular traffic on the streets. She requested a larger police
presence during peak traffic hours. Ms. Payne is concerned with the intersection of
Parkview, Elmhurst and Laurel. She stated that it should be a 4-Way Stop and it is not, it
is a dangerous intersection. Discussion ensued.
MEETING MINUTES
Erica Hetzel Moved to approve August Minutes. William Blosser seconded the
motion. Motion passed unanimously.
COMMITTEE REPORTS:
Chip Wamsley reported on the Bicycle Board actions. The BB is working with
the MDS Capstone students to help plan the bike to work activities and social rides. The
Country Roads Cyclists have put together and put on their calendar a tour of sharrows in
Morgantown starting at noon. Bike to work month is May. Discussion ensued. The
Bicycle Board is looking for new members.
Matt Cross reported on the Pedestrian Board actions. The Pedestrian Board will
be attending the Ped/Bike Plan Meeting with Alta coming up on March 20, 2019. There
will be another public input meeting. There is survey on bikewalkmorgantown.com.
Matt Cross reported on the Traffic Calming Committee actions. TCC talked
about Baldwin Street at the Suncrest Neighborhood meeting last week.
DEPARTMENTAL REPORTS:
Damien Davis gave an update on the DOH University/Collins Ferry Road Round
About Project. Damien Davis stated that the property owners had a meeting, DOH gave
comments, Damien was unable to attend. DOH is still working with property owners to
get the property needed to move forward with the project. DOH will be attending a City
Council Meeting to present the plan on the Round About. Discussion Ensued.
Drew Gatlin reviewed the Engineering Department Updates. The Crosswalk on
Forest Ave, the centerline on Drummond and Windsor, “No turn on red” at Darst and
Richwood, and stop bars were passed by City Council and are waiting on better weather
for installation. Discussion ensued. Drew Gatlin stated that the Mountaineer Middle
retaining wall is not a City of Morgantown project. Discussion ensued. Drew Gatlin
reviewed the 2019 Paving List. There is just under 4 miles of roadway being paved this
year. There have been some changes made to the paving list. Discussion ensued.

Matt Cross reviewed the benefits of the Beverly Avenue Streetscape Project (Sunnyside
TIF). Damien Davis reviewed the past Sunnyside TIF Projects and the plan for Beverly
Avenue. Discussion Ensued. Matt Cross reviewed the S. High Street issue. Drew Gatlin
reviewed what has been done and the continuing problem. Discussion ensued. Matt
Cross reviewed one way on Jackson Avenue. Drew Gatlin stated that this item has been
voted on and passed, it is also waiting on warmer weather. Discussion ensued. Drew
Gatlin reviewed the parking issue on Kingwood St. The TC is waiting on a response from
G&G Rentals. Discussion ensued.
Drew Gatlin reviewed the WVDOH projects. River Road is only accessible by
pedestrian/bicycle traffic at this point. Discussion ensued.
Drew Gatlin stated that the Industrial Park access project has been dropped at this
time. Discussion ensued.
Drew Gatlin reviewed the Mon Blvd. WVDOH project. DOH started the project
and was paused. Construction will resume in the next 3-4 weeks. Discussion ensued.
Drew Gatlin reviewed the Collins Ferry Road/University Ave Round about again.
Discussion ensued. Drew Gatlin reviewed the WV705 project. Discussion ensued.
Matt Cross reviewed the Bike/Ped Plan. Drew Gatlin stated that they will be at
the steering committee meeting. Drew Gatlin stated there is a comment page at
bikewalkmorgantown.com. Discussion ensued.

Drew reviewed the accident report sheet and requested more information

regarding the specific information request. Martin Dombrowski clarified his request.
VACANT, 3rd Ward Discussion ensued. Matt Cross reviewed the TC membership. Discussion ensued.
Steven Crandall, 4th Ward Matt Cross reviewed the request for a stop sign on Chestnut and Kirk. Damien
VACANT, 5th Ward Davis reviewed current conditions of the intersection and surrounding streets. Discussion
Erica Hetzel, 6th Ward
ensued. Engineering to bring to recommendations back to TC at April, 2019 meeting.

COMMISSION COMMENTS
Ryan Wallace, City Council Francis Brownfield stated that when going toward Grafton Road from down town at the
William Blosser, Planning split for Rt 73, someone coming off of 73 kept on coming and not paying attention to the
Commission oncoming traffic. Please use caution at this intersection. Discussion ensued.
Matthew Cross, Pedestrian Erica Hetzel thanked Drew for coming to them for input on the agenda. She will keep

Chip Wamsley, Morgantown Martin Dombrowski thanked Mrs. Payne for coming to all the meetings and following up

with the issues. Martin also discussed the comments on the DOH Projects. Requested
Ex Officio Members: that we continue to use the traffic data in future meetings. Discussion ensued.
Damien Davis, Engineering Chip Wamsley reiterated the importance of leaving your comments on the websites
Capt. Matt McCabe, Police Dept. provided earlier in the meeting. He also stated that the 705 TAP Grant included
signalized crossings in various locations.
Matt Cross reviewed the past DOH projects that have improved the Mileground corridor.
These have been great successes. Matt stated that the MPO website is plantogether.org.
The Laurel Street stop sign issue is something that is ongoing, we will continue to look at
it. Discussion ensued.
Martin Dombrowski moved to adjourn. Erica Hetzel seconded motion. Motion
passed unanimously.
