WARD & BOUNDARY COMMISSION MEETING
Friday, June 19, 2020

PRESENT: City Clerk Christine Wade, Deputy Clerk Heather Carl, Chairman Roy Nutter, Commission Members:
Sarah Barnes, Cindy O’Brien, Moira Reilly, Alice Meehan, and Don Spencer. 5th Ward is open.
The meeting was called to order by Chair Roy Nutter at 10:21 a.m.
APPROVAL OF MINUTES:
Motion by Sarah Barnes, second by Cindy O’Brien, to approve the November 13, 2018, meeting minutes.
NEW BUSINESS:
Motion by Moira Reilly, second by Alice Meehan, to nominate Sarah Barnes as Chair.
PUBLIC PORTION:
Sarah Barnes declared the Public Portion open.
There being no appearances, Sarah declared the Public Portion closed.
UNFINISHED BUSINESS:
A. Role of City GIS Analyst and upcoming ward boundary analysis
GIS Analyst Marvin Davis gave an overview of what he does on a daily basis. He works with data
analysis, programming, and cartography. The primary duties include analyzing spatial data through
mapping software and designing digital maps with geographic data and various other data sets.
B. Use of registered voter and census data prioritization
GIS Analyst Marvin Davis stated that he has tried to get in touch with the County Clerk, Carye Blaney
to get the information he needs and to talk with her about the last election on June 9, 2020.
C. Tools for analysis and redistricting
Marvin Davis has not been successful in contacting the County Clerk Carye Blaney. He has moved
forward by using the 2018 registered voter general election data. The census data for 2020 will not be
done until 2022, but he will be able to start working on the mapping of the Wards and Boundaries.
D. Expectations on timelines
Once Marvin Davis gets in touch with the County Clerk to get the information needed to start the
mapping of the city population, he can move forward with the mapping of the Population Data and Voter
Registration Data. After discussion, motion by Alice Meehan, second by Roy Nutter, to prioritize the
number of registered voters over population and move forward with the mapping. Motion carried 5-1
with Moira Reilly voting no. He will have complete before next meeting.

A. Reminder of next scheduled meeting, time, date, and location
The next scheduled meeting will be on Thursday, June 25, 2020, at 2:00 p.m. via Webex.
ADJOURNMENT: There being no further business, motion by Roy Nutter, second by Alice Meehan, to adjourn at
11:31 a.m.
