Andrew Gatlin Members Absent: Ryan Wallace, Damien Davis MATTER OF BUSINESS: Chairman Matt Cross called the meeting to order at 6:30p.m. and held roll call. PUBLIC COMMENTS: Richard Viglianco, 3122 Krepps Street, spoke about the new sidewalk installation along Krepps Street. He stated that he has no problem with the sidewalk, however the situation was not handled properly in his opinion. He also stated that the sidewalk will take away most of his driveway and he will not be able to park there anymore, the car will hang out over the sidewalk. Mr. Viglianco believes that something should be done to compensate for the loss of the driveway. Laura Viglianco, 3120 Krepps Street, spoke about the new sidewalk installation along Krepps Street. She stated that she has no problem with the sidewalk, however the situation was not handled property in her opinion. She stated that according to her deed, she owns part of the street. Mrs. Viglianio believes that she should be compensated for the loss of part of her property. Ash Bray, 262 Kingwood Street, spoke about the request for the installation of a Multicolored/Rainbow Crosswalk in Morgantown. She stated that she believed Traffic Commissioners: Morgantown would be a great addition to the list of communities who have already Frances Brownfield, 1st Ward, implemented these crosswalks. She also believes that Morgantown should nurture social Vice Chair connections, and this would be a great way to do so. This is a great opportunity to VACANT, 2nd Ward continue to work with the City in maintaining an inclusive community. VACANT, 3rd Ward Steven Crandall, 4th Ward Glenn Mollenax, 1065 Takoma Street, spoke about the new sidewalk installation along th VACANT, 5 Ward Baldwin Street. He stated that there are several large trees on his property. The trees are about seven feet from the road. He wants to make sure that there are no costs incurred on Erica Hetzel, 6th Ward the property owners for this installation, he is also concerned about the maintenance of Martin Dombrowski, 7th Ward the sidewalks. Ryan Wallace, City Council William Blosser, Planning Rob Morgano, 450 Cypress Street, spoke about turning Baldwin Street into a one-way Commission street. He stated that he is completely against it, it is not good for the neighborhood, the Matthew Cross, Pedestrian school or surrounding streets. Safety Board, Chairman Chip Wamsley, Morgantown Robert Bell, 333 Baldwin Street, spoke about turning Baldwin Street into a one-way Bicycle Board street, and various issues with the intersections on Baldwin Street. Ex Officio Members: Damien Davis, Engineering Chris Doyer, 325 Baldwin Street, spoke about turning Baldwin Street into a one-way Sgt. Bill Runyun, Police Dept. street. He stated that he is completely against it and it would not benefit the community in any way. He also discussed other issues with the intersections on Baldwin Street. MEETING MINUTES Martin Dombrowski moved to approve March Minutes. William Blosser seconded the motion. Motion passed with correction to the spelling of Frances Brownfield’s name. COMMITTEE REPORTS: Chip Wamsley reported on the Bicycle Board. He stated that they were moving forward with the Cap Stone Students, they are working on some promotional activities for the “tour de Sharrows”, which is being hosted by the Country Road Cyclists on Saturday, April 20, 2019. Matt Cross reported on the Pedestrian Safety Board. Saturday, April 27, 2019 is Chocolate Lovers Day. Please be safe. Matt Cross has met with various representatives of the state to discuss pedestrian safety with new projects and current conditions Matt Cross reported on the Traffic Calming Committee. DEPARTMENTAL REPORTS: Drew Gatlin reported on the City Engineering Departments activities and crash reports. Discussion ensued. Drew Gatlin reported on some of DOH’s activities. DOH corrected the downtown signal system. Baldwin Street will remain a two-way traffic street. River Road remains closed. Mon Blvd. is under construction, sidewalk, turning lane, and widening. Discussion ensued. NEW BUSINESS Drew Gatlin reviewed the Baldwin Street and Krepps Avenue Sidewalk installation plan and justification for the sidewalk installation. Discussion ensued. Frances Brownfield moved to recommend installation of sidewalks to City Council. Erica Hetzel seconded the motion. Chip Wamsley suggested looking into traffic calming in the area. Motion passed unanimously. Drew Gatlin reviewed the request for the multicolored/rainbow crosswalk. He reviewed the rules in the MUTCD regarding Crosswalks. Discussion ensued. Steven Crandall moved to recommend installing the crosswalk on a City Street to City Council. William Blosser seconded the motion. Motion passed unanimously.
