MOSES LAKE CITY COUNCIL
October 4, 2022
CALL TO ORDER
The special meeting of the Moses Lake City Council was called to order at 6:00 p.m. by Mayor
Myers with audio remote access. Special notice for remote attendance and citizen comment were
posted on the meeting agenda.
ROLL CALL
Present: Mayor Myers; Council Members Eck, Martinez, Fancher, Madewell, and Swartz.
City Council Candidate Interviews and Selection
Ten applicants were each given a time limit to answer three questions.
EXECUTIVE SESSION
Mayor Myers called an Executive Session to be held for 20 minutes pursuant to RCW
42.30.110(1)(h) to discuss qualifications of Council Candidates with Council, City Manager
Allison Williams, and City Attorney Katherine Kenison.
The Council nominated four of those candidates who were each given a time limit to answer
three additional questions.
Action taken: Council Member Fancher moved to close the nominations, second by Council
Member Eck. The motion carried 6-0.
Action taken: Council Member Fancher moved to approve the nominations, second by Council
Member Eck. The motion carried 6-0.
Action taken: By majority vote, the Council appointed David Skaug to fill the vacancy of
Position 7, which will conclude upon certification of an elected candidate for this position in
November 2023.
ADJOURNMENT
The special meeting was adjourned at 7:55 p.m.

Overview
The purpose of the Special Meeting on Tuesday, October 4 is to interview candidates for appointment to
vacation Council position #7. The position was vacated on August 29, 2022, by Dean Hankins who stepped
down from both the position and as Mayor.
After review of the process at City Council regular meeting on September 13, 2022, Council directed that
applications be posted on the City's website and accepted through end of day on Friday, September 23. At the
regular meeting on September 27, staff relayed that ten applications had been received for consideration.
Council determined that all candidates would be interviewed in open session at a Special Meeting on October
4th starting at 6 p.m. Each candidate will be asked the same series of questions within a specified time limit.
The order of the interviews will be determined by random drawing on October 4th. All candidates will be asked
to wait in the Auditorium until their turn to interview with Council, and will be escorted by staff to the Chambers in
the order of low to high number drawn. Council can utilize an Executive Session to discuss the qualifications of
candidates, but the nomination and recommendation for appointment needs to occur in open session.
As a part of the evaluation process for candidates, the Washington State Voter's Rights Act, passed in 2018,
created a legal duty to consider the at large representation of Council members to ensure equitable
representation. To that end, maps have been provided that identify the geographic representation of existing
Council members and all applicants, and the ethnic and racial distribution of the citizens of Moses Lake.
Fiscal and Policy Implications
City Council provides the policy direction for the operation of the City, with a primary responsibility of adopting
the annual operating budget of the City.
Options and Results
Approve, Authorize, or Adopt:
Council appointment of an applicant to Position #7
Provide Amended Direction:
The decision to fill a vacant seat must take place within 90 days of the vacation.
No Action Taken:
Should the City Council not act, the County would then appoint a member to the City Council. Should the
County not act then the Governor would make the appointment.
