MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD A special meeting of the Moses Lake Airport Advisory Board was held on Friday, noon, January 14,2022. The meeting was called to order by Tim Prickett. A motion was made by Mr. Jackson to excuse Mr. Dent and Mr. Pearce. The motion was seconded by Mr. Grant and passed unanimously. Mr. Dent arrived late and left early. Mr. Pearce arrived late after having difficulties joining the Zoom meeting. OTHERS PRESENT: Dave Bren, Municipal Services Director; Mayor H. Dean Hankins; Tony Massa, Interim Public Works Superintendent; and Tracey Law, Public Works Technician. VISITORS: Jeffrey Bishop, Dennis Love, Richard Waltman and John (on Zoom). MINUTES OF DECEMBER MEETING: A motion was made by Mr. Jackson to approve the December minutes. The motion was seconded by Mr. Grant and approved unanimously. JANUARY AIRPORT INSPECTION: The monthly inspection was done by Mr. Jackson. There was some ice and snow on the runway and taxiways. Mr. Grant has been putting in the reflectors. There are a few more to put in. A plane owned by Mr. Stiens has been in the tie down area for approximately two months. Board requested he be billed. Mr. Jackson will send the contact information to Public Works Administration for billing. FEBRUARY INSPECTION: The February inspection will be done by Mr. Prickett. OLD BUSINESS: A. FUEL SYSTEM: The City Council voted to reject the recent bids at the Tuesday, January 11,2022, meeting. Mayor Hankins asked Mr. Jackson to meet with council during their executive meeting at the next council meeting to explain what the board is trying to do, in general, with the fuel system. Mr. Jackson presented to the board a rebuttal letter that he will present to council in response to some comments made at the last council meeting. Mr. Dent encouraged the board and the city to move forward on the purchase of the used system. The board feels it is important to have a reliable fuel system. Mr. Prickett would like to make sure everyone at the airport is doing business legally and are all held to the same standards. The board discussed airport inspections. Mr. Jackson noted that in an earlier inspection only minor code violations were reported. Mr. Prickett made a motion to proceed with the previous motion to approve the purchase of the agreed to, and motioned, and approved, used fuel system from the west side and to continue on. The motion was seconded by Mr. Grant and passed unanimously. Mr. Prickett requested Mr. Jackson and Mr. Grant, if possible, attend the executive meeting of the city council.  B. OPERATIONS MANUAL-RECOMMENDATION TO COUNCIL: Board members requested more time to review and will vote on it and the Emergency and Security Response Plan at next meeting. Mr. Prickett requested comments be emailed to him, Mr. Bren, or Public Works Administration. C. AIRPORT DEVELOPMENT-PUBLIC DEVELOPMENT AUTHORITY (PDA) RESEARCH: Mr. Bishop is working on phase 2 of his report on financial feasibility and he plans to have it to Mr. Bren next week. Different scenarios will be presented for the council to consider. Mr. Jackson said two developers have approached him about purchasing the property on the west side and putting in the infrastructure which would be about one third of the total infrastructure required. Mr. Jackson questioned the need for a park in the airpark. Mr. Bren emphasized the importance of revitalization of the airport. NEW BUSINESS: A. BOUNDARY MARKINGS: The city surveyor will set rebar on the west side at both corners. Then he will come in six inches inside the boundary lines and set six-foot-tall stop sign pipes which will be painted white. The work is scheduled for late winter or early spring. B. NOTAMS: A good job has been done on NOTAMS. Mr. Bren sends his requests for NOTAMS to all board members. C. VOLUNTEER TIME: Mr. Prickett requested timesheets from board members. D. OTHER: Mr. Jake Jacobsen requested the city investigate getting temporary water for the property he was leasing by the airport. Mr. Jackson made a motion that if the city can get water from the Bureau of Reclamation to allow Mr. Jacobsen to continue his lease that the board recommended for approval. The motion was seconded by Mr. Prickett and approved unanimously. E. Mr. Bren and Mr. Jackson met with the Port of Moses Lake to review where the railroad might come in contact with the city property by the airport. It will be near the south and west end of the leased circle. Purchasing of easements for the railroad will start this spring. F. There was some discussion on using the Community Aviation Revitalization Board (CARB) loan for covered transient parking. Mr. Jackson didn't think it would be feasible at this time for the number of people it would service. A motion was made by Mr. Prickett to adjourn the meeting.
