Recycling and Sanitation Commission Minutes of the Monthly Meeting May 18, 2016 Commission Members and Others in Attendance: Pete Bowlus J A Burke (Guest and Representative of Mount Airy Messenger) John Cavell (Guest and Representative of J and J Trash Services) Ashley Collier (Main Street Manager) Annmarie Creamer (Frederick Co. Recycling Outreach Program Coordinator) Mike Dixon Peggy Fleming Avery Jackson (Guest) Stephanie Jackson (Guest) Tom Neff (Co-Chairman) Jim Stargel ( Co -Chairman) Kathie Trivelli Mary VanMetre (Town Staff) Tobi Drabczyk, Ken Humble, and Councilman Strong were not in attendance 1. Chairman Jim Stargel called the meeting to order and led all in the Pledge of Allegiance 2. March 2016 minutes were approved with motion by Pete Bowlus; second by Tom Neff; motion carried. 3. Citizen's Comments - None 4. Downtown Events - Ashley Collier a. Ashley Collier, Main St. Manager distributed a 2016 calendar with all the downtown events. b. MAMSA will take care of the trash for any of their downtown events. c. Some of the new events are small and will not have an impact on the downtown dumpsters. d. Ms. Collier will work with the people doing the Beards, Beers, and Brats event regarding the trash. 5. Recycling Coach a . Discussion was held regarding the yearly cost for the mobile app; would it be cost effective? b. Ms. Creamer reported they have 13,000 out of 76,000 Frederick Co. residents that have downloaded the app. Frederick Co has added it to their website, so those without a mobile device can still access it. c. Ms. Creamer suggested doing a survey of the residents - perhaps using survey monkey d Kathie Trivelli and Peggy Fleming volunteered to come up with questions for the survey. e. Survey Questions will be presented at the July meeting. 6. Free Newspapers a. Several residents have questioned the Town asking how to stop the delivery of free newspapers. b. The Town lawyer advised the Town cannot take any action regarding the free newspapers. c. Residents must contact the paper themselves and request to be removed from the list. d. Jim Stargel and Mary Van Metre will meet with Town Administrator to request information be posted on the Town page of the Messenger advising residents to contact the newspapers. 7. Yard Waste and Trash Set Out Times a. The Town does not have an ordinance regarding when residents put out yard waste and trash. b. 407 S. Main St. is a concern as it may be violating the ordinance for a commercial hand stop as building houses four units. The recycling toter and trash cans are always overflowing c. Mary VanMetre will discuss with the Town Administrator to see if any action can be taken 8. Frederick County New Recycling Hauler a. Annmarie Creamer advised her office does not have anything to do with contracts for services. b. She did note that Frederick County is now handling customer service for recycling. In the past the previous recycling contractor handled the customer service calls. c. Ms. Creamer advised their concern would be any issues regarding the safety of the county residents; the contractor is responsible for the safety of his employees  d. Ms. Creamer did invite the commission to take a tour of the Frederick County Transfer Station. She does the tours and they have a 14 passenger van for the tours. e. Ms. Creamer said the Town of Mt. Airy Frederick County residents have a 63% set out rate for recycling. The County set out rate is 50%. f. She advised if we let her know of the Town's recycling and shred events, she will be glad to post to the Frederick County web, face book, and twitter accounts. g. Annmarie left some "goodies" for the commission members 9. Recycle America Visit a. We will arrange a tour of the Frederick County transfer station instead of doing another tour of the Recycle America facility. b. Chairman Stargel will email the commission with possible dates. Tours are done Monday through Saturday and after hours tours may be arranged once we have more daylight in the evening. 10. Green Team - No update. Chairman Stargel still needs to discuss with Heather Smith and Councilman Strong. 11. Spring Bulk Pick up - No report from the hauler. a. Pete Bowlus noted there did not seem to as many scavengers due to the lower price paid for metals. The acceptable items list will be updated before next year to remove pianos. 12. Review of New Hauler Meeting a. Chairman Stargel review the items discussed with J and J Trash Services at the morning meeting. 13. Carroll County "Pay As You Throw" - No report 14. Pete Bowlus noted that the Carroll County Sheriff Office was offering free pick up of prescription drugs on Thursday, May 19. County residents need to call to schedule. 15. Tom Neff asked if the commission was interested in renting a booth at the Community Carnival to hand out recycling information. It was suggested perhaps do it at some downtown events or set up at the Farmer's Market. 16. Meeting adjourned with motion by Pete Bowlus. 17.
