PARKS AND RECREATION ADVISORY BOARD MEETING MINUTES September 11, 2019

Call Meeting to Order:
The regular meeting was called to order by Charlene Rios at 7:00 p.m.
New Board Member Introduction: - Troy White: Troy White introduces himself to the Board, presents his history
and background. Board welcomes Mr. White to the PR Advisory Board. Mr. Maynard indicates that Troy was
very active in the air show this year. Discussion further held.
Introduction of Guests/Visitors: Ann Schempp, Museum Curator.
Approval of Minutes of Prior Meeting
Mr. Maynard moved the draft minutes of July 10, 2019, be approved as submitted. Motion seconded by Mr.
Perry. Motion unanimously approved and passed.
Correspondence/Communication:
Moses Lake Museum Collection Policy – Collection Policy: Ms. Schempp indicates that it really covers how or
why we collect. Mr. Holterhoff questions if the policy is reviewed annually? Ms. Schempp responds that it can
be reviewed annually, further comments. Ms. Rios questions on page 16 no. 7 regarding fee schedules? Ms.
Schempp responds. Discussion further held regarding cataloging. Question as to how many photos are in the
Museum. Ms. Schempp indicates 45,000 and the majority is from the Hilderbrandt collection. Discussion further
held. Ms. Schempp indicates that the database will be going to the cloud. Discussion further held.
Mr. Perry questions if the photographs are available for viewing? Ms. Schempp responds that it they can be
viewed through Pass Perfect. Discussion further held. Mr. Perry questions about storage capacity? Ms. Schempp
responds and indicates that she has some space left in the basement. Discussion further held.
Mr. Maynard questions about the atmospheric controls. Ms. Schempp responds. Ms. Rios questions on page 31,
collection guidelines. Ms. Schempp responds. Discussion further held.
Mr. White questions are there artifacts out of the building like the Parks? Ms. Schempp responds, indicates she
would like to explore this and are working on that avenue and further indicates the Museum has added two new

display cases in the Administration Building and in the Museum. Discussion further held.
Ms. Rios questions the status of the open museum position. Mr. Grigg responds that we are actively looking and
have offered the position to three (3) different individuals, all of whom have declined. Mr. Grigg indicates that
the position will be revisited at the begging of the year. Mr. Rios questions if there is a common dominator in the
rejections? Mr. Grigg indicates the first individual declined due to the fact that it was a cut in pay, the second
individual accepted a different position, and the third declined and accepted another position. Ms. Schempp
comments. Mr. Grigg comments regarding the salary study and hopes that the adjustments are accepted and
rolled into the budget, which will set us back in the game. Mr. Grigg indicates that so far, that is on track to
happen. Discussion further held.
Ms. Rios requests a Motion to Approve the Collection Policy. Mr. Perry questions about the policy if this is the
same as it has been the last couple years? Ms. Schempp responds that this is a new policy, further comments.
Discussion further held. Mr. Maynard makes a motion to accept the Collection Policy as written. Mr. Holterhoff
seconds. Motion passes and thanks Ann Schempp for all of her work.
Program Promotion - Monthly Update:
Ms. Schwiesow indicates that the Chad Yenney opening is this Friday, and indicates if you go to the opening, you
will be able to view some to of the cases Ms. Schempp has put together. Indicates that there are 262 registered for
Beginning Soccer. Reports that Special Olympics have some new coaches and have been expanding the program
and are now offering flag football and gymnastics. Ms. Schwiesow indicates it has been exciting to see the
program grow. Reports that the Fall/Winter Brochure will be out September 26th.
Mr. White questions about the programs if they have to be renewed every year? Ms. Schwiesow responds and
indicates that we always work with the instructors and monitor if participation increases or decreases. Discussion
further held.
Ms. Rios questions how summer league basketball went? Ms. Schwiesow indicates that it went very well and that
Steven has put together an open gym women’s’ basketball this fall.
Plat Reviews/Dedication, or Fee in Lieu of Land -Monthly Update:
None.
Director’s Report:
Larson Recreation Center Project – Update: Mr. Grigg that it continues to move forward, however, are a little bit
concerned with the cost estimate. Further indicates that cautiously wading through everything and will address
Council in the next two weeks. Mr. Grigg states that will keep the Board posted and the plans from last meeting
is roughly the same. States that the shower concern was also addressed and indicates trying to fit 50,000 square
feet into a 30,000 square foot building and that the next time we meet, will have more information for the Board.
Indicates that we should still have the TLC for another year.
Mr. Perry questions if the locker room space is being addressed? Mr. Grigg responds that it is, getting six
changing rooms and two locker rooms, and indicates that it is in the plans. Discussion further held.
Mr. White questions the agreed amount for the building is 8.4 million? Mr. Grigg responds that it is over 9
million right now and that it why it is a concern. Goes over why a new building is being built instead of a
renovation. Discussion further held.

