CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES
OF September 15, 2022
Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Susan
Tao
Commissioners Absent: Gary Mann and Eric Skaug
Staff Present: Community Development Director Kirsten Sackett, Planning Manager
Vivian Ramsey, Senior Planner Nathan Pate, and Planning Technician Michelene
Torrey
The meeting was called to order at 6:00 p.m. Attendance was called by Secretary
Michelene Torrey. Commissioner Mann and Commissioner Skaug were both absent.
Commissioner Hepburn moved to excuse Commissioner Mann; motion seconded by
Commissioner Tao. Motion Passed Unanimously.
Commissioner Hepburn moved to show Commissioner Skaug’s absence as unexcused,
motion seconded by Commissioner Tao. Motion Passed Unanimously.
Item # 1- Approval of Minutes from August 11, 2022 Meeting
Commissioner Hepburn moved to approve the minutes; this motion was seconded by
Commissioner Tao. Passed Unanimously.
Item #2- Shoreline Master Program Update (Draft) Rachel Granrath with SCJ Alliance
gave a presentation on the periodic update of the Shoreline Master Program. She gave
an overview of the work that has been done and the updated timeline for submittal to
the state and adoption. The map images as produced by Fourpeaks were displayed to
the Commission showing the new shoreline buffer area.
Staff and Commission Questions and Comments:
Chair Nofziger had a question regarding the stabilization methods for the blow sand and
the unstable conditions.
Meeting adjourned at 6:42PM by Chair Nofziger.
