Morgantown Tree Board (MTB)
Minutes, meeting of December 16, 2019
City Council chambers, 4:38 PM
1. ATTENDANCE: MTB members Dan Brown, Dave Davis, Greg Dahle, Donna Marie
Foster, Vaike Haas, Secretary Jon Weems, Chair Dave Barnett, and Urban Landscape
Director Marchetta Maupin, City Arborist Scott Cline, and City Council member Jenny
Selin.
2. APPROVAL OF MINUTES: G. Dahle moved, and V. Haas seconded, that the minutes
of the October 28, 2019 meeting be approved as amended. The motion passed. D. Brown
moved, and J. Weems seconded, that the minutes of the November 12, 2019 special
meeting be approved as written. The motion passed.
3. REPORT FROM M. MAUPIN AND S. CLINE: S. Cline and M. Maupin reported on
activities that included working on a Demonstration City grant application, developing a
planting plan for Walnut and Pleasant Streets, and working with contract arborist David
Mitchell on pruning in South Park and establishing tree protection zones for large White
Park trees near the right of way for the new water line.
4. UNFINISHED BUSINESS:
A. City Tree Ordinance. The Board conducted a detailed, page-by-page review of the
revised draft of Municipal Code Article 917, “Community Forestry.”
B. White Park Update. M. Maupin reported that the City Attorney would like the Tree
Board to designate areas for tree planting after pipeline construction. It was noted that
contract arborist David Mitchell had inventoried the trees to be removed and would be in
a good position to do this. The area disturbed for construction was expected to be ample
for all replacement tree planting. It was decided to have a special daytime MTB meeting
to work on matters related to pipeline construction, starting at the Ice Rink at 1:00 on
January 7, 2020.
5. NEW BUSINESS:
A. Review of Landscape/Tree plans for Hazel Ruby McQuain Park. After a thorough
discussion, G. Dahle moved, and D. Brown seconded, that the planting plan be approved
with allowance for substitution of similar, appropriate trees and shrubs of greater quality
or availability. The motion passed.
B. Review of Eve Faulkes’ Logo Project. D. M. Foster shared student products with
MTB members. She had attended the class presentation, as had MTB member Jonathan
Cumming and City Council liaison Rachel Fetty.
6. OPEN DISCUSSION: Nothing in addition to matters discussed above.
7. NEXT MEETING: January 7, 2020, 1:00 at the Ice Rink, White Park.
8. ADJOURN: D. Brown moved, and G. Dahle seconded, that the meeting be adjourned.
