Call to Order
The regular meeting was called to order by Charles Maynard at 6pm.
Introduction of Guests
Jeff Milkes, CPRP, Project Consultant, GreenPlay, LLC to share about Parks & Recreation
Comprehensive Plan.
Approval of Minutes
Mr. Tracey moved to approve the minutes dated September 8, 2021. Motion seconded by Mr.
Holterhoff. Motion unanimously approved and passed.
Director’s Report
1. Creative District – Ms. Schwiesow advised that letter of interest has been sent in, which will be
followed by an application to become an accredited creative district.
2. Larson Recreation Center – Ms. Schwiesow shared that concrete has been poured for the recreation
center floor. Board discussion around timeline for the center and materials, which Ms. Schwiesow
advised that contingency funds were built into the project and timeline for completion has been
pushed to August 2022.
Public Forum
Mr. Milkes shared a PowerPoint presentation to review the survey findings related to the Parks &
Recreation comprehensive plan. Mr. Milkes prefaced that this is presentation of the data collected,
which will ultimately assist GreenPlay, LLC to make recommendations to Parks, Recreation & Cultural
Services for their comprehensive plans. There are still decisions to be made to finalize the
comprehensive plan.

Comments/Questions from the Board
The board expressed their appreciation for the data presented and how inclusive it was of many elements
of the city property and community needs. Mr. Perry asked if the presentation could be shared with the
Board to review findings again as the amount of data was covered quickly for the sake of this meeting.
Mr. Milkes confirmed it could be shared and added that he would be willing to join the Board again via
Zoom conference call to answer questions. Mr. Perry asked that once recommendations are decided, will
there be suggestions about how to prioritize those. Mr. Milkes confirmed that prioritization of
recommendations is part of the process.
Mr. White asked about the park sign at Neppel Landing being missing. Ms. Schwiesow advised that all
park signs have been removed and have been repaired, repainted and are now being updated with the
new city logo. Ms. Schwiesow also advised that new park rules signs have been ordered and will be put
up at all parks. These new signs dimensions are 2’ x 4’ and have both English and Spanish presented.
Adjournment
Mr. Tracey moved to adjourn, seconded by Mr. Perry. The meeting adjourned at 6:55pm.
