CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES
OF December 12, 2024

The meeting was called to order at 6 p.m. Attendance was called by Secretary
Michelene Torrey.
Item #1 Approval of the Minutes from October 10, 2024
Vice Chair Hepburn moved to approve the meeting minutes from October 10, 2024. The
motion was seconded by Commissioner Mann. Motion Passed.
Item #2 Comprehensive Plan Amendments PUBLIC HEARING
Long Range Planner James Bagley presented the commission with the Comprehensive
Plan Amendments for the 2024 Docket:
LUA2019-0055 Central Terminals – A request to extend the Urban Growth Area to include
two parcels, 170981000 and 170980000. The property is owned by Central Terminals, LLC.
and is approximately 170 Acres in area. The Comprehensive Plan Future Land Use
Designation request is Industrial. Additionally, the Zoning District request is Heavy Industrial.
These parcels are accessed off of Road G and currently border City sewer and water.
During the hearing, the applicant requested to table this UGA expansion request until the
City’s 2025 Comprehensive Plan Docket. This request is due to the pending Grant County
Resource Land Designation Update. The property is currently designated Agricultural
Resource Lands that has a level of protection to remain in food production. In fact, the land is
not in production and appears to be marginal for production. This County-Wide update and
subsequent results may assist in moving the property from agricultural resource lands and
encourage consideration for UGA boundary expansion.
The Planning Commission agreed with the proponent to table the item for at least a year if not
a greater length of time depending on the designation change at the County level.
The Planning Commission Action was as follows regarding the Central Terminals UGA
Expansion request: Commissioner Hepburn moved to table the LUA2019-0055Central
terminals to the 2025 Docket. This was seconded by Commissioner Mann. Motion passed.
PLN2022-0010 Herring – A request to amend the Urban Growth Area to include Parcel
170845000. The 19.3 acre property is owned by Herring Farm NWQ, LLC. The Future Land
Use Designation request is Low Density Residential. The proposal is bordered to the North
by Mae Valley Rd. and Low Density Residential/ R-1 Single Family to the South. The Parcel
is not currently served by City water and sewer, however City utilities are available to the
South in N Egret St. The proposal is currently within Grant County jurisdiction and is zoned
Rural Residential 1. City Limits are adjacent to the South. Access to the property is from Egret
St. to the South, and Mae Valley Rd. to the North.
The Planning Commission Findings include supporting goals and policies of the
Comprehensive Plan found within the staff report. In addition, the Commissions’ deliberation
included the following findings: specifically, the Commission support the request for addition
to the Urban Growth Area, and it “makes logical sense.” The request meets Goal 3.1 of the
Comprehensive plan “provide for the coordinated logical orderly growth of the city”, and Policy
3.2.1 “Encourage development in and adjacent to urban areas where adequate public facilities
and services exist or can be provided in a timely and cost-effective manner.”
The Planning Commission Action was as follows regarding the Herring UGA Expansion
request: Commissioner Mann motioned to approve and seconded by Commissioner
Hepburn. Motion passed.
Comprehensive Plan Future Land Use - Designation Map and Zoning District Map
Amendments.
PLN2023-0036 Urban Build Developers -A request to change the Comprehensive Plan
Future Land Use - Designation Map and Zoning District of parcels 110475168 and 110424001
from Medium Density Residential to Commercial General. The 3.7 acre property is owned by
Urban Build Developers, and is located on the corner of Westlake Rd. and Westshore Dr.
Additionally, the applicant is requesting to rezone a portion of the property from R2-Medium
Density Residential to C-2 General Commercial is within this amendment. The property has
access to City water and sewer. The location is further described as being North of Interstate
90 and West of Blue Herron Park.
The Planning Commission Findings included supporting goals and policies of the
Comprehensive Plan found within the staff report. In addition, the Commissions’ deliberation
included the following findings: Specifically, the Commissioners support the request which
meets Policy 3.2.3 “incentivize infill development scaled and designed to fit the surroundings
and revitalize corridors,” and Policy 3.4.2 “Enhance the character, function, and economic
vitality of Moses Lake’s gateway corridors (routes into/out of Downtown from I-90 and other
high visibility commercial corridors)”
The Commissioners made a point that commercial development on the West side of Moses
Lake could reduce the number of trips across the I-90 Bridge.
