MOSES LAKE CITY COUNCIL
August 26, 2025
CALL TO ORDER
The special meeting of the Moses Lake City Council was called to order at 2:50 p.m. by Mayor
Swartz in conference room 225 of the Civic Center.
ROLL CALL
Present: Mayor Swartz, Deputy Mayor Madewell, Council Members Lombardi, Skaug,
Martinez, and Fancher. Absent: Council Member Myers.
City staff: City Manager Rob Karlinsey, Communications and Marketing Specialist Lynne
Lynch, and Deputy Clerk Tamara Valdez.
Guests: US Congressional Representative Dan Newhouse and Legislative Correspondent and
Press Assistant Emily Garza.
#1 Well 29 Community Project Funding Request
Staff and Council shared that the city has advanced beyond the stages of testing and
planning for Well 29. Funding has been secured and a viable treatment strategy chosen,
aiming to have the Well operational by late 2027 or early 2028.
#2 New Water Resources
The city is seeking innovative ways to boost water supply with a potential benefit to other
Grant County municipalities. Ideas include transporting water from the Columbia River
or negotiating a transfer of shallow water rights for deep water rights. Council Member
Martinez requested Representative Newhouse’s help to facilitate discussions to support
this effort at both federal and state levels.
#3 Transportation
Mayor Swartz and City Manager Rob Karlinsey highlighted the need for a second bridge
to support Grant County's growth. Representative Newhouse offered to assist in
connecting city staff with the representatives of the Bureau of Land Management locally
and in D.C. Assistant Emily Garza will follow up with contact information to City
Manager Rob Karlinsey.
