WARD & BOUNDARY COMMISSION MEETING
Thursday, September 10, 2020
1:00 p.m.
via Webex
To protect public health during COVID – 19 pandemic, personal attendance at the meeting was not permitted. When it was
time, the public could participate by videoconference at the following link:
https://cityofmorgantown.my.webex.com/meet/cityofmorgantown with meeting number (access code) 793 734 477, or by
calling in at the following number 408-418-9388 and using the access code 793 734 477. All members of the public could view
the meeting on Channel 15 and by streaming hosted on the City’s website at www.morgantownwv.gov.
PRESENT: Via Webex City Manager Emily Muzzarelli, City Clerk Christine Wade, City Attorney Ryan Simonton, GIS Analyst
Marvin Davis, Chair Sarah Barnes, Commission Members Cindy O’Brien, Moira Reilly, Roy Nutter, Alice Meehan, and Don Spencer.
Johnathon Trumble was absent.
The meeting was called to order by Chair Barnes at 1:07 p.m.
APPROVAL OF MINUTES:
Motion by Commissioner Nutter, second by Commissioner Meehan, to approve the August 26, 2020, meeting minutes as
printed.
NEW BUSINESS: None
PUBLIC PORTION:
Chair Barnes declared the Public Portion open.
There being no appearances, Chair Barnes declared the Public Portion closed.
UNFINISHED BUSINESS:
A. Review story map completed by GIS Analyst Davis, specifically the First, Second and Sixth wards.
Prior to the meeting, Commissioner Trumble submitted his comments related to the proposed map due to his absence for this
meeting. His comments are as follows. “Hi all, as I mentioned at the last meeting, I likely won't be able to attend today's
meeting, as I am on vacation. I did speak with Marvin last week regarding proposed changes to the map. As it stands, I support the
map as provided by Marvin at our August meeting. I oppose making changes at this time due primarily to our timeline, unless it's a
street or two which could be resolved during the meeting, so that the report can be delivered to City Council as scheduled. I was very
much opposed to making large changes to the map which would require major rebalancing of all wards, but I'm under the impression
that such action is no longer on the table. Let me know if there's anything I can do to help prepare our recommendations to city
council.”
GIS Analyst Davis explained. After discussion, no additional movements of boundaries were made. Motion by
Commissioner Reilly, second by Commissioner Nutter, to approve the story map presented on this date.
MISCELLANEOUS:
A. Action item for Commission to begin drafting a report to Council of approved map. Analyst Davis will send pdfs of each
ward to members to utilize when drafting report.
B. Next meeting is Thursday, September 17, 2020, at 1:00 p.m. via Webex.
ADJOURNMENT: There being no further business to conduct, motion by Chair Barnes, second by Commissioner Reilly, to adjourn
the meeting at 1:56 p.m.
