9/26/2024 Study Session Notes Moses Lake Municipal Airport Operations Building Meeting Called to Order 6:08pm Commissioners in attendance: Rod, Finlay, Darrin and Jeremy. Richard is excused Outside attendees on signup sheet – attached. Rod – Introduction and purpose of the study session, this will be a free flowing discussion. • Accomplishments in 2024: Airport has been mowed and had some vegetation control applications. Added new tenants to the airport. Municipal Hangar Road was graded and had dust treatment. • Goals for 2025: Plant Buffalo Grass or comparable grass seed in the infield of the airport that does not require much water. Adopt a thorough vegetation control program to keep weeds at bay. • Fuel tank – discussion around how we got into the situation of owning this fuel tank. Darrin, Rod and Finlay provided background information to the audience. The understanding is that the fuel tank will be surplus as the costs for containment, electrical conversion and other necessary maintenance on the tank are outside of what the city is willing. There was much discussion on the requirements around containing a large quantity of flammable liquid and it would be prohibitive to proceed. • Grants – We currently do not qualify for Skip grants • Water leak – the costs for water are very high and so Rod turned off the water two weeks ago and the grass is still swampy. • Rod – The Airport budget needs to not be an enterprise fund. We need to look into fixing this within accounting. • Vegetation Control – Can we apply the product this year and be billed January 1, 2025? • Items for budget considerations o Grass Seed (Infield area) o Crack Sealing (This year – before winter) o Lighting around the airport – Capital improvement • Budget line changes we propose: o 54680-0411 – Professional Services (Vegetation Spraying) increase proposed budget to $8000 (Increased by $5500 for Contracted Vegetation Spraying) o 54680-0451 – General Rentals – to 519 – Madeline reduced to $6374 as indicated in email on 9/24/24 o 54680-0473 – Utility Expense / W-S-G - Reduce from $10000 to $6000 as we expect that when the leak is fixed the usage will return to historical normal. o Capital Outlay – Grass Seed $4500 • 5 Year Capital Improvement o Crack Sealing, Chip Sealing and Re-striping – Est $400,000 o Lighting for the airport – General areas and taxiways – Cost unknown at this time Meeting adjourned at 7:47pm
