MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD
A regular meeting of the Moses Lake Airport Advisory Board was held at the Airport Operations
Building, Friday, noon, January 10, 2020. The meeting was called to order by Richard Pearce.

BOARD MEMBERS PRESENT/ABSENT/EXCUSED: Present: Richard Pearce, Tom Dent, Finley Grant and
Darrin Jackson. Tim Prickett was absent, his absence will be addressed at the next meeting.
OTHERS PRESENT: Council Member Daryl Jackson, Darel Fuller, Dayna Dent, Fred Snoderly, Municipal
Services Director, and Tracey Law, Public Works Technician.
MINUTES: The minutes from December 13, 2019, were approved as published.
AIRPORT INSPECTION: The January inspection was done by Darrin. The February inspection will be done
by Darrin.
OLD BUSINESS:
A. LEASES: Council Member Daryl Jackson gave an update on the new leases. The leases should be
voted on at the January 14, 2020, council meeting. A copy of the new leases will be distributed to the
board members for their review. Changes have been made to the terms of the lease and the insurance
requirements. Daryl voiced his appreciation to the board and Fred for their help with the leases.
B. FUEL STATION: Darrin presented information on leasing or buying a self-contained fuel cabinet.
The cost to lease one is approximately $250 to $300 a month. The cost to buy one is $75,000to
$120,000. Tom felt it would be better in the long term to buy one rather than lease one. Richard
suggested looking in to getting a CARB loan to purchase one. Fred will check with the Finance
Department on whether the City would approve of the Airport securing a loan. A motion was made by
Finley to purchase a fuel system and get a CARB loan to pay for it.The motionwas seconded byTom and
passed unanimously.
C. ADDITIONAL TIE-DOWNS: Darrin found four tie-downs south of the wind T. Richard felt there were
enough tie-downs at this time.
D. SURPLUS LAND COVER: There was discussion on whether the Airport had a use for PublicWorks'
surplus pea gravel. A motion was made byTom for the airport to get some surplus pea gravel from the
City and pile it in the southeast corner. The motion was seconded by Darrin and pass unanimously.
E. GROUND COVER FOR HELICOTPER LANDING AREA AND PARKING LOT: On hold until spring.
F. COURTESY CAR: Darrin has talked to a hotel owner and they are researching the idea. Richard
wondered about using a surplus city car. Richard will contact other community about their courtesy cars.
Fred will look into a surplus city car and insurance on one.
G. CARB LOAN: Tom reported the airport's name was on the list.
NEW BUSINESS:
A. VOLUNTEER TIME: Volunteer timesheets were turned in by Richard, Darel Fuller, and Finley.
B. OTHER: Richard contacted Trey Dail of T-0 Engineers regarding the grant application for the fence.
Fred reminded the board that all communications with T-0 Engineers should go through him.
The Experimental Aircraft Association #355, Moses Lake RC Modelers, and Dayna Dent submitted
Airport Operations Building Facility Requests and Agreements.
Darrin reported the tractor and brush hog need maintenance before spring.
Tom was asked to present the Board with a sales price for his shop.
Richard made a motion to adjourn the meeting. Motion was seconded by Finley and passed
unanimously. The meeting adjourned at 12:53 p.m.
