Mayor Karr referred to the Trans Options walkability study and how it ties into some of the paving work that will be completed along with the DOT recommended upgrades that will also be included. Discussions with the DOT are ongoing. He spoke about a grant submitted through the Department of Public Works (DPW) shared service study. A Parade Committee meeting is set to be held on March 16th 2021. Councilmember Verga reported on plans for Local Government Week. An event may be scheduled with activities on Saturday, April 24th 2021 which also is Little League Opening Day. Recreation Commission Chair, Gerry Sittman, joined the meeting via Zoom to add his comments in connection with the Little League Opening Day plans, including how these plans and those for Local Government Week can somewhat jointly take place. Cross discussion about details and who would likely be participating in the Local Government Week events. Councilmember Verga reported on a flyer she received from the New Jersey League of Municipalities showing the ideas they are suggesting, including the use of video presentations and introductions of staff. Councilmember Verga reported on the Borough website and what the role of Facebook could be. Cross discussion about the Borough website update, particularly whether there is a role for Facebook. Councilmember Wagner reported on “Go Morris Plains” and asked if anyone knows someone who could help with the graphics for the magnet to please let him know. Councilmember Wagner reported on an issue that came up in connection with the ideas offered by the school. Mayor Karr said he would rather see this “go through the School” so that the students can be a part of this project. Cross discussion about this issue, including contacting the School art teacher for direction and specific guidance and a hand drawn design versus one that is computer generated. The final decision was that it would be best to work with the School on this, especially since there are students who actively stepped up to participate in this project. Councilmember Goddard reported on spring clean-up activities and events including Earth Day. Councilmember Cortese reported that he is happy that life appears to be beginning to return to something more normal. He thanked all for everything they have done over the past year. NOTICE OF MEETING MORRIS PLAINS BOROUGH COUNCIL MEETING SCHEDULED FOR Thursday March 4, 2021 WILL BE CONDUCTED IN PERSON WITH REMOTE ZOOM AND TELEPHONE CALL-IN OPTIONS PLEASE TAKE NOTICE THAT the Morris Plains Borough Council meeting presently scheduled for March 4, 2021 will be conducted in person with social distancing requirements being observed and with REMOTE Zoom meeting and telephone call-in options from off-site locations due to the ongoing State of Public Health Emergency pursuant to the New Jersey Governor’s Executive Orders, COVID-19 public health concerns and social distancing requirements. The meeting will be held at Morris Plains Borough Hall, Council Chambers, 531 Speedwell Avenue, Morris Plains at 7:30 p.m. Formal action will be taken. To comply with the social distancing requirements established by the Governor through Executive Order, the maximum number of persons permitted in the Council Chamber is 35% of the maximum seating capacity, subject to a minimum social distancing requirement of six-feet between all persons. As a result of those requirements, fifteen (15) members of the public can be physically present at the meeting in addition to the Mayor, Borough Council, and Borough staff/professionals. Yeas: Councilmembers Kelly, Bruhn, Cortese, Goddard, Verga, Wagner Nays: None Absent: None Abstain: None PRESENTATION Zach Annuik, Eagle Scout Project Troop 39 Mayor Karr welcomed Mr. Annuik and opened the floor for him to describe his proposed project. Mr. Annuik introduced himself and acknowledged several of the people with him at this meeting. He displayed an exhibit and explained why he believes his trail proposal is a good one for Community Park and the lake area. He spoke about details of his plan, issues relating to the area itself (muddy patches) and how he is planning to remediate these and costs related to the work to be done. Construction assistance will be provided by his family and friends as well as fellow scouts. He expects work will begin in mid May to early June with completion by the end of summer 2021. He anticipates the total cost for supplies and materials will be in the $1,000 to $2,000 range; he shared how he will raise funds for the project. He offered to answer any questions. Councilmember Kelly complimented Mr. Annuik on his presentation. She thanked him for his proposal and also thanked those who will be helping him to develop and work on this project. She advised him to contact her if he needs any assistance from the Council. Councilmember Verga asked about the beaten path and whether it will include the removal of any existing trees and/or brush. Mr. Annuik explained how he is planning to create the beaten path using shovels and rakes to beat out a path that will resemble a traditional hiking trail. There will be a cleaning process to rid the area of dead leaves and foliage. Councilmember Verga thanked him for doing this and talked about how over time the area around the lake has deteriorated and become swampy. Councilmember Wagner spoke about his involvement in improving the walkability, ride ability and trail ability of Morris Plains; this will enhance these abilities. Councilmember Goddard said this is a great idea and addition for Community Park and thanked him for the work he will be doing. Councilmember Bruhn spoke about the number of people who like to fish at the lake stating that it is a very healthy lake with a variety of fish. He thanked him for doing this project. Police Chief Koroski commended Mr. Annuik for his proposal and volunteered to help with the work. Mayor Karr shared his thoughts on this proposal which he believes is a very good one – for the Park and for the community. He thanked all who will be involved. He commented on the existing Borough trails and the trail book. Mr. Ron Swanson, Scoutmaster of Troop 39, thanked the Governing Body for its support of this project and all the support given throughout the years. Mr. Frank