Balsam St., Moses Lake, Washington. Introduction of Guests: Mr. Maynard introduced his wife, Barbara Galland. Approval of Minutes: Mr. Tracey moved to approve the minutes dated December 11, 2019, be approved as submitted. Motion seconded by Mr. Perry. Motion unanimously approved and passed. Correspondence/Communication – Pickle Ball Court: Mr Grigg advised that Mark Poth is building a subdivision near the Lower Peninsula Park and has requested to build the City a racket ball court for the fee in lieu on this development estimated to be $19k. Mr. Grigg explained that Mr. Poth built a court on his own property and that if there were funding after a court finished, if he would consider the addition of a picnic shelter. Commissioners asked staff about maintenance, vandalism, fencing, benches, equipment lockers, senior pickle ball lessons, advertising, lighting, and shelter rental income. New Community Recreation Center: The City Council has postponed the contract amendment for the design consultant pending an updated presentation on Tuesday, February 25 at 6 p.m. City Manager Williams explained the financial options and weighing other high dollar priorities the City Council is facing. Mr. Perry moved to have staff draft a letter to the Council and signed by the Chair in support of completing the building design before July 1, 2020, based on necessary expansion of Police Department and the indoor space to attract additional winter sports tournaments. Motion seconded by Mr. White. PARKS AND RECREATION ADVISORY BOARD MEETING MINUTES February 12, 2020 Motion unanimously approved and passed. Marina View Final Short Plat: This is a merge of several small lots and provided as information only. Mr. Perry inquired to staff about potential mitigation fees. Recreation Programs: Ms. Schwiesow announced that the printed spring brochure will be distributed after February 19 and will be posted online February 13. The brochure has four additional pages of new programs for a total of 28 pages. She also shared information on youth soccer, preschool art, and Special Olympics basketball and cheerleading programs. The spring sports are hoping to have an early start due to the mild winter weather this year. Director’s Report: Ice Rink. There will be an adult hockey tournament this weekend with adult beverages and pizza truck for sale. Mr. Grigg and Mr. Gonzales provided an explanation of maintaining a quality amount of ice time. Museum & Art Center Manager Position. The third round of posting for the position, following the recent salary survey, has attracted several qualified applicants. Interviews will take place in the coming weeks and Acting Manager Anne Schemp will return to her Curator position. Administrative Assistant Position. The position recently became vacant due to other opportunities for the former secretary. Interviews are in the process and anticipate making an offer to one of the candidates this week. Parks Superintendent Position. Mr. Gonzales will be retiring after 42 years of service with the City. Mr. Maynard presented him with a plaque of appreciation for his dedication and positive impacts he has made during his tenure. There will be a farewell celebration on March 12 from 2 to 4 p.m. at the Parks and Recreation Office. Commission Questions/Comments: Mr. White inquired on the status of the resurfacing for Cascade, Dog, and Dano Parks. Council approved the bid award at their meeting held on January 27. Mr. Perry asked about plans to form new trails, new parks, or expand amenities in existing parks. Mr. Grigg advised that the City has a public input process to adopt an updated Comprehensive Plan on a regular basis and summarized the recent light and scoreboard fields over the last two years. Adjournment: Mr. White moved to adjourn, seconded by Mr. Holterhoff. The meeting adjourned at 8:05 p.m.
