WARD & BOUNDARY COMMISSION MEETING
Thursday, July 29, 2020

To protect public health during COVID – 19 pandemic, personal attendance at the meeting was not
permitted. When it was time, the public could participate by videoconference at the following link:

With meeting number (access code) 793 734 477, or by calling in at the following number 408-418-9388 and
using the access code 793 734 477. All members of the public could view the meeting on Channel 15 and by
streaming hosted on the City’s website at www.morgantownwv.gov.
PRESENT: Via Webex Deputy Clerk Heather Carl, GIS Analyst Marvin Davis, Chair Sarah Barnes, Commission
Members Cindy O’Brien (Via telephone with Alice Meehan), Moira Reilly, Roy Nutter, Johnathon Trumble, Alice
Meehan, and Don Spencer. City Clerk Christine Wade was absent.
The meeting was called to order by Chair Sarah Barnes at 1:00 p.m.
APPROVAL OF MINUTES:
Motion by Commissioner Roy Nutter, second by Commissioner Moira Reilly, to approve the July 22, 2020,
meeting minutes as printed.
NEW BUSINESS: None
PUBLIC PORTION:
Sarah Barnes declared the Public Portion open.
There being no appearances, Sarah declared the Public Portion closed.
UNFINISHED BUSINESS:
A. Get feedback on 2nd and 5th Wards from the map
B. Ward Boundary adjustments in 2nd and 5th Wards
C. Decide if the adjusted map is ready for public feedback. If so, decide on deadline for public input
D. Communications Director Andrew Stacy, publicize the map for feedback from the public
E. Schedule next meeting
After discussion of where to change some of the boundaries, motion by Commissioner Don Spencer, second
by Commissioner Alice Meehan, to make the following boundary adjustments: Area between Falling Run Road and
Outlook Street with parcels facing Falling Run Road to Third Ward and parcels facing Outlook Street to Fifth Ward.
The commissioners discussed about utilizing a story map for the public, done by Marvin Davis GIS Analyst. Marvin
Davis will be working on the story map and present to the commissioners. Once reviewed, they will make the
decision whether to have another meeting next week. Once the story map is approved by the Commission, Marvin
will get in touch with Andrew Stacy Communications Director, to have it posted on the webpage for public comment.
Deadline for public input will be August 24, 2020, at 11:59 p.m. and the next meeting will be August 25, 2020, at
11:00 a.m. via Webex.
MISCELLANEOUS:
ADJOURNMENT: There being no further business to conduct, motion by Commissioner Don Spencer, second by
Commissioner Alice Meehan, to adjourn the meeting at 2:49 p.m.
