Approval of Minutes of Prior Meeting Ms. Swinger moved the draft minutes of November 9, 2016, be approved as submitted, seconded by Ms. Quilter. Unanimously approved and passed. Communication/Correspondence None. Plat Reviews/Dedication, or Fee in Lieu of Land - Monthly Update Barrington Point – 3A Preliminary Major Plat – This plat is south of Valley Road near the end of Crestview Drive. This is a fee in lieu project. Parkview Planned Unit Development (fee in lieu funds received in December, 2016) – This is an older project which is progressing slowly. Wes Butt Short Plat – Preliminary – This is a lot being split into two parcels. Director’s Report Ice Rink – Hockey Tournament Update – We just had a youth hockey tournament and will have an adult hockey tournament this coming Friday through Sunday. Public use of the rink has dropped off a little, but we have had good revenue from the hockey tournaments and private rentals, as well as a few public rentals. Moses Lake Spring Festival has rented the rink to host public skating for four hours on Monday, February 20, which is Presidents’ Day. Ice Rink – 2016 Recap – We would have had a significant amount of revenue in 2016 were it not for the dasher board renovations we had to make, which cost approximately $14,000. Mr. Grigg passed out a year-to-date recap for 2017. As of January 25, 2017, we have a total profit of a little over $4,000. The new minimum wage increase is going to significantly affect our staffing costs this year, especially at Surf ‘n Slide Water Park. We estimate that our staffing costs are going to increase by at least $50,000. We have raised admission prices to the pool to compensate for the increased staffing costs. PARKS AND RECREATION COMMISSION MINUTES FEBRUARY 8, 2017 YAF Grant – Update – We placed 5th statewide on the Youth Athletic Facilities (YAF) Grant, which is a 50/50 match. We will not know the exact amount we will get until the Legislature charges the grant fund. The Lodging Tax Advisory Committee has already approved the City’s 50% match for this grant. The City Manager has also worked with Senator Warnick and Representative Dent to apply for a capital community project grant for the City. Shawn O’Brien and Lori Moholt-Phillips have been working on a Department of Transportation (DOT) Quad County Regional Transportation Planning Organization (QUADCO) grant for the Pioneer Meadows project. The grant is a non-matching grant. We are ranked second in line behind the John Wayne Trail project, which is unfortunately taking a big chunk of the grant money. As a result, we will receive $172,000 instead of the $250,000 we were expecting. There was recently a significant lawsuit on the west side of the state in which a biker was seriously injured when he rode into a trail ballard. The City involved claimed recreational immunity in its defense, but found that recreational immunity did not apply because the trail was classified as a multimodal alternative trail for transportation purposes, and not just a walking trail. As a result of this lawsuit, the City of Moses Lake’s insurance company is advising that we no longer apply for grants for multimodal alternative transportation trails. Therefore, we will have to limit our grant applications to only walking trail projects in the future and apply for grants primarily through the Recreation Conservation Office (RCO) and not DOT/QUADCO. Limiting our grant requests to RCO may slow down our progress establishing trails. Mr. Gonzales’ Report Maintenance staff has been spending a lot of time lately dealing with all of the snow and ice removal. They are also doing the necessary repairs and maintenance to get facilities and parks ready to open in the spring. Mr. Grigg praised the maintenance department for their hard work. Commission Questions/Comments Mr. Tracey stated that this is his first winter here and asked about the plowing schedule for city roads. Brief discussion held.
