CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES
OF MAY 12, 2022
Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Eric
Skaug Gary Mann
Commissioners Absent: Susan Tao
Staff Present: Assistant Planner Amy Harris, and Planning Permit Tech Michelene
Torrey.
The meeting was called to order at 6:00 p.m. Attendance was called by Secretary
Michelene Torrey. Commissioner Tao was absent.
Item # 1- Approval of Minutes from April 14, 2022 Meeting
Vice Chair Hepburn moved to approve the minutes; this motion was seconded by
Commissioner Mann. Passed Unanimously.
Item #2 Public Hearing Rickey Retaining Wall-
Planner Amy Harris presented a substantial development shoreline permit for a
retaining wall. The commission has questions regarding the vegetation along the
property and how the area would be reinforced after the four-foot wall was constructed.
The applicant is still required to complete the HPA and the Geotechnical report prior to
construction and/or building permit. No members of the public were in attendance to
provide public comment. The Public Hearing was closed and a motion to approve was
made by Vice Chair Hepburn and seconded by Commissioner Mann. The motion
passed unanimously.

Item #3: Development Code Draft- Presentation by SCJ Alliance’s Rachel Granrath
Ms. Granrath provided new code materials to the commission for their review. The
commission conversed briefly about items such as development review processes and
increased density housing.
Meeting adjourned at 7:28pm by Chair Nofziger.

1. Approval of the April 14, 2022, Meeting
2. Public Hearing – PLN2022-0013 Shoreline Substantial Development Permit for
Rickey Retaining Wall at 817 S Sand Dunes Rd.
-Shoreline Substantial Development Applications Per the Shoreline Master
Program 12-20-010: A public hearing in front of the Planning Commission shall
be required for Shoreline Substantial Development Permits, Shoreline
Conditional Use Permits, and Shoreline Variances. The Planning Commission
shall be the approving authority for Shoreline Substantial Development
Permits, Shoreline Conditional Use Permits, and Shoreline Variances.
3. Six Year Transportation Improvement Program (TIP) – Presentation from
Richard Law, City Engineer.