The Planning Commission Action was as follows regarding the Urban Build Developers map
amendments: Commissioner Hepburn moved to approve and seconded by Commissioner
Homesly. Motion passed.
PLN2023-0055 Jenks – A request to change the Comprehensive Plan Future Land Use -
Designation Map of parcel 110752000 from Medium Density Residential to High Density
Residential. The approximately .63-acre property is owned by Jenks Holding Company, LLC.,
and is located on Evelyn Dr. between W. Central Dr. and Village Ave., across the street from
the Paul Lauzier Memorial Athletic Park. Additionally, the applicant is requesting to
simultaneously rezone the property from R-2 Single/ Two Family Residential to R-3 Multifamily
Residential. The Parcel is served by City water and sewer.
The Planning Commission Findings included supporting goals and policies of the
Comprehensive Plan found within the staff report. In addition, the Commissions’ deliberation
included the following findings: Specifically, the Commissioner agreed with the proponent and
Policy 3.2.3 “Incentivize infill development scaled and designed to fit the surroundings and
revitalize corridors” and Policy 3.3.2 “Encourage a range of housing types, densities, and
affordability levels to meet the diverse and changing needs of the community.”
The Planning Commission Action was as follows regarding the Jenks map amendments:
Commissioner Mann moved to recommend approval, Seconded by Commissioner Homesly.
Motion Passed.
PLN2024-0121 – Amendment to the Comprehensive Plan Future Land Use - Designation
Map of parcels 090068000, 090069000, and 090070000 from Parks & Open Space to
Downtown. The property is owned by the City of Moses Lake, approximately 0.61 Acres, and
located on the corner of Alder St. and Fourth Ave. The application includes a request to rezone
the property to C1-Central Business. The property is currently part of the City of Moses Lake
– Civic Center Master Complex Plan. The property was initially intended to be used for future
City facility needs.
The Planning Commission Findings included supporting goals and policies of the
Comprehensive Plan found within the staff report. In addition, the Commissions’ deliberation
included the following findings: Specifically, the request is supported by Policy 3.4.1 “prioritize
and enhance Downtown as the center for civic, retail, office, entertainment, arts and dining
activity in Moses Lake.”
The Planning Commission Action was as follows regarding the Community Gardens map
amendments: Commissioner Hepburn moved to approve and seconded by Commissioner
Mann. Motion passed.
Transportation
PLN2023-0060 Comprehensive Plan and Future Streets Map amendments - City Update
to the Transportation Element of the Comprehensive Plan; more specifically the following
sections:
• 6-2/3 Amend to conform road standards to Federal Functional Classification,
• 6-5 Update City Street Classifications Map,
• 6-6 Update Transportation Maintenance Plan existing map, Update Mae Valley Study
with final results,
• 6-24 Update 20-year Transportation Improvement Plan,
• 6-25 Update Map or Road System Improvement Projects,
• 6-26/27 Update Transportation Maintenance Plan Future Map,
• 6-32/33/34 Update 20-year active transportation,
• 6-35 Update Map of Active Transportation System Improvement Projects,
• 6-46 Consider adding additional elements regarding: sources, cycles and eligibility for
grants and transportation projects,
Identify and provide ability for administrative updates for the 2014 Future Streets map annually
via GIS.
Public Testimony
Kevin Richards addressed the Planning Commission to express that the Future Streets
update did not have enough information, that a personal project of his in the past was forced
to comply with the Future Streets Map, that traffic engineers were not consulted, the project
is incomplete, zoning around the proposed bridges was not discussed, accesses off of
highway 17 needed more study, he wishes projects undergo site by site review, asks for
denial.
