Woodburn Redevelopment Commission Meeting Minutes Feburary 26th, 2015 7:00 PM Meeting was called to order by Chris Haddox at 7:00 PM. PRESENT: City Council Representative Deputy Mayor Marti Shamberger, Chair Chris Haddox, Vice Chair Kerry Lilly, Secretary Nikki Byrne-Hoffman, Commission Members Mark Furfari, Tim Mashburn, and Bonnie Witmyer, and City Manager Mikorski. Carrie Staton from West Virginia Redevelopment Collaborative was also present. Boys and Girls Club reps Brent Balog and Jenica Schoolcraft were present. Commission member Mary Angel Blount was not able to attend. APPROVAL OF THE MINUTES: Minutes were approved as submitted by affirmation. CORRESPONDENCE/ITEMS NOT ON AGENDA: None. UNFINISHED BUSINESS: Property Upkeep Update- Jeff received a quote of $450,000 for an external hydraulic lift. It was agreed this estimate seems very high and we should seek quotes from other companies. We are waiting on the guardrail to be installed. It will be wood. Chair Haddox asked Jeff to look into fixing the knocked out supports on the front of the multipurpose building. Update of Leasing/Marketing/Website- Tim Mashburn and Mary Angel Blount met with Chris Russell in Osage week before last. He looked at set up and what Chris is currently paying. He also discussed what amenities Chris would like to have. Currently he has a 25x30 sound treated room with stage and equipment, two 25x25 studios, a storage room, and a recording studio with a main control room. He pays approximately $300/month. Mary Angel Blount gave Chris a tour of the modular rooms and storage rooms off the multipurpose main room. Pricing of the square footage, price per square foot, and amenities were discussed. Kerry Lilly made the motion that Jeff enter into negotiations with PopShop owner Chris Russell for rental of the modular building and possibly rooms in the multipurpose building for storage. Bonnie Witmyer seconded the motion. All were in favor. Playground Update- Nikki and Kerry have been meeting with Susan Eason and vendors for various playground equipment and have plans to meet with a landscape architect to develop plans to present to BOPARC and Council for their meetings on March 26th and March 31st, respectively. The playground project will be divided into 3 phases, Phase I: Playground Equipment and Surfacing; Phase II: Community Garden area; Phase III: Splash Park and Rest Area. February First Fridays Event- About 60 people attended, and approximately $245 was raised towards the redevelopment fund. Great time was had by all. NEW BUSINESS and DISCUSSION: WVRC Funding Update- Carrie Staton reminded the commission of the goals of the WVRC; to aid in the collaborations for the redevelopment process. The applications are being considered for the additional $3000 to build a finance and marketing team. 20 projects were initially funded by the WVRC in the first phase. 16 will receive an additional $3k. Three to four people from the existing team are asked to attend to be matched up with marketing/finance people. Carrie discussed previous projects funded by the WVRC and where they currently are in their redevelopment process, such as the Berkley Springs BOE soccer field project, the firehouse in Fairmont, and the Chester pottery factory. The WVRC office is currently located in the NRCCE building on the WVU CEMR campus. Woodburn 2nd Annual Spring Festival- Brent and Jenica discussed their current plans for the Woodburn Festival. First Fridays March/April- March’s First Friday event will be a steel drum band. We’ll be having a potluck. April 3rd’s First Friday is Good Friday. A fish fry and potential bands were discussed. Jamie Lester will be leading a mural painting of panels for the FFW stage backdrop. Travis Stimeling will lead the group in a workshop about shape note singing. Laurie Anders from the School of Public Health would like to set up a booth at one of the FFW events to survey public perception of community improvement and amenities. A table in the back area may be provided. She will offer a $20 gift card incentive to partcipants. ADJOURNMENT: Tim Mashburn made the motion to adjourn. Deputy Mayor Marti Shamberger seconded.
