MOSES LAKE PLANNING COMMISSION Meeting on March 26, 2020 Commissioners Present: Chair Nathan Nofziger, Vice-Chair Charles Hepburn, Commissioners, Gary Mann, Don Schmig, Commissioner, Roderick Davis. The meeting was called to order at 7:00 p.m. Secretary Jovita Cantu called roll. The following were: Absent:​ Commissioner Davis. Action: ​Commissioner Nofziger announced they were headed into the executive session to discuss potential litigation. Consent Agenda: A. Minutes for December March 12, 2020. Action: ​Commissioner Charles moved to table to send notification about reexaminig #4 nd #5 on the conditions. It will be tabled to April 16. Heburn- Yes, Mann- Yes, Chairman- Yes, Schmig- Yes Item #2: ATT Monopole- Sagepoint: Associate planner Amy Harris described the project. There were no questions from the members of the Planning Commission. The proponent, Nancy Sears was present during the virtual hearing. Public hearing was opened and the disclosure questions were given to the members. Commissioner Mann has property in close proximity to this project. The other questions were asked and there were no affirmative answers. Public Hearing: There was no one wishing to speak in regards to the Monopole. Commissioner Hepburn moved to close the public hearing, seconded by Commissioner Mann. Motion carried unanimously. Commissioner Mann commented that the building requirements would have to be in place. Commissioner Hepburn made a motion to accept the Sagepoint Monopole with approved conditions 1 and 2 and Findings Of Fact A-E on page 6. This was seconded by Commissioner Mann. Motion carried unanimously. Item #3 ATT Museum: Associate planner Amy Harris began speaking about the project when the meeting suddenly began experiencing audio issues. There were multiple attempts to resolve the audio issues but were unsuccessful. There was a phone put next to the podium laptop in an attempt to hear everyone. Amy Harris continued to speak about the project. There were no questions from the Planning Commissioners. Presentation by Proponent: The proponent requested that the setback to the property to the east with the wetland be waived. The compound would be longer and narrower to accommodate no landscaping in the rear setback. Commissioner Hepburn asked about the violations of the setback of the wetland. Community Development Director Kris Robbins stated that there would be no violations. We lost audio so we were able to make a motion to table the hearing at the public opening hearing of the ATT Monopole (Item #3 on the Agenda) until April 2 at 7 p.m. Motion was made by Commissioner Hepburn and seconded by Commissioner Mann.
