1) Meeting started at 7:30pm with the Pledge of Allegiance.
2) The minutes of the August and September 2017, meetings were approved.
Chairman’s Comments:
- Welcome aboard to Marc Mignogna.
- Acknowledgement of visitors.
- Mike Riegel is Chairman. Drew Heck is Vice Chair. Larry Hushour is Secretary and
Council liaison.
Councilman report:
- Unauthorized ATV usage in parks should be reported to the non-emergency number
of the police force.
- Rails to Trails workday on October 21, 9am-noon. Lunch provided by NY J and P Pizza
and Community Foundation.
- CSX discussions for acquisition underway.
- MOTION to move $4000 in funds from ADA budget line to Rails to Trails was made,
seconded and passed unanimously.
- Staff/liaison need to approach Sabra Wang for crossing HWY 27 grant process.
- Work is underway at museum (Train Station.)
- MXD zoning is on hold while awaiting “downtown master plan.”
Staff Report:
- Sean presented data on Skate Park usage.
- New forms for park usage were presented.
- The ADA swing was dedicated earlier in the day at Watkins Park.
- October 21, will be the first “Haunted Trail” along Rails to Trails.
- In November, a Turkey Trot will occur at Challedon Golf Course.
- Question was asked on how much money was expended in labor for staffing the
Skate Park. Liaison agreed to research the answer.
Visitors:
- Stefan Burlew finalized his “dug out” Eagle project. Larry Hushour signed off on his
project.
- Brandon Newman presented his Eagle project of a matching “dug out.” A MOTION
was made, seconded and passed unanimously to allow the project. Larry Hushour
signed his project notebook to begin the process.
- Mayor Rockinberg addressed the Board with appreciation for efforts on the
“Mayor’s challenge.” He explained his vision of an ATV solution. He stated
appreciation for the ADA swing and progressive vision for the Skate Park and the
“inclusive” playground. He expressed interest in fitness additions to parks. He
finalized his discussion with an impressive “drone” presentation and suggested the
Board might utilize drones for future events or promotions.
Old business:
- Beers, Beards and Brats: We do not know how much was made yet. Some concerns
from local businesses were expressed during the street closure in other venues. The
event may not return next year.
- Wooden Train: Project is on hold.
- Bocce Ball: We should verify a facebook post was made to see if any interest exists
for this amenity. Otherwise remove it from the agenda.
- Twin Arch Crossing Basketball Court: The legal issues of the MOU are being
navigated by the town’s attorney and the property owner’s attorney.
New Business:
- Pickle Ball: Staff should solicit opinions and interest for this new amenity prior to
moving forward.
- Staff asked for a list of potential Eagle projects in town. Many were mentioned.
- New forms for reserving and using Park amenities were presented and met
favorable opinion by the Board.
- A MOTION was made, seconded and passed unanimously to change the start time of
all future meetings to 7pm.
Meeting adjourned at 9:15pm.
