CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES OF December 16, 2021 Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Gary Mann, Eric Skaug Commissioners Absent: Staff Present: Planning Manager Vivian Ramsey, Assistant Planner Amy Harris, and Building Permit Tech Jovita Cantu. The meeting was called to order at 6:00 p.m. Attendance was called by Secretary Jovita Cantu. Motion: Commissioner Mann moved to approve the minutes from the November 4 meeting, motion seconded by Vice Chair Hepburn. Motion carried. Item # 1- Shoreline Public Hearings Motion: Vice Chair Hepburn moved to remove the public hearing items from the table and reopen the public hearing, motion seconded by Commissioner Mann. Motion carried. 1. Public Hearing: 1. PLN2021-0046 Shoreline Substantial Development Permit for Walker Bulkhead Repair 3031 W. Lakeside Dr. Assistant Planner Amy Harris presented an update for the bulkhead repair to the commission. The previous slideshow provided application materials as well as visuals for the commission to review, the update included the SEPA determination and Fish and Wildlife comments. Motion: Vice Chair Hepburn moved to approve the Walker Bulkhead with staff recommendations and conditions, including findings of facts. Motion seconded by Commissioner Mann. Motion carried. . 2. Public Hearing: PLN2021-0012 Shoreline Substantial Development Permit for Miles Shoreline Stabilization 1003 Edgewater Ln. Assistant Planner Amy Harris presented an update for the shoreline stabilization and vegetation removal to the commission. The previous slideshow provided application materials as well as visuals of the project for the commission to review. An M-DNS was issued for this application, mitigation included planting vegetation that will have an 80% survival rate with a report due to the city within three years regarding the loss of plant life. Motion: Commissioner Mann moved to approve the application with staff recommendations and conditions, including findings of facts. Motion seconded by Commissioner Skaug. Motion carried. 3. Public Hearing: PLN2021-0067 Shoreline Substantial Development Permit for Cove West Shoreline Stabilization Lots along Cove West Dr. Assistant Planner Amy Harris presented an updated report for the bulkhead repairs and stabilization project to the commission. The previous slideshow provided application materials as well as visuals for the commission to review. An M-DNS was issued for this application, mitigation included planting vegetation that will have an 80% survival rate with a report due to the city within three years regarding the loss of plant life Mike Townsend, Applicant and HOA Member, provided a brief synopsis of the work and landscaping to be completed once the application was approved. Motion: Vice Chair Hepburn moved to approve the application with staff recommendations and conditions, including findings of facts. Adding that the application could continue to maintain their shoreline using the same materials and vegetation as approved within the three year time period. Motion seconded by Commissioner Skaug. Motion carried. . Planning Commission Questions and Comments: Planning Manager Ramsey updated the commission on the opening within the commission stating the council had not appointed a new commissioner at their previous meeting and they were still accepting applications. Ramsey also updated the commission on the Development Code Updating process and the discussion regarding PUD’s at the previous meeting. Meeting adjourned at 6:33 pm by Chair Nofziger.