Crossroads Park Improvements – Mr. Grigg presents photos of Crossroad Park to the Board for review, which
includes photos of the playground, game slabs, soccer goals, and shelter. Discussion further held.
Museum & Art Center Manager – Update – Addressed earlier in the meeting.
Blue Green Algae Issue – Update – Indicates it is a very hot topic. Mr. Grigg states it has impacted our
Campground attendance, as well as a lot of business in Moses Lake. Mr. Grigg further states that there are some
efforts to help remedy this problem. Discussion further held. Mr. White indicates his concern that MLIRD is
just sifting and dredging silt off the water, questions is that something the City of Moses Lake is going to jump on
board with? Mr. Grigg responds and indicates that he has heard several different options of a pipeline, alum
treatment, and septic systems. Mr. Grigg comments that it is going to take a lot of different angles and a lot of
time. Discussion further held. Mr. White indicates that MLIRD seems to be treating it as a new issue, have there
been other ways looked at besides the dredging? Mr. Grigg responds. Indicates that dredging is expensive and
does not really affect the algae. Discussion further held.
Mr. Perry comments regarding the algae issue and the amount of silt that has come into the lake in the last 10
years. Mr. Grigg indicates that you can actually spot the algae in concentrations from different maps. Mr. Perry
comments regarding the dredging. Comments regarding the Conservation District bringing the City in part of it.
Discussion further held.
Mr. Holterhoff questions if pool attendance rose due to the lake issues? Mr. Grigg indicates yes and no smoke
this year. Indicates had a good summer at the pool.
Ice Rink Repairs – Update Presents photos of repairs at the Ice Rink that are taking place and the photos were
taken today. Explains why the repairs are being done. Discussion further held. Indicates that the ice rink is
coming back on track and will be ready to open on time this November.
Japanese Garden Park – Update Mr. Grigg indicates that there will be interpretive signs added and a picnic
shelter added. The materials are on the way and should be delivered in about 3 weeks. Mr. Grigg indicates that
shelter will be the largest shelter that we will have. Indicates that the shelter is coming from some private
donations, and fee in lieu programs. Discussion further held.
Mr. Perry indicates he serves on the trail committee regarding land between Pioneer Way and Division and there
is supposed to be trail all the way around that from Pioneer Way to 9 th Street, questions the status of that if it is
going to be developed? Ms. Schwiesow responds, waiting to hear the final outcome on the studies that were
being done. Discussion further held.
Commission Questions/Comments:
Mr. Perry questions about Blue Heron Park Trail and controversy over that and has it died down? Mr. Grigg
responds yes. Discussion further held.
Discussion held regarding Cascade Campground renovation and campground and Blue Heron Park proposal.
Mr. Maynard comments and indicates that there was no water feeding the pond for the Koi. Questions if we are
winterizing? Mr. Grigg indicates that he will check on it, states he was there last week and the water was running.
Discussion further held. Indicates that the fish live in a stainless steel tank over the winter.
Mr. Maynard questions if the Parks would give up the storage at the library? Mr. Grigg indicates if you can find
us an alternative storage space, then we could revise that. Indicates that the storage space we have had has been
demolished Discussion further held. Mr. Maynard states that the problem with the book sales is it is in the

basement and states it is a problem and they need to storage. Mr. Grigg states it is a problem but it is not a
problem than we can solve tonight. Looking at long-term for storage down the road. Discussion further held.
Mr. White suggests a storage container like what the police have. Mr. Grigg responds and indicates that it is for
storage of homeless property. Discussion further held regarding homeless issues and garbage.

Mr. Maynard moved to adjourn, seconded by Mr. White. Meeting adjourned at 8:16 p.m.
