MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD
A regular meeting of the Moses Lake Airport Advisory Board was held on Thursday, noon, October 7, 2021. The
meeting was called to order by Tim Prickett.

BOARD MEMBERS PRESENT/ABSENT/EXCUSED: Present: Tim Prickett, Richard Pearce, Finley Grant, and Darrin
Jackson. Tom Dent was not present.
OTHERS PRESENT: Dave Bren, Municipal Services Director; Michael G. Moro, Public Works Division Director; and
Tracey Law, Public Works Technician.
VISITORS: Dennis Love
A motion was made by Mr. Jackson to excuse Mr. Dent. The motion was seconded by Mr. Grant and passed
unanimously.
MINUTES OF SEPTEMBER MEETING: A motion was made by Mr. Pearce to approve the September minutes as
written. The motion was seconded by Mr. Prickett and approved unanimously.
OCTOBER AIRPORT INSPECTION: The monthly inspection was done by Mr. Jackson. He reported there was one
resident plane in the tie-down area. The owner is aware there is fee for tie-down use.
NOVEMBER INSPECTION: The November inspection will be done by Mr. Jackson.
OLD BUSINESS:
A. FUEL SYSTEM: Mr. Bren reported the City had received several bids. The City Engineer's estimate was
$274,000. The low bid was $342,000 by Ultra Tank Service for a new 6,000-gallon tank. Mr. Bren would
like to reject the bid and rebid it. Mr. Bren said the cost of steel has gone up substantially in the last
while. Mr. Pearce made a motion to reject the bids and to have the fuel system go out for new bids. The
motion was seconded by Mr. Prickett and passed unanimously.
B. WEED SPRAYING: Mr. Moro reported that the Parks Department applied a pre-emergent on October 6,
2021. Mr. Moro has asked the Parks Maintenance Manager to supply the Board with the type of
chemicals used and the rate. Mr. Jackson still has concerns about the cost of having the Parks
Department do the spraying. Mr. Bren is considering other options for weed spraying.
C. WATER FOR INFIELD AND MOVING HYDRANT: Design Engineer Mark Beaulieu is working on this project
and has contacted the Bureau of Reclamation about using its water. Lad Irrigation has helped with the
design. Mr. Moro said this would be a limited public works project and quotes would need to come from
contractors on the state's list.
D. CONSTRUCTION OF BUILDING SOUTH OF AIRPORT: Mr. Moro said there has not been an official
application. Mr. Pearce said the builders are aware of the object free zone. Mr. Grant said the project
has halted due to the high cost of materials.
NEW BUSINESS:
A. FINANCIAL REPORT: The Board would like to receive quarterly reports and have someone from the
Finance Department explain them. Mr. Pearce made a motion to add to the Accounting section of the
Airport Operations Manual that quarterly reports be provided to the Airport Board. Mr. Prickett
seconded the motion and it passed unanimously.
B. 2021 LEASE MEMO: Mr. Bren will present to the City Council at their next meeting an administrative
report on airport leases. He would like to get legal assistance for writing a new lease. Mr. Pearce said the
Aircraft Owners and Pilots Association (AOPA) has a legal division that will help airports find local
attorneys with airport experience. They also have a model lease. Mr. Dent has been working on the
lease issue as a state representative. Mr. Pearce will send Mr. Bren the information from the AOPA.
C. REVIEW AIRPORT OPERATIONS MANUAL & SECURITY AND EMERGENCY RESPONSE PLAN UPDATES: Mr.
Grant pointed out some updates that he felt needed to be made. Due to time Mr. Moro asked the Board
to schedule another meeting to discuss updates. Once the updates are made a draft copy will go to the
Board for their approval before it goes to City Council for adoption.
D. NOTAMS: No discussion.
E. VOLUNTEER TIME: No discussion.
F. MUNICIPAL DIRECTORS REPORT: No discussion.
G. OTHER: Mr. Jackson contacted six developers about development of the property on the southwest
corner. He said they were very interested. Mr. Jackson's plan would be to have 30-year leases, or longer,
with the infrastructure costs being paid by the developer. Mr. Bren will discuss Mr. Jackson's plan with
the City Manager.
Justin Good would like to build on Parcel 34. He would like to line up his proposed hangar with the
existing hangars, and due to the cost of steel he would like to build a stick-built hangar. Mr. Moro said
he needs to fill out an application to lease. The Board would like to see his plans before they can decide
on his request.
A motion was made by Mr. Prickett to adjourn the meeting. Mr. Grant seconded the motion and it passed
unanimously. The meeting was adjourned at 1:45 p.m.

A motion was made by Mr. Jackson to excuse Mr. Dent and Mr. Pearce. The motion was seconded by Mr.
Prickett and passed unanimously. Mr. Pearce and Mr. Dent arrived shortly after the meeting began.