Danielle Escamilla addressed the Planning Commission to express her view that there was a
lack of stake holder and community involvement, it was hard to find information about this
item, process was rushed, asks the future streets map to be denied allowing for further review.
Milton Miller, on behalf of the Port of Moses Lake addressed the Planning Commission to
express that the Port was unable to comment, did not know about it, the mapping may
interfere with future projects (as well as the new railroad location), not consulted about the
project, and asked for denial of the future streets map.
The Planning Commission deliberation included the following findings: Specifically,
Commissioner Mann – Wait and incorporate this amendment into the entirety of the plan and
the Future Streets Map needs more study. Commissioner Hepburn – Desired more study to
be done, the map should be prepared with consultation with a traffic engineer and desired
more community outreach. Commissioner Nofziger – Desired additional information and
coordination with Washington State Department of Transportation regarding crossing of HWY
17, and additional review on the Future Streets update. Although, most of the other updates
are good, the future streets map needs additional study.
The Planning Commission Action was as follows regarding the Future Streets map and the
entirety of the amendment: Commissioner Mann moved to Deny, Seconded Homesly. Motion
to deny passed.
Comprehensive Plan and Zoning Code Text Amendments
PLN2023-0083-UGA 5 - An amendment to the Comprehensive Plan to eliminate language
directing the removal of the mapped Urban Growth Area 5 (UGA 5) from the UGA. UGA 5 is
an area in excess of 1,000 acres. The Future Land Use Designation is Low Density
Residential and Medium Density Residential. The property is currently zoned Urban
Residential 2 and Urban Residential 3 by Grant County.
The City Council directed staff to amend the Comprehensive Plan to eliminate language
removing the mapped Urban Growth Area 5, resulting in that area to remain in the City’s UGA.
The Planning Commission included findings of fact that support the proposed amendment
found within the staff report.
The Planning Commission Action was as follows regarding the retention of UGA 5 in the
overall UGA and deleting language to remove Area 5 within the Comprehensive Plan:
Commissioner Mann recommended approval and seconded by Commissioner Hepburn.
Motion passed.
PLN2023-0083 Transformational Housing Center – Amendment to the Comprehensive
Plan to remove language regarding Transformational Housing Center.
For the City Council directed staff to remove language regarding a Transformational Housing
Center, the Planning Commission included the findings of fact within the staff report that
support the proposed amendment.
The Planning Commission Action was as follows regarding the removal of Transformational
Housing within the Comprehensive Plan: Commissioner Mann moved to approve, and
seconded Commission Hepburn. Motion passed.
Capital Facilities Amendments.
PLN2024-0125 Capital Facilities Plan Appendix C - Update to the Capital Facilities Plan
Appendix C of the Comprehensive Plan
City of Moses Lake Capital Facilities Plan Update. The Capital Facilities Plan (CFP), required
by Washington’s Growth Management Act (GMA), outlines a community's strategy for funding
and developing essential infrastructure—such as roads, utilities, parks, and public buildings—
to support current and future growth over the target growth period. This is an annual or biennial
update for 2023-24 which coincides with the City’s budgeting process and focuses on City of
Moses Lake Public Works. In addition, the Water, Wastewater and Stormwater Plans are
expected to be completed in 2025 for future incorporation into the Comprehensive Plan.
The Planning Commission Findings included supporting goals and policies of the
Comprehensive Plan found within the staff report. In addition, the Commissions deliberation
included the following findings: the Capital Facilities Plan is necessary for the ability of the city
to serve areas in the City and UGA. The Commissioners encouraged that the Sewer Plan
explore services down Broadway. The Commissioners encouraged and supported the
addition of irrigation water, and purple pipe, with lake water to serve the communities irrigation
needs. The Commissioners found that providing clarification of specific sections of the Capital
Facilities Plan including the “Self Help” funds, Mitigation Park, and Water Funds would be
helpful for ease of reading.
The Planning Commission Action was as follows regarding the Capital Facilities Plan
(Appendix C) update: Commissioner Mann moved to approve and seconded by
Commissioner Hepburn. Motion passed.
