Tree Board minutes 03/25/19 Morgantown Tree Board (MTB) Minutes, meeting of March 25, 2019 City Council chambers, 4:30 PM 1. ATTENDANCE: MTB members Dan Brown, Greg Dahle, Dave Davis, Donna Marie Foster, Secretary Jon Weems, and Chair Dave Barnett, guest Sam Adams (WV Division of Forestry), guests Rick Landenberger, Rachel Pell, and Emma Carte (all Friends of Deckers Creek), Urban Landscape Director Marchetta Maupin, and City Arborist Scott Cline. 2. APPROVAL OF MINUTES: D. Brown moved and D. Barnett seconded that minutes of the January 28, 2019 meeting be approved without amendment. The motion passed. D. Brown moved and J. Weems seconded that minutes of the February 11, 2019 special meeting be approved without amendment. The motion passed. 3. REPORT FROM M. MAUPIN AND S. CLINE: M. Maupin and S. Cline updated MTB on their urban forest activities, including a meeting with the Neighborhood Coordinating Council, monitoring of tree protection zones, developing a tree pruning and removal list, entering trees into the Plan-It GEO database, and possible planting at the Northside Fire Station. 4. FRIENDS OF DECKERS CREEK: R. Pell and E. Carte, supported by R. Landenberger, presented information about a proposed tree and shrub planting near the creek in Marilla Park on Saturday, April 6. Discussion followed. 5. UNFINISHED BUSINESS: A. City Tree Ordinance & Gift Memorial Policy. MTB members considered draft documents prepared by D. Foster and by Joe Morris of the Urban Landscape Commission. Discussion was lengthy and detailed, but it was agreed more work was needed on the City Tree Ordinance. B. Budget Update. It was noted that $20,000 had been approved for tree pruning and planting for the 2019-2020 fiscal year. C. Krepps Park Tree Planting. G. Dahle suggested the WVU Urban Forestry Club he advises might be able to help S. Cline identify and log in the existing trees and their locations. This would facilitate planning for additional trees to be planted. 6. NEW BUSINESS: A. MUB water line through White Park. M. Maupin reported on discussions with MUB concerning routing of a water line associated with the new Cobun Creek reservoir. 6. OPEN DISCUSSION: A. Roh Cherry Trees. D. Davis reported that “hardwood” cuttings taken in the dormant season did not appear to have rooted successfully, but that he anticipated better results from “softwood” cuttings taken during the growing season.