MINUTES OF JULY MEETING: A motion was made by Mr. Prickett to approve the July minutes as written.
The motion was seconded by Mr. Jackson and approved unanimously.
SEPTEMBER AIRPORT INSPECTION: The monthly inspection was done by Mr. Jackson. He reported the
infield west side runway light was out and was fixed. The same light has been out before.
OCTOBER INSPECTION: The July inspection will be done by Mr. Prickett.
OLD BUSINESS:
A. FUEL SYSTEM: Fuel bids will be opened on September 22,2021. Depending on how the bids come in
there is an opportunity to apply for additional funds by October 1, 2021. Mr. Moro reported that
the Engineering Department said some interest has been shown on the project.
B. WEED SPRAYING: The Board Reported that the airport has been sprayed once. Mr. Moro asked the
Parks Maintenance Manager for their plan for spraying the airport. The Parks Department wanted
to spray after the sweeping schedule, but Mr. Moro suggested that the airport be swept after the
spraying was done. Mr. Jackson felt the spraying schedule is unacceptable, that the airport should
be sprayed at a minimum once a month. In the last two months Mr. Grant has spent many hours
pullingweeds. Mr. Prickett felt the chemicals needed to be adjusted. Mr. Moro will share the
Board's concerns with the Parks, Recreation, & Cultural Services Director and the Parks
Maintenance Manager. Mr. Jackson was concerned with the labor costs for spraying. Mr. Prickett
was concerned about knowing what chemicals were being used, how they were using them, and
when they were being used. The Board will make a written request to the City Council to go back to
having volunteers spray the weeds and not the Parks Department.
C. WATER FOR INFIELD AND MOVING HYDRANT: Mr. Prickett asked if anyone had followed up with
the Bureau of Reclamation because there is water available through them. Mr. Moro has not
followed up with the Bureau, he was directed to install a 2-inch meter and water to the infield with
a cost of approximately $20,000. Parks would install the irrigation system and Mr. Moro does not
have those costs yet. The Board will make a request to the City Council and look into getting
Bureau water.
D. CONSTRUCTION OF BUILDING SOUTH OF AIRPORT: Mr. Jackson said the construction is on hold due
to rising construction costs and difficulty finding contractors. The Board would like to see the
building plans. Mr. Moro said it is not an open permit yet, he has spoken to Melissa Bethel,
Community Development Director, and as soon as the information is available, she will notify him.
NEW BUSINESS:
A. FINANCIAL REPORT: The Board would like clarification of the financial reports. The Finance Director
retired. Mike will try again to invite someone to the next Board meeting.
B. 2021 LEASE MEMO: Mr. Pearce would like to be on the City Council agenda when they discuss the
leases. He has concerns about the automobile requirements, comprehensive insurance, and
inoperable equipment. He feels the leases are not fair to the airport. Mr. Moro told the Board that
they need to take action on the memo before it would go to City Council.
C. REVIEW AIRPORT OPERATIONS MANUAL & SECURITY AND EMERGENCY RESPONSE PLAN UPDATES:
Updates should be done yearly. The Board will continue to review updates. Mr. Jackson recounted
the incident that happened at the airport last weekend. Because of some confusion a NOTAM did
not get called in and airplanes were landing on the taxiways. There was some damage to the
runway. Mr. Jackson felt there was a complete breakdown between the City, the airport, and the
Police Dept. Mr. Prickett felt first responders need to review the emergency procedures.
D. NOTAMS: Mr. Moro updates the list yearly or when there are staff changes. Mr. Pearce made a
motion that all Board members be on the NOTAM list. The motion was seconded by Mr. Jackson
and passed unanimously. Mr. Moro will add Airport Advisory Board members to the NOTAMS list.
E. VOLUNTEER TIME: Volunteer timesheets were turned in to Mr. Prickett
F. MUNICIPAL DIRECTORS REPORT: None
G. OTHER: Mr. Jackson reported the sign for overnight or transient parking is missing and there is no
way to collect fees for parking. Mr. Jackson will investigate how other airports display their
information. Mr. Moro suggested the sign be free standing. The Board can makesuggestions on
parking fees when reviewing the updates for the AirportOperations manual. Mr. Prickettwill
investigate what other airports charge and bring that information to the next Board meeting.
Mr. Jackson would like to talk to developers about development of the property on the southwest
corner. He would like to look at developing it into hangers, an air park, or some sort of planned unit
development. Mr. Pearce made a motion to allow Mr. Jackson to speak to developers about
development at the airport. It was seconded by Mr. Grant and passed unanimously.
A motion was made by Mr. Prickett to adjourn the meeting. Mr. Jackson seconded the motion and it passed
unanimously. The meeting was adjourned at 12:54 p.m.
