MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD
A regular meeting of the Moses Lake Airport Advisory Board was held at the Airport Operations
Building, Friday, noon, October 11, 2019. The meeting was called to order by Richard Pearce.

BOARD MEMBERS PRESENT/ABSENT/EXCUSED: Present: Richard Pearce, Tim Prickett, Finley Grant,
Darrin Jackson and Tom Dent.
OTHERS PRESENT: Mike Moro, Public Works Superintendent; Fred Snoderly, Municipal Services Director;
and Tracey Law, Public Works Clerk.
MINUTES: A motion was made by Tim to accept the minutes from September 13, 2019. The motion was
seconded by Finley and unanimously approved.
AIRPORT INSPECTION: The October inspection was done by Tim. The November inspection will be done
by Finley.
OLD BUSINESS:
A. LEASES: There was discussion on using the appraised value of the property or fair market value
should the airport close. Tim appreciated the Council and City Attorney trying to protect the City's
money but felt the lessees needed fair compensation for their property. Richard is on the lease
committee and will take the Board's concerns to the City Attorney.
B. FUEL STATION: Darrin will be meeting with Million Air in December. There is concern about the
actual amount of fuel sales at the airport. Darrin thought the only other option for a fuel station would
be the Airport putting in the fuel station.
C. AIRPORT FINANCES: The projected ending fund balance for 2019 is$103,000. The overall budget
increase for 2020 is $6,100. A motion to accept the budget as proposed was made by Darrin and
seconded by Tim. The vote passed with Tom abstaining from the vote.
D. COMMUNITY AIRPORT MEETING IN OCTOBER: Richard will be attending the conference on
October 24th and 25th.
E. AIRPORT CLEANUP: Darrin has disked several areas and asked that some gravel and sand piles be
leveled. Tom felt this material could be used to fill in some areas. Darrin asked the City to haul off some
pipes. He also asked if the City could scrape down the helicopter parking site and bring in some rip rap
rock for the sides. Tim reported the southwest taxiway reflector was hit.
NEW BUSINESS:
A. GRASS LANDING STRIP: A motion was made by Tim to put in a grass landing strip. It was seconded
by Darrin. It passed unanimously. After some discussion Tom moved to table the motion until they
could research the appropriate ground cover needed for the area. The motion carried unanimously.
B. WATER TO INFIELD AND SPRINKLERS: It was decided to discuss this next month.
C. SNOW REMOVAL: The City has the snowplow truck and workers lined up and ready. Tim asked
about the snowplowing policy. The City plows when there is 2 or more inches of snow. The Board was
asked to contact the City when they think it needs to be plowed.
D. VOLUNTEER TIME: Volunteer timesheets were turned in by Richard, Darrin, Finley, and Tim.
E. OTHER: There was discussion on repairs to the Operations Building. It will need a new roof soon.
Darrin wondered if money should be put into repairs or if a new building was needed. Fred thought they
could have T-0 Engineers look into getting grant money for a new building and putting money into a
reserve fund for a few years.
Tim made a motion to adjourn the meeting. Motion was seconded by Finley and passed unanimously.
The meeting adjourned at 12:42p.m.