Caccavale, adult mentor, provided his commentary on this project; he also spoke about the trail map and thanked the Governing Body for its support. Mayor Karr thanked Mr. Annuik for doing this work, reminding him to contact Councilmember Kelly and Police Chief Koroski as needed. Councilmember Cortese offered his assistance to Mr. Annuik if he needs help in completing this project. Mr. Annuik thanked everyone for their support. Mayor Karr spoke that a flag was “flown at Town Hall on February 26th 2021 for 24 hours to commemorate the years of dedicated service to the mayors, councils, employees and every resident. Happy retirement and best wishes.” This honored Joey Signorelli, superintendent and employee of the DPW for more than 40 years. He thanked Joey and wished the best to John as he assumes the position of superintendent. GREETINGS OF PUBLIC AND INVITATION FOR DISCUSSION Mayor Karr welcomed members of the public who are attending this meeting remotely providing informational and instructional guidance to the public for this portion of the meeting. No email messages were received for this meeting. He asked if any member of the public would like to speak. Mr. Gerry Sittmann, Recreation Committee Chair 1 Thompson Way, Morris Plains, reported on work being done by the Recreation Commission relating to the Pool and the Camp, including interviews, returning staff, the budget and the Swim Team. Mayor Karr thanked him for this update and asked him to thank all the Recreation Commissioners. Mr. Sittmann reported on Family Day and what it might look like this year; he said they “are planning for the worst but hoping for the best.” Seeing no one else wanting to address the Governing Body, Mayor Karr closed this public portion of the meeting. REPORTS OF COMMITTEES AND/OR DEPARTMENT HEADS Finance Councilmember Bruhn reported on the work activities in the Clerk’s Office. The Finance Office has prepared the 2021 budget books and distributed them to all Councilmembers. The first budget meeting is tomorrow March 5, 2021. Councilmember Bruhn gave an update on the electric vehicle charging station work. Public Safety Councilmember Cortese reported on meetings with the PBA, the Fire Department and Fire Prevention. Councilmember Cortese reported on the towers in the Borough and communication issues. Councilmember Cortese reported that the new fire truck was out of commission for a month with issues and Pierce Manufacturing will be contacted regarding this matter. Police Department’s Report Police Chief Koroski reported on the new hybrid patrol vehicle and the savings results. Chief Koroski reported on the submission of a capital budget project to the State in connection with body-worn cameras which requirement is effective June 1st 2021. Implementation will be in the near future. Chief Koroski reported on the Junior Police Academy program for 2021 and will forward information about the program to any Councilmember if requested. Chief Koroski reported on the Borough’s Emergency Operations Plan which is being re-evaluated and is done every four years. The plan is due by April 18th 2021 to the County. Chief Koroski reported on reimbursements anticipated from FEMA due to the storm Isaias last summer. Public Works Councilmember Wagner reported on the recent pot hole repairs done on State sections of County roadways and equipment issues. Councilmember Wagner reported on the Beautification Committee meeting last night, including assistance they are hoping for from the DPW. Councilmember Wagner reported on the Business Development Committee and hopes to devote serious time to this project very soon. Public Buildings & Grounds Councilmember Kelly reported on the new LED lighting in parking lots 1, 2 and the Borough Hall parking lot. Councilmember Kelly reported that Ms. Karleen Leahey, Recreation Director is currently working on preparations for all the Camp programs and activities. Public Health, Sanitation & Sewers Councilmember Goddard reported on current Morris County vaccination activities, plans and goals for the upcoming months and about special services supporting those age 75 and older. All information will be added to the website. Councilmember Goddard reported on upcoming Teen Center and Municipal Alliance events as well as a virtual cooking night in partnership with Shop Rite. Ordinances & Public Utilities Councilmember Verga reported on upcoming JCP&L helicopter patrols of transmission lines to identify maintenance issues which will continue over several weeks. Councilmember Verga reported on a request from the Public Safety Committee to address the need to comply with State regulations in connection with certain multi-unit inspections as well as other fire safety matters. Councilmember Verga reported the outdoor dining ordinance is still under review. Councilmember Verga reported on Local Government Week activities. Councilmember Verga reported on work being done by the Construction Office and the Borough Engineer and advised of the agenda for the upcoming Planning Board regular meeting as well as a scheduled special meeting on March 29th 2021 for the Urban Edge public hearing. On Mr. Hall’s suggestion, she will check on another DOT grant for the Route 53 pedestrian walkway to ensure the Borough is eligible. Councilmember Verga reported on the scholarship being offered by the Morris Plains Museum. Mayor Karr asked her to comment on the marijuana ordinance. Councilmember Verga said the Borough will need to legislate how we want marijuana to be regulated in Morris Plains. An ordinance will be drafted. Brief cross discussion about outdoor dining and the outdoor dining ordinance, including specific commentary provided by Councilmember Verga relating to Borough versus State jurisdiction issues. INTRODUCTION OF ORDINANCES None ORDINANCES ON SECOND READING Councilmember Verga read by title the ordinance entitled: ORDINANCE NO. 2-2021 BOND ORDINANCE PROVIDING FOR THE IMPROVEMENT OF VARIOUS ROADS IN AND BY THE BOROUGH OF MORRIS PLAINS, IN THE COUNTY OF MORRIS, NEW JERSEY, APPROPRIATING $355,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $337,250 BONDS OR NOTES OF THE BOROUGH FOR FINANCING SUCH APPROPRIATION. which ordinance was introduced and passed on First Reading at a meeting held on February 18th 2021.
