CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES
OF February 10, 2022
Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Gary
Mann, Eric Skaug
Commissioners Absent:
Staff Present: Interim Community Development Director Lee Creiglow, Planning
Manager Vivian Ramsey, Assistant Planner Amy Harris, and Planning Permit Tech
Michelene Torrey.
The meeting was called to order at 6:00 p.m. Attendance was called by Secretary
Michelene Torrey.
Minutes from the January 13, 2022 meeting were not available to the commission and
would be approved at the February 24, 2022 Workshop meeting.
Item # 1- Shoreline Public Hearing
1.Public Hearing:
1.PLN2021-0071 Shoreline Substantial Development Permit for Lawson Dock,
Gangway and Boatlift, located at 226 Crestview Dr.
Assistant Planner Amy Harris presented an slideshow to the commission. The slideshow
provided application materials as well as visuals for the commission to review, also
included the SEPA determination and Fish and Wildlife comments.
Motion: Vice Chair Hepburn moved to approve the Lawson Dock project with staff
recommendations and conditions, including findings of facts.
Motion seconded by Commissioner Mann. Motion carried.
2. Public Hearing:
1.PLN2021-0079 Shoreline Substantial Development Permit for Grant Dock and
Boatlift located at 4604 Lakeshore Dr.
Assistant Planner Amy Harris presented a slideshow to the commission. The slideshow
provided application materials as well as visuals for the commission to review, also included
the SEPA determination and Fish and Wildlife comments.
Motion: Vice Chair Hepburn moved to approve the Grant Dock Project with staff
recommendations and conditions, including findings of facts. Motion seconded by
Commissioner Mann. Motion carried.

Planning Commission Questions and Comments:
After review of the applicants’ credentials, Planning Commission staff recommend
Susan Tao to the City Council for the open Planning Commission position.
Meeting adjourned at 6:31 pm by Chair Nofziger.

Shoreline Master Program 12-20-010: A public hearing in front of the
Planning Commission shall be required for Shoreline Substantial
Development Permits, Shoreline Conditional Use Permits, and Shoreline
Variances. The Planning Commission shall be the approving authority for
Shoreline Substantial Development Permits, Shoreline Conditional Use
Permits, and Shoreline Variances.
