ADVISORY BOARD MEETING MINUTES

Call to Order
The regular meeting was called to order by Ms. Rios at 6 p.m.
Approval of Minutes
Mr. Harshman moved to approve the minutes dated November 15, 2023. Motion seconded by Ms. Umana.
Motion unanimously approved and passed.
Correspondence/Communication/Committee Reports
1. Creative District – Ms. Boyd shared that the Creative District is planning a fundraiser event; Flea
Market and Appraisal Fair is scheduled for February 17, 2024, in the Avenue here at the Civic
Center. This event will allow people to sell items and to bring items to be appraised for a small fee.
She shared those sales will go back to Creative District for use. Ms. Boyd also shared that the grant
for highway signage continues to be worked on and is moving forward.
2. Arts Committee – Ms. Boyd advised that the committee should know what the budget is, which will
allow plans to be discussed and moved forward. She shared that there were two art pieces removed,
one from Japanese Garden and the other from Neppel Landing that were both beyond repair.
3. Code Development & Design Standards Committee – Mr. Coutts shared the committee completed
the initial language for updated Park Code, which was shared with the board. He highlighted some of
the updates with the board. Mr. Coutts asked the PR&CS Advisory Board to vote on a
recommendation to incorporate this new language into the code. Ms. Umana moved to recommend
adoption of new code language as presented and move it forward to next steps. Motion seconded by
Ms. Johnson. Motion unanimously approved and passed.
Museum Update
Ms. Boyd shared that their most recent members exhibition went well and that sales in the museum store
have been strong this year, which is due to discounts for everyone and extra discounts for existing

museum members. She also shared that the museum tries to stock the store with items you cannot find at
big chain stores. Ms. Boyd shared that the new lighting work in the museum should be done by the end
of this month. She shared that the installers have been great to work with.
Ms. Boyd shared that the museum was involved in the Ag Parade, which they used to advertise the
museum programs. She said it was cold, however, it was a good opportunity. Ms. Boyd said an
employment offer has been extended to a new Museum Instructor. She also shared that there is an
upcoming Teacher Appreciation scheduled on December 28, 2023, which is a promotion event for
Museum Field Trip program. She encouraged board members to spread the word to teachers they may
know in the community to attend. Ms. Boyd shared that visitor numbers remain high and she shared that
there are currently 299 active museum members.
Recreation Update
Ms. Hoiness shared that ice rink pass sales are up this year at 131 so far. She also shared that $20,000 in
revenue has been brought in by the ice rink. Ms. Hoiness shared that hockey and rink programs are
running with high participation for both. Ms. Hoiness went on to share that staff are working on both
winter and spring programming and Surf ‘n Slide Water Park hiring process has begun already.
Ms. Hoiness shared that Santa Pictures showed steady participation and the Larson Recreation Center is
busier in the evenings with recreation programs and open gym basketball. She shared that the Trails
Planning Team meeting was cancelled this month, but there will be water trail information to bring to
the board soon.
Ms. Umana asked for an update on SilverFit/ActiveFit program, to which Mr. Coutts explained that the
contract has been with the organization for several months with no response. He went on to explain that
recreation staff have been directed to look at other organizations that could offer similar program.
Ms. Hoiness introduced Felicia Laird, Recreation Supervisor who shared a presentation overview of
how Mobile Rec Unit and Explorer Day Camp programs did this summer. Ms. Laird provided a brief
overview of each program, expenses, and revenues as applicable.
Maintenance Report
Mr. Aukett shared that maintenance crews have been busy with park facility landscaping and tree pruning.
He shared that park picnic benches are being painted and they are cleaning up graffiti. Mr. Aukett shared
that ice rink is running good so far and maintenance continue to keep an eye on the chiller unit to ensure
the ice remains solid. He provided an update on the Mega Chess Board idea presented at the last meeting
and the first chess set will be delivered next week to the Museum for public use. Mr. Aukett shared that
additional chess sets and locations will be identified for future installment.
Director’s Report
1. Compass Shade Structure Ideas – Mr. Coutts shared that staff have recommended this shade
structure to be set up at Lower Peninsula park as a rentable shelter. He advised that specific plans
will be brought back to the board at a later meeting.

2. Community Outdoor Athletic Facilities (COAF) Grant – Mr. Coutts shared that the conceptual
target for this grant is improvements to Larson Playfield to make it a more attractive tournament
location for teams. He advised it is a $1.2 million grant with no match required.
3. Walkable Parks Policy – Mr. Coutts shared that this will go to January for City Council review.
4. Park Design Open Houses – Mr. Coutts shared that there was no response for Longview Park
open house, so arrangements have been made to speak with 4th and 5th graders at Longview
Elementary on December 18, 2023.
5. Maintenance Grant Application – Mr. Coutts advised he is waiting for the final agreement;
however, work has already started. He advised that the old pump filter media has been removed
and will be replaced by new media as outlined per the grant proposal awarded.
Board Comments/Questions
Mr. Harshman asked about the COAF grant being targeted for Larson Playfield. He offered that
soccer in Moses Lake has less amenities offered for teams and to possibly consider soccer field
improvements for this grant.

Mr. Perry moved to adjourn the meeting. Motion seconded by Ms. Umana. Motion unanimously approved.
The meeting was adjourned at 7:14 p.m.
