CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES OF November 4, 2021 Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Gary Mann, Eric Skaug Commissioners Absent: Staff Present: Community Development Director Melissa Bethel, Planning Manager Vivian Ramsey, Assistant Planner Amy Harris, and Planning Permit Tech Michelene Torrey The meeting was called to order at 6:00 p.m. Attendance was called by Secretary Michelene Torrey. Motion: Commissioner Hepburn moved to approve the minutes from the October 16 meeting, motion seconded by Commissioner Mann. Motion carried. Item # 1- Shoreline Public Hearings 1. PLN2021-0046 Shoreline Substantial Development Permit for Walker Bulkhead Repair 3031 W. Lakeside Dr. Assistant Planner Amy Harris presented a slideshow for the bulkhead repair to the commission. The slideshow provided application materials as well as visuals for the commission to review. Madison Scully, Applicant, provided a brief synopsis of the work to be completed once the application was approved. 2. Public Hearing: PLN2021-0061 Shoreline Substantial Development Permit for Johnson Swim Dock and Walkway 1300 W. Marina Shores #7 Assistant Planner Amy Harris presented a slideshow for the Swim dock and gangway to the commission. The slideshow provided application materials as well as visuals for the commission to review. Ed Johnson, Applicants, provided a brief synopsis of the work to be completed once the application was approved. Pictures were provided to the commission of the current community dock and of other boats within the shoreline. Lynn Logan, resident, spoke on behalf of the Marina Drive homeowners and stated the plat for Marina Shore’s restricts any development within the 25’ shoreline buffer. Ms. Logan also stated the buffer must remain in its natural state, she commented on the wildlife within the inlet and the decrease in vegetation may cause animals and fish to move elsewhere. Vice Chair Hepburn requested clarification on the CCR’s within the Marina Shores Plat and that if Ms. Logan had a copy, she could bring it to the next meeting for review. 3. Public Hearing: PLN2021-0012 Shoreline Substantial Development Permit for Miles Shoreline Stabilization 1003 Edgewater Ln. Assistant Planner Amy Harris presented a slideshow for the shoreline stabilization and vegetation removal to the commission. The slideshow provided application materials as well as visuals of the project for the commission to review. Kathleen Miles, Applicant, provided a brief synopsis of the work to be completed once the application was approved. 4. Public Hearing: PLN2021-0067 Shoreline Substantial Development Permit for Cove West Shoreline Stabilization Lots along Cove West Dr. Assistant Planner Amy Harris presented a slideshow for the bulkhead repairs and stabilization project to the commission. The slideshow provided application materials as well as visuals for the commission to review. Mike Townsend, Applicant and HOA Member, provided a brief synopsis of the work to be completed once the application was approved. He included pictures of the current state of the shoreline and bulkheads. Vice Chairman Hepburn requested more information on the materials that are being used to stabilize the shoreline and mitigation measures in place. Staff requested for all applications to be continued to the December 16, 2021 meeting. Motion: Commissioner Mann moved to continue the Public Hearings to the December 16, 2021 meeting, seconded by Commissioner Skaug, motion passes. Planning Commission Questions and Comments: Community Development Director Melissa Bethel gave the commission an update on the Updated Comprehensive Plan and where the City is in the process with the County and the State. Bethel informed the Commission that the City has received a grant for the implementation of the Housing Action Plan and that a portion of the monies from the grant would be used for the Updated Development Code. Meeting adjourned at 6:51 pm by Chair Nofziger.
