Minutes of the Monthly Meeting
July 20, 2016
Commission Members and Others in Attendance:
Pete Bowlus
J A Burke (Guest and Representative of Mount Airy Messenger)
John Cavell (Guest and Representative of J and J Trash Services)

Tom Neff (Co-Chairman)
Jim Stargel ( Co -Chairman)
Councilman Scott Strong (Council Liaison)
Mary VanMetre (Town Staff)
Peggy Fleming, Ken Humble, and Kathie Trivelli were not in attendance
1. Chairman Jim Stargel called the meeting to order and led all in the Pledge of Allegiance
2. May 2016 minutes were approved with motion by Pete Bowlus; second by Tom Neff; motion carried.
3. Citizen's Comments - None
4. Recycling App
a. Review of survey questions will be done at the September meeting
5. Trip to Frederick County Transfer Station; July 29th
a . Attendees to meet at Mike Dixon's house
1. Jim sent email to meet at the transfer station at 8:30
6. Free Newspapers
a. Jim Stargel will work on this with town staff
7. 407 S. Main Street - Overflowing Recycling and Trash Cans
a. Mary VanMetre will work with Monika on changing the code
b. There was a brief discussion of Tom Neff and Mike Dixon meeting with the owners
c. Will discuss further at the September meeting
8. Recycling Education
a. It is too late to set up booth at the Firemen's Carnival
b. There was not any interest in setting up booth at the Farmer's Market
c. Will discuss with Main Street Manager about booth at one of the downtown events
9. Review of J and J
a. A commission member had their trash bag thrown through the truck; had to retrieve it to give to truck
driver.
1. Mr. Cavell advised this sometimes happens when the open sided truck is used.
b. Otherwise the feedback on J and J has been positive
c. Mr. Cavell drove the town and noted quite a few of the trash cans are damaged and in bad shape.
He suggested it is better for all if the cans are in good shape.
d. Currently the town trash is being taken to Carroll County. Mary will figure the rates to determine which
would county would be less expensive.
10. Green Team - Update
a. Jim Stargel met with the Mayor and went before the Town Council to ask for a resolution
b. The following Recycling Commission members will also be members of the Green Team:
Jim Stargel, Tom Neff, Mike Dixon, and Kathie Trivelli. Heather Smith will be the Town representative.
c. Green Team will meet in opposite month of the Recycling and Sanitation Commission. First meeting will
be Wednesday, August 17.
11. Shred and Battery Recycling Event
a. Mary VanMetre will contact Torn2Shred for dates and costs.
b. Electrical Solutions will again do the Battery Recycling
c. Mary will announce the date so it can be advertised
16. Meeting adjourned with motion by Pete Bowlus.
17. Next Regular Meeting - September 21, 2016 @ 7 p.m.
SUMMARY OF ACTION ITEMS:
• Jim Stargel to work on issue of free newspapers
• Mary VanMetre to Discuss 407 S. Main St. with Monika Weierbach
• Mary VanMetre to figure landfill rates for both counties and compare for lowest
• Mary VanMetre to contact Torn2Shred and let Commission know the September date
• All members to think about setting up a booth at a downtown event for recycling education
• All members to review the Recycling App survey questions to be finalized at September meeting
